About this file

This document is an amendment to a Broad Agency Announcement from the Defense Threat Reduction Agency. The amendment refines the focus areas for studies sought in Fiscal Year 2021 under two thrust areas. The first area focuses on competition with revisionist powers and seeks unclassified studies exploring Russian strategies, emerging capabilities, and implications for U.S. operational advantage between 2026 and 2031. The second area focuses on assessing and countering emerging WMD-related threats, seeking studies providing insight into future threats in key strategic regions and their implications. Priority consideration will be given to submissions received by May 12, 2021. Interested parties should submit white papers and proposals to the specified email addresses based on the thrust area.

DEFENSE THREAT REDUCTION AGENCY

BROAD AGENCY ANNOUNCEMENT

AMENDMENT 11

HDTRA1-20-S-0002

As DTRA SI-STT’s focus and priorities have evolved for this Broad Area Announcement (BAA), we have made the following changes to the BAA to reflect the current areas of interest based on need for the remainder of FY21. Please see the referenced sections.

I. PROGRAM DESCRIPTION:

At this time, DTRA SI-STT is only seeking additional study submissions for FY 2021 funding consideration.

• Thrust Area 1: Studies Focused on Competition with Revisionist Powers

SI-STT is seeking unclassified, WMD-relevant studies that provide insight into Russia’s strategies, emerging (including novel and non-traditional) capabilities, and consideration of potential implications for the United States’ ability to maintain its operational advantage and project power in the 2026 to 2031 timeframe. Studies that:

Explore and analyze how Russia might exploit advances in technology to intensify surprise, increase the lethality and operational relevance of their existing strategic and conventional capabilities; alter warfighting and escalation dynamics; or negate or overmatch current U.S. technological superiority in order to generate insights and develop recommendations that inform future operations, activities, and investments in the counter WMD realm.

Examine the role alliances play in shifting the balance of power of Russia in key strategic regions and implications for the counter WMD mission.

Explore the potential role, viability, and utility of specific risk reduction tools

(including, but not limited to, international arms control regimes) in the 2026 to 2031 threat environment.

• Thrust Area 2: Studies Focused on Assessing and Countering Emerging WMD-

Related Threats

SI-STT is seeking studies that provide insight into emerging WMD-related threats that characterize the future battlespace in key strategic regions in order to generate insights and develop recommendations that inform future U.S. operations, activities, and investments.

Studies that:

Explore the future of the Middle East regarding actions by trained and resourced violent extremists with emphasis on potential for new, continued, or increased use of chemical, biological, radiological and nuclear (CBRN) weapons, materials, technologies and impacts to regional stability and security.

Examine investment or activities by great power competitors, the evolution of nuclear and regional stability issues, or extremist/proxy interactions that affect Middle East alliances.

Explore long-term impacts of extremist/sub-state actor use of chemical weapons in Iraq/Syria on regional security and stability.

Examine the impact of a potential nuclear-armed Iran on other Middle Eastern countries either in terms of future contributions or influence.

Examine trends regarding external actors engaging in, or facilitating, WMD proliferation in the Middle East.

Explore the nexus between WMD proliferation potentials and maritime security challenges in/around the Horn of Africa, Arabian Sea, and Persian Gulf.

Analyze the nexus between WMD proliferation potential and maritime security challenges in Southeast Asia, the impacts on the strategic balance of power, and freedom of navigation.

Explore strategic impacts of directed energy weapons on weapons of mass destruction detection (airborne and space Intelligence, Surveillance, and Reconnaissance (ISR), for example) and interdiction (as it relates to missile defense, for example).

Analyze strategic impacts of current and future space capabilities development on US and allies/partners offense/defense capabilities and interoperability across the next decade.

Explore strategic implications of foreign advanced CBRN delivery systems development and missile system modernization (for example, hypersonic capabilities) on defense, deterrence, and global stability.

Explore strategic, global chemical and/or biological threats as a function of technology development and application, shifting of populations, growth of industrial sectors, and accessibility to digital information.

Explore impact of militarization of space on the CBRN/WMD threat landscape and US actions in the following domains: missile defense, strategic deterrence, and countering

WMD.
