About this file
This document is a detailed policy document on investigative levels and background check requirements for contractor employees working in Department of Defense (DoD) childcare services programs. The document outlines comprehensive background check procedures mandated by United States Code and DoD Instruction, requiring criminal history checks for all individuals who have regular contact with children under 18 in DoD facilities, including teachers, administrators, staff, contractors, and providers.
Key requirements include FBI fingerprint checks, installation records checks, state criminal history repository checks, and mandatory self-reporting of disqualifying information. Contractors must supply required documents to the Contracting Officer's Representative (COR), who will initiate background checks. Absolute disqualifying criteria include convictions for sexual offenses, criminal offenses involving child victims, felony drug offenses, or being found negligent in civil proceedings concerning child injury. Employees without completed background checks must be under continuous line-of-sight supervision, marked conspicuously, and are subject to reverification every five years. If derogatory information emerges, the DoD will take immediate action to protect children by reassigning or suspending the contract employee.
