About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Department of Defense Education Activity (DoDEA) procurement of digital instructional resources for Grades 9-12 English Language Arts. The amendment provides detailed evaluation criteria for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with a minimum guaranteed value of $10,000.

The solicitation requires digital resources aligned to Common Core State Standards (referred to as College and Career Ready Standards), including student and teacher bundles, assessment suites, and product training. Vendors will be evaluated on three factors: (1) Technical Approach (pass/fail and adjectival ratings for various subfactors), (2) Past Performance (rated as Good, Acceptable, Unacceptable, or Unknown/Neutral), and (3) Price. Key evaluation requirements include self-certification of standards alignment, copyright dates, and Section 508 compliance. Vendors must submit 3-5 past performance references, and the government will conduct a comprehensive assessment of the proposed solution's capabilities and potential performance.

Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

52.212-2 ADDENDUM - EVALUATION - COMMERCIAL ITEMS (DEC 2006)

1. QUOTE EVALUATION:

The Government anticipates issuing one Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract resulting from this solicitation to the vendor whose quote provides the best value to the Government in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). To make the award decision, the government will consider three evaluation factors: (1) Technical Approach, (2) Past Performance, and (3) Price.

Note: Section 508 Acceptance:

1. Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the vendor's Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the vendor represent a higher level of conformance than what is actually provided to the agency, the government shall, at its option, require the vendor to remediate the item to align with the vendor's original Section 508 conformance claims prior to acceptance.

2. Vendors may be ineligible for contract award if proposed ICT products or services are not compliant with Section 508 standards.

2. EVALUATION CRITERIA

Basis for Award: A FFP, Indefinite Delivery, Indefinite Quantity (IDIQ) award will be made on a competitive best value basis. Evaluations will be conducted in accordance with the evaluation criteria below:

I. Factor 1 - Technical Approach

a. Subfactors 1 & 2, Pass/Fail

The subfactors below will be evaluated on a pass/fail basis to determine if the vendor's quote meets the requirements stated below.

Subfactor 1: Alignment to Standards, PWS 2.1

Pass: Offeror self-certifies that its instructional resources are aligned to the required standards.

Offeror does not self-certify to the statement above.Fail:

Subfactor 2: Copyright Dates, PWS 3.6

Pass: Offeror self-certifies that its instructional resources meet the copyright date requirements.

Offeror does not self-certify to the statement above.Fail:

Note: The Government will validate that the instructional resources are aligned to the required standards and meet the copyright date requirements. If it is found not to be so, we reserve the right to reject the quote in its entirety or enter discussions.

b. Subfactors 3-6, Adjectival Rating

The subfactors below will be evaluated to the degree in which the vendors quote meet or exceeds the requirements stated below.

Subfactor 3: Student Bundles, PWS 2.1: To what extent do the Offeror's proposal and proposed resources provide evidence that it can meet this requirement?

: To what extent do the Offeror's proposal Subfactor 6: Product Training and Professional Learning, PWS 2.4 and proposed resources provide evidence that it can operate and maintain the required website and effectively handle the social media requirements?

Table 1: Factor 1 Technical Approach (Subfactors 3 through 6)

Rating Rating Standard

Exceeding

The vendor's quote exceeds the solicitation requirements.

Acceptable

The vendor's quote clearly meets the minimum requirements of the solicitation.

Unacceptable The vendor's quote does not meet the minimum requirement of the solicitation. Quote is un-awardable.

II. Evaluation Factor 2 - Past Performance

A vendor's Past Performance will be evaluated as "Good" "Acceptable"," Unacceptable" or "Unknown/Neutral" (see table 3 below). The past performance evaluation will assess the vendor's probability of meeting the minimum solicitation requirements. Vendors quote shall include at least 3 and no more than 5 references of relevant past performance references and will be assigned one of the previously mentioned ratings. The assessment will be based on the vendor's record of relevant and recent past performance information. In addition to past performance, the Government may also consider information obtained through other sources such as the Contractor Performance Assessment System (CPARS) https://cpars.gov, System Award Management (SAM) https://SAM.gov, Federal Awardee Performance and Integrity Information System (FAPIIS), other databases, and interviews with Program Managers, Contracting Officer Representatives, Contract Specialists, and Contracting officers.

Relevant performance includes efforts of the same or similar in size and scope that this solicitation requires; vendors should include specific examples, of relevance, if appropriate. These include efforts where the Vendor provided material similar to those outlined in the PWS. Recent efforts are defined as those efforts, which have been performed during any portion of the last five years, including those efforts currently being performed.

The Government will consider the collective record of all recent and relevant past performance in assessing a rating. In the case of a vendor without a record of past performance or for whom information on past performance is not available or so sparse that no meaningful past performance can be reasonably assigned, the vendor may not be evaluated favorably or unfavorably on past performance therefore, the vendor shall be determined to have unknown (or "neutral") past performance.

Table 2: Factor 2-Past Performance Rating Table

Rating

Description

Good

Based on the vendor's recent and relevant present and past performance record, the Government has a high expectation that the vendor will successfully perform the required effort.

Acceptab le

Based on the vendor's recent and relevant present and past performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort.

Unaccept able

Based on the vendor's recent and relevant present and past performance record, the Government has no reasonable expectation that the vendor will be able to successfully perform the required effort.

Unknown /Neutral

No recent and relevant present and past performance record is available or is so sparse that no meaningful past performance rating can be reasonably assigned.

III. Evaluation Factor 3 - Price

Price will be evaluated separately from technical and past performance factors. Vendor's total quoted price will be evaluated for fair and reasonable pricing in accordance with FAR 13.106-3. This effort will be awarded as an Indefinite Delivery Indefinite Quantity contract and includes estimated quantities (reference PWS and Pricing Sheet). The quantities identified in the Pricing Sheet are estimated and represents the Government's best estimate for each line item.

Payment will be for actual quantities procured and delivered at the prices outlined in each Delivery Order. If the Government's requirements do not result in the quantities estimated; such event shall not constitute the basis for an equitable price adjustment under the contract.
