AMENDMENT 0002
Vendor Q&As – Amendment 0002 Question Answer Q1) We would like to submit a question regarding DoDEA’s RFP for Speech and Journalism Curriculum HE1253-17-0008. We would like to clarify whether the DoDEA is looking for only Speech and journalism, or the courses listed at section 3.1.9?
A1) The solicitation number for this requirement is HE1254-17-R-0008. In reference to this RFP, Offeror’s may submit proposals for any or all of the courses listed in SOW Section 3.1.9 however speech and journalism is not one of these courses.
Q2) The bid also mentions that vendors can submit a “vendor hosted”, or “DoDEA hosted” solution;
however, at section 3.4, the preference seems to indicate hosted on the DoDEA’s LMS “Schoology”.
Our response will differ based on hosting.
A2) The contractor must have curriculum that is designed to run in or can be integrated into DoDEA’s adopted Learning Management System (LMS) such as through LTI Integration. The curriculum can be delivered all or in part through a “contractor hosted” solution as long as integration is possible
Q3) Can you provide frameworks/course outlines for the Coding, Cyber Security and Marketing & Entrepreneurship courses?
A3) See the answer to question 6.
Q4) We have a course platform that is used to create courses. Can you confirm if you want modular online courses that are prebuilt or if you want courseware that can be used to build self-sustaining courses?
A4) The requirement is not for a course platform to create courses. We are looking for pre-built courses that meet the specified requirements as listed in the statement of work.
Q5) On page 9 of 57 and 13 of 57 (Performance and Delivery Schedule), item 3.7.1 states that the vendor should provide documentation of alignment to applicable standards for each course within ten business days of the post award conference. However, on page 28 of 57, section B. item 5a states that a sample of alignment correlation is required with proposal submission. Would you please clarify what type of alignment documentation is expected to be submitted with the proposal response?
A5) A sample of alignment correlation is required with proposal submission so that the evaluators can determine where/how the course adheres to the required standards. This is usually provided in the form of a table or spreadsheet. Further documentation of alignment of applicable standards for each course submitted for post award is usually provided in more detail such as in a course map or scope and sequence. If this is available for proposal evaluation, it is recommended.
Q6) Upon review of http://www.dodea.edu/curriculum/ (per item 3.1.3. on page 6 of 57), we have been unable to find the referenced DoDEA learning standards and objectives for the following career and technical courses:
o Coding I
A6) Coding I and Coding II have been removed from the requirement.
Cyber Security standards will be posted in an amendment next week.

Would you please advise on where we can locate the standards the DoDEA is using for these courses?

Q7) We have also been unable to locate standards/objectives for two of the requested Social Studies courses: Global History & Geography I and Global History & Geography II; however, do see World History: Civilizations and World History: The Modern World. Are these the two courses the DoDEA is seeking?

The following have been modified:
SPECIFICATIONS AND STATEMENT OF WORK
1.0 BACKGROUND
1.1 DoDEA has adopted the Common Core State Standards (CCSS), which imposes curriculum standards that are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.
1.2 DoDEA supplements its high school offerings with online courses provided by the DoDEA Virtual High School. These online courses are primarily for students in need of credit replacement or original credit and are taken by students during the school year and summer.
2.0 SCOPE
2.1 DoDEA requires seat-based licenses for online high school courses for grades 7-12 students that will (1) supplement courses offered through the Virtual High School during the school year and summer and (2) support blended learning opportunities in DoDEA’s brick-and-mortar classrooms.
2.2 DoDEA requires the following:
All online courses—both core curriculum and Advanced Placement (AP)—will be taught by DoDEA teachers.
Courses will be equivalent to either a one-semester or two-semester unit.
Both school year and summer courses will have rolling start dates to accommodate the different school year calendars of DoDEA’s US and overseas schools, Courses may be either contractor-hosted or hosted on DoDEA’s virtual learning environment (VLE).
