Questions and Answers
2/11/2022 – Q: Can subcontractors submit PPQs? A: Yes, information for a subcontractor that is performing on a contract that you are the prime contractor may be included. Also, work that the subcontractor that you are planning on using and has performed may also be submitted.
If a PPQ for a subcontractor is submitted, it will be used in your evaluation.
2/16/2022 - Q: With regard to the requirements for the past performance (PPQ) according to point 5 Volume II – Factor 2: Past Performance in document: 22R2001_SOL_HE125422R2001_013121, are bus escorts considered as bus transportation services? A: I think the best way to answer this is to say that the relevancy will be determined at the evaluation, in accordance with FAR 52.212-2. If it is found to be “not relevant”, it would receive a “neutral” rating, not a negative rating.
2/23/22 – Q: Can I submit an offer for a portion of the RFP? A: No, this contract is to be awarded for the entire contract, not partial services.
2/24/22 – Q: How many Late Activity (LA) routes do I need to calculate each day? A: Each vendor should calculate one (1) LA route per day.
2/24/22 – Q: how many Bus Monitors do I need to calculate per day? A: One Bus Monitor per run; 1 for the AM run, 1 for the PM run, and one for the LA run.
1. 2/25/22 – Q: Do all the bus stops need to be incorporated in the route proposal? A: Each stop is listed individually. Sometimes, the geographical location of the stop is different for the AM and PM, but often it is the same. This gives the vendor the flexability to arrange the stops however they deem necessary. Please ensure that all AM stops are included on AM routes and all PM stops are included on PM routes. Please keep in mind that one AM and one PM constitute a run, whereas one LA constitues a run.
