About this file
This document provides answers to questions regarding the Defense Threat Reduction Agency's Broad Agency Announcement HDTRA1-20-S-0002. The BAA seeks proposals for research studies, strategic dialogues, and tabletop exercises to inform the agency's efforts to characterize the 2025-2030 threat environment. Suggested periods of performance are 9-12 months for studies and dialogues. White papers should provide enough detail on the primary investigator's experience and proposed project costs can be summarized. Final proposals are due by April 2nd and awards will be made within 30 days thereafter. Additional written works resulting from funded projects require agency notification and review prior to publication. All submissions will be evaluated according to the criteria in the BAA and anticipated benefit to the sponsor.

BROAD AGENCY ANNOUNCEMENT
HDTRA-20-S-0002
AMENDMENT 05
Questions & Answers #3:
1) We are preparing to submit a white paper for thrust area 5: Strategic Dialogues with Allies, Partners, and Non-Traditional Partners. I understand the period of performance must be 12 months for this area, but can we submit a proposal for a multi-year award, or should it solely be for one year?
Answer: The 12-month period of performance is suggested; it can be shorter than 12-months. We do not anticipate any multi-year awards.
2) How much information should I provide on the project participants? Can I include CVs for everyone, only for the PI, or for no one?
Answer: For the White Papers, there should be enough information on the Primary Investigator for the reviewers to evaluate their experience and expertise.
3) For the White Paper budget, is it sufficient to include a single line item for labor/salaries or should I break down this aggregate figure by individual?
Answer: The cost estimate should be a summary, which includes enough detail to evaluate whether the cost of the proposed project is realistic and reasonable.
4) Is the period of performance 9 months max for studies?
2 | P a g e
Answer: The 9-month period of performance is suggested; it can be shorter than 9-months.
5) Do you have a rough idea of when you expect to make awards?
Answer: Funding decisions will be made within 30 days of receiving the final Proposal (Phase II). The award date will be dependent on the type of award that will be issued and the intended recipient.
6) For studies, my impression is that you want the specific stated deliverables, not necessarily working groups or meetings (virtual or in person) as deliverables, although you may not object to having them as a means of getting at the analytic outcomes.
Answer: We require the deliverables specified in the BAA and included in the Statement of Research Work template, but do not object to additional deliverables so long as they are appropriate for the project and necessary to generate the specified outputs.
7) Upon completing the DTRA research project, is publishing and promoting the written outcomes of the work publicly okay in addition to the tailored deliverables as requested under BAA?
Answer: We ask that you provide the deliverables specified in the Statement of Research
Work. If you’d like to develop and publish a longer report for a broader audience, submit and publish an article in an academic journal related to your work, or prepare some other type of written product not specifically intended to meet the requirements of your sponsored research project, we kindly request that you make your intention known at the project kickoff meeting. The DTRA Project Manager will discuss your specific circumstances and alert you to any required information release review processes that need to be completed prior to publishing.
8) Are dialogues and research studies adjudicated separately (as in loosely competing against different pots of funds)?
Answer: There is one budget for the BAA as described on pages 5 and 6. The budget is not further sub-divided according to project type (e.g. studies, dialogues, tabletop exercises). Each proposed project will be evaluated according to the criteria in the BAA and expected benefit to the sponsoring Agency.
9) Would it be possible to submit our White Paper without the signature of "an authorized officer at the Offer's institution." At my university, this signature means that we need to submit our White Paper for full review by our Office of the Vice President for Research.
This in turn requires developing a full internal budget and then going through a process, which typically takes more than a week. I would be glad to provide a signature from someone at the school/institute level, if that would meet your requirements.

Answer: We require a signature from an authorized officer at your institution. Please adhere to the requirements of your institution. We do not have a blanket policy because every institution has different policies and procedures.
10) I was wondering if the closing date for HDTRA1-20-S-0002 was going to be changing due to the shuffle of working from home and the COVID-19 virus since the research topic information meeting was cancelled.
Answer: This is a rolling BAA, but the deadline of April 2 has not changed for first review of White Paper applications/offers.