3.0 REQUIREMENTS
3.1 Courses (CLINs 0100-0200)—The Contractor(s) shall:
3.1.1 Be accredited by a nationally recognized high school accreditation organization such as AdvancED, Middle States Association, Western Association, or New England Association.
3.1.2 Provide comprehensive online course content, formative and summative assessments, including answer keys and teacher resources for each required course. Note: DoDEA will provide the instructor.
3.1.3 Offer courses with course goals and objectives that are (1) clearly stated, observable, measurable, and achievable; (2) aligned to national content standards for each subject area including the Common Core State Standards and the College Board Advanced Placement requirements, which may be found at the following URLs:

(3) compatible with DoDEA learning standards and objectives, which may be found at http://www.dodea.edu/curriculum/.
3.1.4 Offer courses that (1) are student-centered and incorporate strategies to differentiate instruction for varying levels of student readiness and interest and (2) emphasize college and career readiness skills such as information literacy, global awareness and ability to employ technology and digital media strategically as an integral component of the curriculum.
3.1.5 Offer courses that (1) provide opportunities for appropriate instructor-student, student-student and student-content interaction to foster critical thinking and mastery and application of the material, (2) include appropriate readability levels, written language and mathematical requirements, wherever applicable, for all content-related topics, readings and activities and assessments; and (3) provide authentic background information and real-world applications that enrich course content.
3.1.6 Offer courses that include the following:
1) Course scope and sequence.
2) Course requirements consistent with clearly stated courses goals, representative of the scope of the course.
3) Clear, complete course overview and syllabus.
4) In each lesson a lesson overview, content and activities, assignments and assessments to provide multiple learning opportunities for students to master the content.
5) Content and assignments of sufficient rigor, depth and breadth to teach the standards being addressed.
6) Objectives, content, and assessments that are aligned.
7) All necessary orientation materials, textbooks, workbooks, lab books, or other materials needed for completion of the course. These may be available online or if available by hardcopy, provided by the Contractor at no additional cost.
8) Instructor resources/notes, assessments, recommended rubrics, solution manuals, assignments, and answers/explanations.
9) Variety of audio, video and graphical media elements that are engaging and relate directly to topics covered.
10) Variety of learning activities that address multiple learning modalities such as interactive simulations, manipulatives, labs and writing online.
3.1.7 Offer courses that can be scheduled as shown below:

3.2 Course Assessments—Each course shall be supported by assessments aligned to the content standards that:
3.2.1 Assess students’ mastery of content, using both computer-scored and teacher-scored feedback that is appropriate to the assessment objectives.
3.2.2 Use formative and summative assessments, such as pre-assessments, to provide instructional feedback for students and teachers.
3.2.3 Incorporate flexibility for the teacher to adapt assessments to address the varying needs of students.
3.2.4 Include answer keys, grading rubrics and models to support online classroom use.
3.2.5 When assessments are delivered by the contractor, there must be adequate methods to provide for academic integrity such as locking down the browser, random listing of test items, or use of multiply questions items to measure similar content mastery.
3.3. Course Materials—The Contractor shall provide instructionally appropriate curriculum and materials that:
3.3.1 Reflect a multicultural approach that is free of racial, color, national origin, age, disabling conditions, sexual, religious, and ethnic bias and presents a balanced coverage of a variety of cultures accurately and authentically, avoiding stereo-types. Materials should also promote gender equity.
3.3.2 Permit the online instructor to add activities and assessments to the course to extend learning opportunities and to differentiate when needed.
3.3.3 Are evaluated regularly and updated periodically to ensure the course is relevant and current with the subject matter standards.
3.4 Virtual Learning Environment (VLE): The Contractor shall provide courses that are designed to run in DoDEA’s adopted Learning Management System (LMS), which operates within DoDEA’s VLE. Currently DoDEA’s adopted LMS is Schoology, http://schoology.com.
