STATEMENT OF WORK

DoDEA Grades 6-8 Integrated English Language Arts (ELA) Curriculum Resources

1.0 INTRODUCTION

1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to about 74,000 students in 171 brick-and-mortar schools. Student enrollment varies based primarily on the deployment of military troops worldwide.

DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

1.2 In North America DoDEA operates 57 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 66 schools located in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 48 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.

2.0 BACKGROUND

2.1 DoDEA has recently adopted the Common Core State Standards (CCSS) in ELA/Literacy and Mathematics which DoDEA refers to as College and Career Ready Standards (CCRS) for English Literacy and Mathematics. These standards reflect the knowledge and skills students need for success in college and careers.

2.2 DoDEA has a requirement to provide curriculum materials that address the CCSS for grades 6-8 ELA/Literacy courses.

2.3 The key priorities related to the DoDEA Community Strategic Plan goals are as follows:

Priority 1 addresses the adoption of the CCRS, whose curriculum standards are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.

Priority 2 requires the establishment of an organizational structure with the capacity to effectively manage, operate, and sustain a high-quality, worldwide, unified PK-12 school system to ensure our students achieve the CCRS.

3.0 SCOPE

3.1 DoDEA intends to award a firm fixed unit price Requirements type contract with a period of performance of one 12-month base year followed by up to nine, but no less than five, consecutive 12-month option periods.

3.2 DoDEA requires grades 6-8 Integrated English Language Arts (ELA) textbooks and supporting materials, including an initial 6-year subscription for digital resources (electronic publications), all of which are based on the CCSS. The estimated number of 6-8 students and teachers in the base period is shown below:

Estimated DoDEA Enrollment in SY16-17 Grades 6 7 8 Total

Students 5,899 5,339 4,793 16,031 Teachers 95 84 78 257

3.3 The quantity of instructional materials required during the five option periods (School Year (SY) 17-18, SY 18-19, SY 19-20, SY 20-21, SY 21-22) is estimated to be approximately five percent of the base period (SY16-17) or) is estimated to be approximately five percent of the base period (SY16-17) order per year.

DoDEA cannot guarantee or confirm actual order quantities for the base or option years.

3.4 Beyond the base and first five option periods, DoDEA prefers up to an additional four option periods (Option Years 6-9 i.e., SY22-23 SY23-24, SY24-25, and SY25-26), where the Contractor shall provide digital resources, and if applicable, consumable student textbooks on the basis of a one-year subscription which will be renewable at DoDEA’s option each year.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1:Technical Capability, Factor 2: Past Performance and Factor 3: Price. Technical Capability is more important than Past Performance, which is more important than Price.

The Government will use best value trade-off procedures.

Factor 1- Technical Capability: Vendors will be evaluated on how well they demonstrate their understanding of and ability to perform the requirement as set forth in the SOW through their technical proposal and proposed student and teacher materials/resources. The first two Technical Capability subfactors below will be evaluated on a pass fail basis, while the remaining subfactors will be evaluated on the extent to which they meet the requirement.

Subfactor 1—Copyright Date: Vendors materials have a copyright date of no earlier than 2013. Materials shall be available throughout the duration of the contract and their copyright dates shall remain unchanged for the entire contract period, with exception of the digital resources/electronic publications in option years 6-9, which may be updated from the initial 6-year subscription from the base year. The copyright preference applies only to student and teacher materials (for example, the student textbook, teacher’s editions, etc.). The copyright preference does not apply to material included as part of the Contractor’s collection (that is, articles, assessments, pictures, problems included in a textbook or supplemental to the teacher or student text) but which was created by others prior to 2013.

Subfactor 2—Course Materials:

(1) Are aligned to DoDEA’s CCRS English Literacy standards (Common Core State Standards ELA/literacy) based on current ELA research and best practice, per SOW 4.1.1.a and 4.1.1.b.

(2) Build knowledge systematically through reading, writing, speaking and listening, per SOW 4.1.2.b.

(3) Provide anchor texts (keystone texts) of grade-level complexity within a sequence or collection of texts, per SOW 4.1.2.c.

(4) Provide differentiated instruction, per SOW 4.1.1.e and 4.4.2.

(5) Provide 100 percent of the texts accompanied by specific evidence that they have been analyzed with at least one research-based quantitative measure and one resarched-based qualitative measure for (1) grade-band placement and (2) grade-level placement, per SOW 4.1.2.d and 4.1.2.e.

(6) Provide non-fiction material in at least 50 percent of the text selections, per SOW 4.1.2.f.

(7) Provide digital resources aligned to the print materials in the last four option years, per SOW 3.3.

Subfactor 3—Text Dependent Requirements:

(1) Ensure at least 80 percent of questions and tasks provided reflect text dependent requirements of CCSS Reading Standard 1 by requiring use of textual evidence to support valid inferences from the text, per

SOW 4.2.1.

(2) Provide questions and tasks that support students to unpack the academic language (vocabulary and syntax) prevalent in complex text, per SOW 4.2.3.

Subfactor 4—Grammar, Writing, Speaking, and Listening:

(1) Provide materials that address grammar and language conventions specified by the CCRS English/Literacy at each grade level, per SOW 4.3.2.

(2) Provide student writing tasks that require students to analyze and synthesize sources, as well as to present careful analysis, well-defended claims, and clear information, per SOW 4.3.3.

(3) Provide student writing tasks focused on argument and informative writing in the following proportions: Expository 35%; Persuasive 30%; Narrative 35%, per SOW 4.3.5.

(4) Provide materials for (1) multiple practice opportunities with short, focused research projects and (2) pathways to engage students in a range of conversations, collaborations, and oral presentations that express well-supported ideas clearly and build on others’ ideas, per SOW 4.3.6.

Subfactor 5—Supplemental Materials:

(1) Provide student supplementary materials, including but not necessarily limited to adaptive or interactive readers, readers handbook, audio/text, etc., per SOW 4.4.1.

(2) Provide teacher supplementary materials, including but not necessarily limited to the following: lesson preparation/instructional strategies/graphic organizers, differentiated instruction, vocabulary development, online resources, listening library, viewing library, and assessment, per SOW 4.2.2.

Subfactor 6—Teacher Support: Provide online videos, tutorials, webinars, and/or other web-based support tools that shall focus on the organization on the component parts of the program and the way the program materials align to CCRS. Note: The Government may record and archive any webinars on our learning management system (currently Schoology), per SOW 4.5.1.

Factor 2- Past Performance: Vendor's Past Performance will be evaluated to determine the vendor’s likelihood of success on the present requirement.

Factor 3- Price: Price proposals will be evaluated to ensure price fair and reasonableness considering the specific terms and conditions and relevant commercial practices.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) The terms and conditions/terms of use/end user license agreements for the digital resources will not be rated as part of the evaluation. Instead, the Government will review the apparent successful offeror’s terms and conditions/terms of use/end user license agreement for the digital resources and, to the extent that the contracting officer determines that any provisions of the terms and conditions/terms of use/end user license agreement for the digital resources are contrary to federal law and agency rules and regulations, the offeror will negotiate an amendment with the contracting officer to address such provisions prior to award. Failure to negotiate an amendment acceptable to the Government will make the offeror ineligible for award.
