QUESTION ANSWER
# Offeror Question/Comment Government Response
Contract type says Cost - we believe it should be CPFF. Please clarify. RFP Section B CLIN 0004, 1004, 2004, 3004, 4004 Page 3
The contract type for CLINs 0004, 1004, 2004, 3004 and 4004 are as intended, cost only CLINs, to be exercised, if necessary at the Government's discretion.
This paragraph identifies Organizational Conflicts of Interest Assertions, but there is no description anywhere else in the RFP. (a) Please identify specifically what is called for in Volume I. (b) Also, has the Government identified any potential for a Conflict of Interest with this procurement?
RFP SECTION L, L.1.3.10, Page 55
DTRA refers the vendor to FAR 9.5 to identify for the contracting officer if the vendor has determined a "Conflict of Interest" exists within its proposed teaming solution. If so, the vendor should describe the specifics of the "Conflict of Interest" assertion that exists in its teaming arrangement in Volume I of its Bluegrass Proposal submission..
3 This page is blank - is something missing? Page 58
The page was unintentionally left blank by the Government's automated contract writing software. However, the information appears on the next page of written text. There is no data missing from solicitation.
If a teaming partner or subcontractor considers the required information to be propriety and is unwilling to disclose it to the prime contractor, may it be submitted in a sealed package directly to the Government? RFP SECTION L, L.5.3.4, Page 63
Yes.
Cost Information and Supporting Documentation.
Please clarify specifically which of the requirements of the prime contractor must also be submitted by a Subcontractor. RFP SECTION L, L.5.4, Page 64
• The most recent Forward Pricing Rate Agreement with DCAA;
• The most recent Forward Pricing Rate Recommendation with DCAA;
• The most recent DCAA approved provisional billing rates;
• The Offeror’s two most recent incurred cost submissions to DCAA;
• DCAA’s two most recent approved final “year-end” rates final voucher and closeout;
• Identification of the Offeror’s beginning and ending of its fiscal year;
• Salary data for direct proposed individuals already on staff as of the proposal date, or the basis of the proposed labor rates for individuals/labor categories not currently hired as of the proposal date;
This paragraph says Past Performance recency is within 10 years of solicitation release date, but on Page 61, L.4.3 it says 5 years. Please clarify. RFP Section M, M.2.2, Page 73
For purposes of this Bluegrass source selection, Past Performance recency is within 10 years of the solicitation release date.
Will this award be subject to the Service Contract Act? If so, please provide the relevant Wage Determination.
Yes, the resultant contract is covered by the Service Contract Labor Standards statute and the contracting officer has determined that both FAR 52.222-41 and 52.222-42 apply.
This paragraph reflects different contract dates than is shown in Section F and also in Enclosure 7 of the PWS. Please clarify. Additionally, if changing the dates in Paragraph 3 affects the remainder of the dates in this Enclosure, please correct them as well. Re: PWS, Enclosure 6, 2&3, Page 23
The basic contract period, CLIN 0001, for Bluegrass Mission Support will be 12 months from effective date of contract award. Optional basic Bluegrass Mission Support, CLINs 1001, 2001, 3001, and 4001, will be 12 months from effective date of option exercise. The dates in Section F represented the contracting office's estimate for when Bluegrass award might take place at the time the solicitation was approved for posting. The DTRA contracting office currently anticipates contract award, on, or about 12 December 2018. The dates in Enclosure 6 represents the Government's sequence of milestone dates considered necessary to support anticipated Bluegrass SDC start-up currently anticipated 01 June 2019.
1. Has same statement as Encloser 6 on page 23 "(the year following initial award)". It is believed this reference should be for a year later.
Yes, Enclosure 7 represents the Government's assumed schedule for Bluegrass Mission Support in option years 1 through 4 (the second year of the contract through the fifth) if the desired contract award date of 01 November 2018 had been achieved supporting an assumed Bluegrass SDC date of 01 June 2019.
After the Section B CLINs there is a CLAUSES line, then LEVEL OF EFFORT line section reads "CLIN 0001 (xHours). Please confirm the CLIN structure pricing is to be an annual amount, not an hourly amount? Page 11
Yes, all CLIN pricing sought is based on "annual amount", except for the pricing of CLINs 0004, 1004, 2004, 3004, and 4004, which has a period of performance, not expected to exceed 6 months.
Is it the Government's intention to keep all Cost Proposal submission requirements on pages 62 through 65 as provided in the October 19 release?