3.4.1 The curriculum shall be delivered in one or more of the following three formats:
Imported, hosted, and maintained by DoDEA.
Hosted externally by contractors, assignments and assessments imported, hosted, and maintained by DoDEA.
Integration to curriculum hosted by contractor.
3.4.2 Content shall meet the following six specifications:
1) Be IMS Content Packaging Specification conformant.
2) Have coding that shall not disable LMS features when content is used.
3) Require single—not multiple—authentications for users to access content.
4) Imported content is IMS Content Packaging Specification conformant.
5) Ensure assessments are IMS Test and Question conformant (QTI) packaged.
6) Ensure content hosted externally conforms to IMS Learning Tools Interoperability (LTI).
3.5 Content-Specific Tools and Software—The Contractor shall:
3.5.1 Ensure content-specific tools and software (1) make maximum use of the capabilities of the online environment; (2) make resources available by alternative means, e.g., central description documents, video, or other digital formats; and (3) feature intuitive/user-friendly navigation.
3.5.2 Ensure content and software delivery incorporates unique numbering or naming identifiers for content, assignments and assessments, and provides a mechanism for DoDEA to customize the numbering or naming of curriculum components if there is an issue with a contractor’s chosen naming convention.
3.6 Teacher Professional Development & Support (CLINs 0500-0503)—The Contractor(s) shall:
3.6.1 Provide three hours of professional development addressing guidance and resources for course implementation, and that consists of online modules and/or synchronous or asynchronous webinars. The professional development shall provide teachers with specific information regarding how to use course tools and functions to manage and adjust the virtual learning environment. Teachers shall be instructed on how to adjust the virtual learning environment to facilitate instruction including strategies for using online activities and assessments. The professional development shall also show teachers how to use the online resources/tools to differentiate instruction.
3.6.2 Provide the professional development in a form that DoDEA can place on our learning management system (currently Schoology), that is, either in the form of digital module(s) and/or webinar(s) that can be archived.
If the digital module solution is selected, the Contractor shall adhere to
Sharable Content Object Reference Model (SCORM) conformance, per http://www.adlnet.gov/scorm/.
If a webinar solution is utilized, the same information shall be delivered at three times corresponding to the regions in which DoDEA teachers are located—US, Europe, and Pacific, at some point between 9:00 a.m. and 5:00 p.m. local time. Note: The webinar for Education Technologists shall only be delivered in US Eastern Standard.
3.7 General—As part of the comprehensive assessment system, the Contractor shall:
3.7.1 Standards Alignment Correlation (CLIN 0300): Provide documentation of the alignment of the Contractor’s resources to the Common Core State Standards (CCSS) for ELA and Literacy in the applicable course covered by the contract.
Documentation must be provided for alignment of the course materials to the
CCSS that applies for: History/Social Studies, Science and Technical Subjects also known as DoDEA’s CCRS English Literacy, C3 Framework, NY State SS Standards, and the AP College Board Course and Exam Descriptions.
3.7.2 Copyright: Demonstrate that all copyrighted materials are properly cited. Prefer a course copyright date not earlier than 2014. The copyright date applies only to student and teacher materials (for example, the student textbook, teacher's editions, etc.). The copyright date does not necessarily apply to material included within a course or Contractor's collection (that is, articles, assessments, pictures, problems) created before 2014.
3.7.3 Technical Support (CLIN 0400): Provide industry-standard technical support for its digital resources throughout the life of the contract to include, but not limited to providing assistance with service problems, product setup, upgrades, and troubleshooting via telephone or email within one business day from the initial contact. Provide a 2-hour webinar for education technologists or related staff regarding installation and setup. Record and archive this webinar to be placed on DoDEA’s LMS (currently Schoology).
3.7.4 OCR Requirement: Provide, upon request, two digital Optical Character Resolution (OCR) copies of all print materials, if applicable. A digital copy of these materials shall be provided in one or more of the following formats:
Digital Accessible Information System (DAISY)/ National Instructional Materials.
