AMENDMENT 1

March 7, 2013

DoDEA hereby issues Amendment 1 to the following DoDEA French Curriculum request for quote (RFQ) to answer Prospective Vendors’ questions and to extend the delivery date for IT components from Thursday, March 14, 2013 at11:00 A.M. EST to Friday, March 22, 2013 at 11:00 A.M. EST.

Answer to Vendors’ Questions:

1) Question: Our Company has two products that we would like to submit to this RFQ. We have a few questions about supplying samples of textbooks and IT samples. We won’t be able to provide all the IT components for all levels by April 2, 2013. If need be could we submit PDF’s of the level that we are still working on?

Answer Q1: Yes, PDFs are acceptable, but all proposed technology must be submitted no later than the anticipated award date.

2) Question: I didn’t see in the guidelines a date for sending textbook samples, is there one?

Answer: Yes, all materials including textbook submissions should be received by the closing date of the solicitation, April 2, 2013 at 11:00 A.M. EST.

3) Question: What would be the estimated quantity of textbooks ordered by levels?

Answer: Refer to section 3.2 in the Statement of Work. The estimated quantities are the total amounts. See example below for the Base Year:

Level II
Level III
Level IV

Level V

Level VI (AP)

4) Question: Is there an incumbent contractor associated with this work? If so, are you able to provide the name of the contractor and the contract number? Or is this considered a brand new requirement.

Answer: All previous contracts for French materials have long expired; therefore, considered no incumbent.

5) Is it permissible to submit two different programs for the same Levels?

Answer: Yes. Both programs will be considered separately.

6) The RFQ says that delivery time is 21-30 days after delivery order awards. What date do you anticipate that this will be?

Answer: Due to the current status of the Department of Defense DoDEA cannot provide an anticipated delivery order award date.

7) Our company is requesting an exception to the Information Technology (IT) Components Information review closing date of 14 March 2013. The completed IT portion of the program will not be finished. Can we submit a technology “Sampler” for our program and submit a complete technology program from a different program using the same technology and platform for comparison purposes only and submit a schedule of delivery dates for all technology components related to our proposed product.

Answer: DoDEA will accept a complete technology program from a different program using the same technology and platform by the IT components submission date. However, the proposed technology program must be submitted no later than the anticipated award date.

8) For this requirement, is the government interested in purchasing already developed curriculum or would it prefer to have curriculum developed from scratch that is tailored to meet the SOW requirements?

Answer: DoDEA is interested in a French language curriculum program that has a copyright date of 2012 or newer, is already developed and ready to be used in our schools.
