Q&A AMENDMENT 0002

Amendment 0002 ELA 6-8 Questions (Q) and Answers (Q)

Q1) Is a hardbound textbook required or if the criteria are all met with a digital textbook can that be bid as the “textbook”?

A1) Yes, a hardbound textbook is required, so a digital textbook cannot be bid as the “textbook.”

Q2) Would you like to include digital only materials? We are a learning acceleration K‐12 software company that has ELA materials aligned to the CCSS, research based with multi‐media interactive activities to provide explicit instruction for students to achieve. The on‐line manager would include all teacher needed resources.

A2) No, we require hardbound and digital materials working together as a comprehensive balanced literacy program.

Q3) I am wondering if the intent is to award multiple vendors or a single vendor? Specifically would it be acceptable to bid on only the Supplementary Materials section?

A3) The intent is to award a single contract for 6‐8 integrated English language arts (ELA) materials that meet the scope and requirements outlined in the entire Statement of Work (SOW) rather than just the Supplementary Materials section, so it is NOT acceptable to bid on only the Supplementary Materials section.

Q4) Will the DoDEA consider a comprehensive, CCSS‐ and CCRS‐aligned writing program for grades 6‐8 that only addresses Subfactor 5—Grammar, Writing, Speaking, and Listening?

A4) No, the intent is to award a single contract for 6‐8 integrated ELA materials that meet the scope and requirements outlined in the entire SOW rather than just materials solely addressing Subfactor 5.

Q5) I was wondering for the Integrated English Language Arts Curriculum Resources if you had to respond to the whole scope of work or if you could just respond to the supplemental materials portion of the proposal?

A5) See A3 above.

Q6) At present we don’t offer a digital subscription product‐ just the print materials and eBooks (for teacher material only), is the digital subscription a must have for the DoDEA bid?

A6) Yes, the digital subscription is a must have per SOW 4.1.2a which states, “Each grade level/course shall include:

ELA student textbooks (hardcover and online access) for grades 6‐8 with corresponding teacher editions (hardcover and/or online access).”

Q7) Question: Do completed attachments 3 and 4 need to be delivered by Dec 2 with the IT components?

A7) Attachments 3 and 4 are parts of the Volume 5 IT component submission, so they do need to be delivered with the IT components. This deadline has being extended from December 2 to December 9, 2015 via previous Amendment 0001.

Q8) Why are the first two pages labeled “draft”?

A8) This is an error and an updated version of the RFQ without the “draft” watermark was provided via via previous Amendment 0001.

Q9) Regarding Volume 4 – Price; if a vendor offers single and multiple year subscriptions, would you like the quoted price to reflect the various durations offered or only the single year offered for the Estimated DoDEA Enrollment in SY16‐17?

A9) DoDEA requires 6‐year subscriptions in the Base Year, 1‐year subscriptions in Option Years 6‐9, and would only like quotes for those specific durations and quantities that we have identified. The RFQ was also amended via Amendment 0001 to add subscriptions in Option years 1‐5 that will have a corresponding period of performance to the 6‐year initial subscription in the Base Year, so that all subscriptions if exercised, end at the conclusion of Option Year Five. Therefore, DoDEA requires 5‐year subscriptions in Option Year One, 4‐year subscriptions in Option Year Two, 3‐year subscriptions in Option Year Three, 2‐year subscriptions in Option Year Four, 1‐year subscriptions in Option Year Five, and requires quotes for those specific durations as identified. Please see conformed copy of solicitation in previous Amendment 0001 for the complete Schedule of Supplies.

Q10) Regarding the submission address for Quotes and Materials, what address should we mail the “Quotes and Materials Submission” volumes?

A10) Per the previous Amendment 0001, they should be sent to:

DDESS Area Service Center (ASC) ATTN: Debra Markart/ELA 6‐8 Materials 700 Westpark Drive Peachtree City, GA 30269

Q11) Regarding Attachment 2, Past Performance Part II; the due date is listed as “January XX, 2016”. Can you please provide the corrected form we should send to our reference clients with the official due date?

A11) Per previous Amendment 0001, the date is January 21, 2016 and a corrected form is provided in the conformed copy of the solicitation in Amendment 0001.

Q12) Do you require any separate novels in grades 6‐8?

A12) Yes, we require different novels for grades 6, 7, and 8.