RFP L.5.4
Yes.
Has the Government conducted a Lodging/Site Survey on their own and if so, could that be distributed?
No. No survey has been conducted for the purpose of this proposal.
Will the Government conduct a separate Security Assessment after the Lodging Survey is complete or has this already been accomplished? Are there areas already deemed “off limits”?
The government will conduct a separate Security Assessment after the Lodging Survey is complete. There are no areas yet identified as off-limits.
Does the Government envision that the “Additional Reimbursed Hours” will be for straight time over the regularly scheduled hours or could this be used for overtime (time and a half / double time)?
Additional reimbursed hours are straight time only, and would be exercised to be effective, if and only if, the contractor has demonstrated within the limitations of 52.232-20, incurred costs will exceed the estimated CLIN cost in the contract schedule.
We assume that the positions for the drivers and escorts be exempt employees not subject to the Fair Labor Standards Act (FLSA)? (On Page 37 of the “Solicitation, Award and Offer” document it shows 52.222-48, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment—Certification and 52.222-52 Exemption from Application of the Service Contract Labor Standards to Contracts for Certain Services--Certification. Please confirm that is does not apply.
FAR 52.222-48 and 52.222-52 do not apply.
Please confirm that this contract will not be subject to the McNamara-O'Hara Service Contract Act (SCA)? If this does apply, will the government add a clause stating this?
The resultant contract is covered by the Service Contract Labor Standards statute and the contracting officer has determined that both FAR 52.222-41 and 52.222-42 apply.
Based on SOW section 3.5, it is unclear how the costs for Lodging should be described in the Cost Volume. Could the government clarify how the lodging, office space, furnishing and other sundry item costs should be represented in the Cost Volume? Could we given a “best estimate” number of days, rooms and specific list of equipment and sundry items for consistency and evaluation purposes?
DTRA clarifies likely "Normal" lodging expectations for cost estimating purposes as follows: Lodging to support five (5) inspectors and (1) lodging office, 24 hours a day, 365 days a year is the normal, with surge lodging necessary to support three (3) additional inspectors, for one (1) night, every three weeks.
It is DTRA's position that the information contained in the entirety of SOW Section 3.5 is sufficient for a responsible contractor to submit an accurate cost estimate meeting Bluegrass Mission Support lodging requirements.
The Government has asked for a detailed, contextualised and rigorous response. Since the questions will not be answered until November 1, request a one week extension to the due date.
DTRA understands the expressed concern, but believes there is adequate competition capable of delivering responsive proposals within the required submission deadline. There will be no extension of the proposal deadline for Bluegrass Mission Support.
Would program management personnel who are just working on invoicing, contracts or billing be required to have a secret clearance?
No. Program management personnel who just work on invoicing, contracts or billing are not required to have a secret clearance.
On page 61 of the “Solicitation, Award and Offer” document, it states “Offerors shall provide evidence demonstrating a current Defense Security Services (DSS) approved facility security program, and the date approved”. Do you want a screenshot from ISFD/NISS, a copy of the DD 441, DSS Form letter or something else?
A copy of the current DD Form 441.
Would you reconsider the requirement that pages are to be formatted in two columns? If not, does this apply to all volumes? What about resumes?
Table of contents? RFP Cross Reference Matrix?
Images the width of the page? This is an unusual format specification which does not seem globally applicable to much of the content requested. Could you provide an example of the desired formatting?
This was an oversight on the part of the contracting office. Offerors are not required to format their proposals in two columns.
If the contractor is in pre-audit and ready for a DCAA audit, would the government consider initiating a DCAA audit prior to award? Would not having an audited system preclude an award and if so, would the government consider changing to a none Cost-Type contract?
There is no requirement for an audited accounting system by DCAA, but there is a requirement that DCAA have approved the contractor's use of its accounting system.
Under L.2.1 (d), please clarify. 2.13 does not appear to exist (through L.2.11 only). Many of the items are information to be provided rather than documents. Does the two column format apply to this volume?
It is correct that under L.2.1 (d), the section actually concludes with L.2.11 vice L.2.13.
This was an oversight on the part of the contracting office. Offerors are not required to format their proposals in two columns.