Accessibility Standard (NIMAS) with cascading style sheet.
HyperText Markup Language (HTML).
Portable Document Format (PDF), (unlocked, embedded fonts, single page).
Rich Text Format (RTF)/Word document
3.7.5 Privacy
Ensure that individual user accounts require have unique usernames and passwords, and that user accounts do not require personally identifiable information (PII)—first and last name and any other unique personal information—to access online content.
Complete DoD's Privacy Impact Assessment (DD2930a), a requirement of the Privacy Office for any cloud resource that will store information. The form focuses primarily on the kind of required information in the system and the protections in place for data, especially privacy data. This form shall not be signed by the Contractor. Note: Prior to award, it will be completed and signed by DoDEA officials.
3.7.6 Post-Award Conference: The Contractor shall meet with DoDEA via tele- or videoconference within five business days of contract award.
4.0 TECHNICAL REQUIREMENTS APPLICABLE TO DIGITAL (INFORMATION
TECHNOLOGY) CURRICULUM MATERIALS
4.1 Software and Cloud Testing Requirements
4.1.1 All online resources, cloud-based services and instructional software shall meet
Department of Defense (DoD) and DoDEA Information Assurance requirements as defined below. Software, cloud services and associated websites shall undergo comprehensive testing to ensure that they pose no security risk to the DoDEA infrastructure.
4.1.2 The Contractor shall assure that the proposed product solution does not modify DoDEA’s underlying system security configuration and/or interfere with other installed software. Standard software will undergo pre- and post-installation scans on a clean computer image and over 70 other security and malware validation checks.
4.1.3 In accordance with DoD policy, cloud-based services shall undergo a supplemental series of validations, which closely mirror the Federal Risk and Authorization Management Program (FedRAMP) Internet Cloud vetting processes and include interviews and deep system architecture inspections with the Contractor. The Contractor shall submit a completed copy of the required Cloud Services Questionnaire, which will include details of the proposed cloud service environment addressing the following seven areas:
1. Contractor Data Collection and Distribution Controls
2. Contractor System Management and Security Controls
3. Contractor Data Storage and Data Access Controls
4. Contractor Data and Metadata Retention Controls
5. Contractor Development and Change Management Processes
6. Contractor Test and Development Environment Security Controls
7. Contractor Data Breach, Incident Investigation and Response Mechanisms
4.2 System Requirements
4.2.1 Per Section 4.1 (above), DoDEA requires that any software installed and/or accessed in a DoDEA system, whether network, stand-alone or web-based environment, be compatible with standards cited herein. All software shall be completely functional on a standard DoDEA desktop computer without the need/requirement for administrative-level user rights or a requirement to insert media (CD/DVD) to execute the software. Software shall not require modifications to folder permissions while executing. Also all software shall be compatible with the following hardware baseline:

Operating System Windows 7 Enterprise; Windows 10 Browser Environment Chrome; Edge; IE 10 or higher
4.2.2 The Contractor shall provide the minimum desktop/server system technical specifications, available reference architectures, networking specifications and diagrams, and applicable systems configuration documentation for the proposed product.
4.3 Data Management Requirements
4.3.1 The Contractor shall provide a mechanism for batch administration and automation of routine data management tasks via flat file import, or representational state transfer
(REST) based web service application programming interfaces (APIs) including the provisioning and ongoing management of data objects within the Contractor’s system, including but not limited to: organizational structures; student accounts;
staff accounts; courses; and class rosters.
4.3.2 The Contractor shall provide all necessary documentation and assets to facilitate batch administration and automation of routine data management tasks, including but not limited to: roster template files (i.e. comma separated value templates);
data element/field definitions documentation; data interchange formats and schemas (XML/JSON); and/or data dictionaries for the purpose of mapping organizational Student Information System (SIS) data to the Contractor’s required input formats.
