01 SF 30
Amendment
RFP We were unable to obtain the SF 30 document. Where could we find it? The SF30 amendment is released and posted only if or when the SF1449 Solicitation is amended. For example, this Q&A will be posted with a SF30 Amendment.
02 Rota & Sevilla Schools
RFP Does this RFP requests transportation for both DoDEA Schools (Rota and Sevilla)?
The single solicitation consists of Rota & Sevilla requirements: Rota Daily Commute, Rota Special Needs, and Sevilla Daily Commute. As stated in the solicitation, "The Government intends to award a single or multiple single Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts." So, this solicitation can produce up to three (3) separate contracts.
03 Volume II Past Performance
RFP Can we include past performance reports from our current contract? Yes. The solicitation provides specific criteria for the past performance information to be considered recent.
04 Special Needs General What is the difference between SPED and SPEN in definition? Special Education (SPED)/Special Needs (SPEN) are terms that were interchangeably used for services required under CLINs X002, Rota Special Needs. Documents/Attachments were updated to state "SPED" for Special Needs.
05 Special Needs General What is the functional difference between SPED and SPEN? There is no functional difference, also see the response above.
06 Student Transportation
Services
RFP Is providing vehicles after award allowed for vendors who would need to procure the rest to meet the requirements as the fleet is occupied by other commercial requirements?
The effective date is 1 August 2024. Therefore, although it is a vendor’s business decision to perform “other Commercial requirements,” DoDEA requires vehicles performing services on DoDEA’s contracts to be available for performance on the effective date.
07 Projected Bell Times
PWS / RFP Multi-Bell: The 5 multi-bell buses have 2 pickups and 2 drop-offs. Are the schedules to be understood as 08:00 and 09:20 for pickups and 14:40 and 16:00 for drop-offs?
No, you are mixing the Single Bell and Multi Bell times. The 0800-bell time pertains to the Rota MS/HS school, under the Single Bell schedule.
Under the Single Bell schedule, all Rota ES/MS/HS will be transported, together, to be at school at the same time.
Under the Multi Bell schedule, the first bell time, 0740, requires Rota ES students to be transported to school on the 1st AM Run, and the second bell time, 0920, requires Rota MS and HS students to be transported to school on the 2nd AM Run. (See all projected times in the PWS and RFP.)
Note: The number of buses/vehicles are estimates.
08 Projected Bell Times
PWS / RFP Do Sevilla Elementary School and Middle School have the same bell time?
08:30 - 14:30 approximately?
Sevilla Elementary School and (Sevilla) Middle School have the same projected bell times for the Single Bell and the same projected bell times for the Multi- Bell schedules.