Q13) Item Numbers 0001AD Student Digital Resources and 0001AE Teacher Digital Resources note: "Base Year (6‐ year subscription) to include technical support..." Do Option Years 1‐5 require additional digital for the number of students and teachers noted for each Option year, or are these print materials (Student Texts, Student Readers and Teacher Supplementals) replenishment copies?

A13) Option Years 1‐5 are for replacement and replenishment copies of print materials, and also for Student and Digital Resources to cover potential increases in enrollments in those option years. Amendment 0001 updated the schedule of supplies to add Option Year 1‐5 line items for Student and Teacher digital resources.

Q14) Option years 6‐9 request prices for Student and Teacher Digital Resources, instead of quoting each Option Year, may we combine them to offer a lower price for all 4 years? If so, would you prefer one quote for Student and Teacher Digital Resources for Base Year ‐ Option Year 9?

A14) No. For Option Years 6‐9, we specifically require a quote for 1‐year subscriptions each of those years.

Q15) The following 3 questions are related to Volume 1 Paragraph d: RE: FAR provision 52.212‐3:

Q15a) If our SAM status shows Active, are we in compliance with this provision?

A15a) No, having an active SAM profile alone does not indicate compliance with the provision.

Q15b) Is verification of completed paragraph (b) within SAM sufficient for the RFQ?

A15b) Paragraph (b) cannot be completed within SAM. The fill‐in under (b)(2) is an area to list exceptions. If the vendor takes no exceptions to this paragraph a simple statement that the vendor takes no exceptions to the paragraph is sufficient.

Q15c) If printed documentation is necessary, where does one locate the necessary document to complete and submit?

A15c) The full text of FAR provision 52.212‐3 is included in the solicitation.

Q16) The Tech requirements include support responding in one business day. How this should be interpreted to allow for time zone differences as well as Federal and local holidays?

A16) A Federal holiday or local holiday would not be a business day, therefore if a question is asked the day before a Federal holiday the answer would be expected by the close of business the day after the Federal holiday.

Although we are a global agency, we are not requiring 24/7 or weekend support. One business day is based on Eastern Standard Time(EST), therefore if a question comes in at 1200 Japan Standard Time (JST) Friday /2000 EST Thursday a stateside vendor would have the entire EST business day (Friday) to respond. The response would be waiting upon the user on JST Monday.

Q17) The following three questions are related to the CCRS as noted in 4.1.1 (b):

Q17a) How will DoDEA handle any changes or revisions to CCRS? Would a new RFQ need to be issued?

A17a) At this time DoDEA has not made a decision concerning how we will address future potential revisions to CCRS. If changes occur, we will need to assess the extent of the revisions and how they would affect the materials prior to making a decision concerning whether the materials would need to be revised in option years or whether a new RFQ and contract would need to be issued and awarded.

Q17b) If CCRS is revised, would the publisher be required to update materials for the Option Years?

A17b) See A17a above.

Q17c) If the publisher updates materials to reflect any CCRS revisions, would the DoDEA accept these new materials for the Option Years?

A17c) See A17a above.

Q18) Can a previous contract with the DoDEA for a different textbook program be used to satisfy one of the three recent contracts under Past Performance, Volume 3, Bullet A?

A18) Yes.

Q19) Return of Materials: You are requesting a ‘merchandise authorization number’, under Administrative Information in Volume 1. I do not see that request within Volume 1. We prefer to send return ship labels to accompany our materials. Is this acceptable?

A19) We are requesting a return merchandise authorization (RMA) number. It is acceptable to send return ship labels to accompany your materials.

Q20) Does DoDEA intend for vendors to set up materials for the TET Review? If so, can you please provide the date and location?

A20) Yes, per Amendment 0001, information concerning materials set‐up was addressed to include a date, time and location.

Q21) Can the Volume 5 IT component submission be submitted via email if it does not contain any physical items?

A21) Yes, they can be submitted via email to nina.lin@hq.dodea.edu by 10 AM EST on December 9, 2015. Please ensure the email does not exceed 10MB and confirm receipt by response email;

Q22) Do you know the shipping addresses to which the printed material would be shipped?

A22) No, we do not have the exact shipping addresses at this time because our agency is undergoing a restructuring, but can provide a list of locations where the materials will be shipped. See below for a tentative list of delivery locations, which is subject to change due to restructuring.
