Seat Licenses for Supplemental Secondary Courses

Notice to Offerors

The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. DoDEA is divided into eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states and Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan (mainland and Okinawa), and for administrative purposes, Guam. DoDEA also operates a Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.

DoDEA requires seat-based licenses for online high school courses for grades 7-12 students that will

(1) supplement courses offered through the Virtual High School during the school year and summer and (2) support blended learning opportunities in DoDEA’s brick-and-mortar classrooms.

Attachment One “Pricing Schedule VHS Online Courses” outlines the complete anticipated requirement in a Contract Line Item Number (CLIN) format. The schedule shows the required online courses and the estimated quantities over the anticipated ordering period.

From this solicitation the Government intends to award one or multiple Firm-Fixed-Price Requirements (i.e. a type of contract that allows for placing orders against it) contracts for each course meeting the requirements described in the below Specifications and Statement of Work.

Each contract will cover requirements for all DoDEA locations for the applicable course or courses.. This solicitation anticipates contracts that will result in a five-year initial base ordering period; followed by five one-year option ordering periods for a total potential ordering period of ten years. After award delivery orders (DO’s) will be issued for all actual requirements.

Please note that some documents must be submitted by non-electronic means by the time and date set for receipt of proposals detailed in the Addendum to FAR 52.212-1, Para (III)(B)(2).
