About this file

This document is an Amendment of Solicitation for a travel support services contract issued by the Department of Defense Education Activity (DoDEA). The solicitation (HE125425RE025) is a competitive acquisition limited to certified 8(a) Small Business Administration program participants. Key changes in this amendment include extending the offer due date to 27 August 2025 at 8:00 am EST, providing responses to vendor questions, and updating several attachments and sections of the Performance Work Statement.

The contract will be awarded using a Best Value Subjective Tradeoff methodology, with Technical Capability as the most important evaluation factor, followed by Past Performance, and then Price. Offerors must submit a comprehensive proposal including a Program Management Plan, Task Execution Strategy, Key Personnel Qualifications, and a Staffing Plan. The government intends to award a firm-fixed-price contract for travel support services, with a base year and four option years. Proposals must demonstrate the ability to manage official travel requirements, ensure compliance with travel regulations, and provide efficient, accountable travel processing services.

1. General Instructions.

1.1. The Offeror shall examine and follow all instructions. Instructions are set forth herein for vendors to prepare and submit a proposal to the Government in response to this solicitation. Offerors are strongly advised to carefully read and fully understand these instructions to ensure submission of a fully compliant and sufficiently prepared proposal. Failure to do so will be at the offeror's own risk. Offerors are cautioned that proposals containing less than the minimum information required by these instructions may be rejected by the Government and eliminated from further consideration for award. The Government reserves the right to make award based on initial offers received, without discussion with Offerors.

Including statements such as "will comply," "noted and understood," and "in accordance with best industry practices/standards," etc. without providing supporting narrative are not sufficient.

1.3. No information concerning this solicitation or requests for clarification will be provided in response to Offeror initiated telephone calls. All such requests must be made in writing and submitted to the following email address: Ms. Jenny Suh (Contract Specialist) at Jenny.Suh@dodea.edu and Ms. Hillary Turnbull (Contracting Officer) at Hillary.Turnbull@dodea.edu. 3.1.5. Below table describes the adjectival ratings that proposals may receive for Technical Factor, Sub-Factors 1 through 4.

Combined Technical/Rish Rating for Technical Factor, Sub-Factors 1 Through 4

Adjectiva l Rating

Description

Outstandi ng

Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Acceptabl e

Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unaccept able

Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

3.1.5.1. Definitions

3.1.5.1.1. Deficiency. A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increase the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.

3.1.5.1.2. Strength. An aspect of an offeror's proposal with merit or will exceed specified performance or capability requirements to the advantage of the Government during contract performance.

3.1.5.1.4. Weakness. A flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.

3.1.5.1.5. Significant Weakness. A flaw that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.

3.2. Factor B - Past Performance Factor.

3.2.1. The past performance information of each Offeror will be evaluated for recency, relevancy (including context of data) and quality (including general trends in contractor performance and source of information). The Government's past performance evaluation will be used to create a performance confidence assessment for each Offeror's proposal. The relevancy analysis will focus on if the Offeror has provided services similar in scope, magnitude of effort, and complexity as a single contract.

3.2.2. The past performance information for the travel support services contracts or task orders that the Offeror have performed (or are in progress) during the three (3) year period prior to the date of issuance of this solicitation. The Government will evaluate the information collected to include, but is not limited to the Past Performance Questionnaire, Attachment 2, to determine the quality of the offeror's overall record of recent and relevant past performance.

3.2.3. The Government reserves the right to obtain and use past performance information from sources other than those provided in the proposals;

including, but not limited to the Contractor Performance Assessment Reporting System (CPARS).

3.2.4. Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be on-going or must have been completed within the last three (3) years from the date of issuance of this solicitation. Past performance information that does not satisfy this condition will not be evaluated.

3.2.5. Relevancy Assessment. The Government will determine how relevant the effort accomplished by the Offeror is to the effort to be acquired through the solicitation. The Government is not bound by the Offeror's assessment of relevancy. To be relevant, the Offeror must demonstrate that performance involved similar scope, magnitude of effort, and complexities this solicitation requires. In evaluating past performance, the Government reserves the right to give greater consideration to information on individual contracts deemed most relevant to the effort described in this solicitation.

3.2.6. Below table describes the past performance relevancy ratings for Factor B - Past Performance.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant

Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

3.2.7. Quality of Services.

3.2.7.1. The Government will review all past performance information collected and determine the quality of the Offeror's performance, general trends, and usefulness of the information, to incorporate this into the performance confidence assessment.

3.2.8. Performance Confidence Assessment.

3.2.8.1. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on Factor B, Past Performance [See FAR 15.305(a)(2)(iv)]. In this case, the Offeror's past performance rating will be assigned a performance confidence rating of "neutral." In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

3.2.8.2. Below table depicts the performance confidence assessment ratings that the Government will use for its past performance evaluation.