The robust proposal requirements for multiple volumes submitted in hard-copy via USPS or commercial carriers further reduce an already tight timeline for proposal planning, production and submission from 14 workdays to as little as 11 or 12 (allowing for commercial carrier delivery). Will the Government consider extending the proposal submission deadline 30 days? This will allow small business at adequately apply their resources to this important solicitation. Re: L.1.1 General Information Page 49
DTRA understands the expressed concern, but believes there is adequate competition capable of delivering responsive proposals within the required submission deadline. There will be no extension of the proposal deadline for Bluegrass Mission Support.
If the Contractor has access to Ft Belvoir, may it submit its proposal in person to the physical address in the RFP? Re:DTRA Clause 252.204- 9000 #2, Page 49
Defense Threat Reduction Agency Attn: AL-ACO/Russell Kelley 6200 Meade Road Fort Belvoir, VA 22060-5264 If the Contractor has access to Ft Belvoir, may it submit its proposal in person to the physical address in the RFP?
No. All inbound material for DTRA must go through DTRA's Central Processing Facility.
What is the Government’s timeline for clearing proposed Contractor personnel through the CWDF's Unescorted Access Program (UAP) after interim Secret clearance access is granted? Re:
Enclosure 3 & 4; SOW Page 17&18
This will be based on availability of training and the contractor's efficiency in arranging required training. Generally the timeframe is three to eight weeks.
Will Contractor personnel be allowed to begin actual escort duties within the controlled areas at BGCAPP while under interim Secret clearance?
Re: Enclosure 3 & 4; SOW Page 17&18
Yes, provided that all requirements for enrollment into the site's unescorted access program are completed.
How long may Contractor personnel perform their full scope of duties under an interim Secret clearance? Re: Enclosure 3 & 4; SOW Page 17&18
Indefinitely, until the final clearance is adjudicated and granted.
Is there a limit to the total number of personnel a Contractor may propose to receive Government-provided required training prior to arrival of OPCW Inspectors?
There is not a definite limit, however, there may be practical limits based on availability of training slots. The contractor may propose some extras to provide flexibility and depth.
Are all contractor personnel required to complete all training listed in Attachment 1? Re: Attachment 1 – Mandatory Core Training, Page 22
Those that serve the on-site mission as OSM, driver or escort are required to be trained.
Will DTRA deploy a trainer(s) to complete all required classroom training at a USG provided location in the local area; or will the contractor be required to have the escort and driver team travel to a remote location? Re: Attachment 1 – Mandatory Core Training, Page 22
Training will be done on site at Blue Grass Army Depot.
How will the Treaty Compliance Specialist (TSC) be compensated for OT? Will the TCS earn differential pay for working nights, Sundays, holidays?
This question refers to the contract labor category, "Contract Treaty Escort." Overtime premiums are "To Be Determined" (TBD) based on the best value proposal terms, selected by the Government, to be authorized under this contract in accordance with (IAW) the terms of FAR 52.222-2. Reasonable and affordable, pay differentials for nights, holidays and weekends, will be considered if proposed consistent with state law, and are affordable and determined to be the best value to the Government. Offeror's utilizing pay differentials as part of their technical approach, shall clearly identify them in their Volume IV, cost proposal and shall calculate the estimated cost delta to the Government by proposing use of pay differentials vice straight time pay with no differentials.
There is a disconnect between the solicitation expected award date and the award date in the Statement of Work. How should we propose against these dates?
For the basic Mission Support CLINs, 0001, and option CLINs 1001, 2001, 3001 and 4001, offerors should propose against a period of performance supporting 365 days of mission support, assuming contract award no later than 14 December 2018. The resultant contract will be updated to reflect effective date of contract award, and subsequent option periods for basic Bluegrass Mission Support. Statement of Work Enclosures 6, and 7, will be revised, as necessary.
DTRA will issue an amendment to the Bluegrass Mission Support solicitation, 2 November 2018, addressing the clarification of Past Performance Recency as well as a revision to M.2.4.
Section M.2.4, solicitation page 69, shall be revised to read: M.2.4 FACTOR I –
MISSION CAPABILITY --
Mission Capability will be evaluated utilizing the Combined Technical/Risk Rating Method detailed in the table below. The proposal will be evaluated against each of the Sub- factors.
The individual elements the Offeror must address within the Sub-factors will be assessed for strengths, weaknesses, deficiencies, and overall risk. The adjectival ratings for the individual in each Sub-factor will be considered, assessed and serve as the basis for assigning overall Sub-factor ratings.
File details come from the government source that posted it.