4.3.3 The Contractor shall provide a single point of contact to support DoDEA in performing required data integration activities within the Contractor’s system.
4.3.4 The Contractor shall configure DoDEA enterprise within its system and/or databases as the appropriate organizational entity (i.e., state, district, school) upon a request in writing from the Contracting Officer’s Representative (COR).
DoDEA’s organization hierarchy consists of the following: one system, three regions, eight districts, 62 communities, and 168 schools, which includes the Virtual High School.
4.3.5 The Contractor shall coordinate a technical meeting with DoDEA within 10 business days after award for the purposes of preparing for the onboarding of new services and the initial configuration of administrator level accounts.
4.4 DoDEA Software License Keys
The Contractor shall provide license keys and electronic downloads for software required under this Contract to the DoDEA COR. Software shall not be provided directly to DoDEA school, district, and/or region offices unless explicitly identified in the Requirements section of the contract or in writing by the COR.
4.5 DoDEA Information Assurance Supporting Elements / Requirements
4.5.1 DoDEA is subject to Federal law and DoD policy and guidance. These requirements include, but are not limited to, the Information Assurance requirements defined in:

4.5.2 The Contractor shall provide security patches and upgrades to include third-party applications in response to public-released security vulnerabilities associated with its software solution. Software upgrades and patches shall be included in the licensing cost and be performed at the least disruptive times as determined by DoDEA.
Any deviations from this requirement will be approved in writing by the DoDEA Chief Technology Officer.
4.5.3 All software packages shall support unattended installation methods used by enterprise software packaging and deployment systems. DoDEA currently distributes software packages via Microsoft System Center Configuration Manager (SCCM). Note:
Older 16-bit software will be automatically denied per this requirement.
4.5.4 Any portion of the Contractor's solution that:
4.5.4.1 Involves Internet access by DoDEA students shall comply with the relevant requirements of the Children's Internet Protection Act, Pub.L.
106-554, § 1(a)(4) [Div. B, Title XVII, § 1701], Dec. 21, 2000, 114 Stat.
2763, 2763A-335.
4.5.4.2 Collects or stores agency-owned or agency-controlled personally identifiable information shall do so in accordance with the relevant requirements of the Privacy Act, 5 U.S.C. See http://www.archives.gov/about/laws/privacy-act-1974.html.
4.5.4.3 Collects information from children under the age of 13 through the Internet shall comply with the relevant requirements of the Children's Online Privacy Protection Act, 15 U.S.C.A. § 6501 et seq.
4.5.5 Contractor’s solution shall be robust enough to serve the needs of a large community of learners dispersed across the world using a variety of bandwidths. They shall be scalable to meet future growth, both in terms of instruction and the number of users.
4.5.6 All Contractor staff having access to DoDEA student and/or teacher personally identifiable information shall take the DoD Privacy Act/ Personally Identifiable Information (PA and PPI/PII) training before gaining access to the data and yearly thereafter.
4.6 Maintenance and Support
Maintenance and support shall be available for the duration of the contract. Maintenance is defined as automatic distribution of upgrades and revisions that can be accomplished through coordination with the COR. The Contractor shall not contact schools directly but shall coordinate the dissemination of upgrades/ revisions through the COR and shall provide electronic access of the updates/revisions to the COR for testing prior to distribution.
4.7 Section 508 Compliance
EIT Requirement: All electronic hardware and software must comply with Section 508 of the Rehabilitation Act of 1973, as amended, (29 U.S.C. 794d) and Architectural and Transportation Barriers Compliance Board Electronic Information Technology (EIT) Accessibility Standards (36 CFR part 1194). NOTE: The number of total seats to be purchased is difficult to estimate because DoDEA’s enrollment may change and the number of online courses DoDEA’s Virtual High School offers may change. However, DoDEA expects it will require 250-400 seat-based enrollments each semester or 500-800 per year throughout the life of the contract.
