BFSS HDTRA1-20-R-0003 RFI
Questions Answers
Please explain the difference between the “RFI Response” and the “Capability Statement” as stated on page 1 of the RFI.
RFI questions are only questions that the government will provide clarification on regarding the draft documents posted on Beta SAM in relation to Solicitation HDTRA1-20-R-0003. All questions and clarifications from all contractors will be addressed at the Industry Day on 2/20/20.
Contractors are requested to submit a Capability Statement tailored to this contract requirement in response to the Request for Information DTRA BFSS document on Beta SAM. The due date of the Capability Statements are 4/13/2020. Submission of Capability Statements will be submitted in email form to Marki Settles at marki.d.settes.civ@mail.mil.
Please clarify the due date for the RFI response. The last date the government will accept questions/clarifications on the draft documents pertaining to Request for Information (RFI) posted on BetaSAM is 2/27/2020.
Please provide specific submission instructions. If it is an email submission please specify what email address offerors should submit their response to.

Is there a registration process for the Industry Day? Please see the updated sources sought on Beta SAM, please send the attendees (limited to 2 per company) contact information to include; name, phone number, company, and email address to myself at marki.d.settles.civ@mail.mil.
Are offerors allowed to attend the Industry Day in person at the address provided or is it via
Teleconference only?
Offerors must attend the Industry in person, the teleconference option is foregone.
We noticed the Program Financial Management task was removed from the latest SOW but it is still listed as an area to address in Question 5 of the RFI. Please clarify if this is still an area offerors should address.
No, this is not an area that needs to be addressed and has been removed from the Statement of
Work (SOW).
Page 17 of the SOW, Section 11.0 Security notes 11 TS/SCI cleared personnel will be required;
however, the Labor Category Description Attachment only indicates 5 TS/SCI cleared personnel.
Please clarify how many (and which) positions require TS/SCI clearance.
11 FTEs needed at the TS/SCI level:

3 Portfolio Senior Analysts (IT)

Page 17 of the SOW, Section 11.0 Security states, “The contractor shall possess a TOP
SECRET/SCI (Sensitive Compartmented Information) clearance granted by the Defense Security
Service (DSS).” However, TOP SECRET/SCI is not a facility clearance granted by DSS. TOP SECRET is the Facility Clearance level granted by DSS and TS/SCI is the personnel clearance level of individuals. Please clarify DTRA’s facility clearance requirement.
Government will update the SOW and the finalized version will be posted with request for proposal/ request for quote to state that the a Top Secret facility clearance is needed along with the applicable TS/SCI personnel clearances as stated on the labor categories sheet.
There appears to be some conflicting information in the RFI materials relative to security clearances. Is the requirement for an offeror to possess a Top Secret facility level clearance? If so, we recommend the Government revise SOW Section 11.0 copied below. *The RFI (#8) reads “The company must be able to maintain a Top Secret facility level clearance to provide contractor support at the Top Secret/SCI level. No documents will be stored at the contractor's facility.”
*The draft SOW, section 11.0 Security, says that “The contractor shall possess a TOP SECRET/SCI
(Sensitive Compartmented Information) clearance granted by the Defense Security Service
(DSS).”
Top Secret Facility level clearance is needed as well as FTEs as designated on the labor categories sheet will require a TS/SCI individual clearance.
Are the new RFI and Industry Day market research efforts designed to gather new industry feedback with respect to acquisition strategy/vehicle, and competition type (Full & Open vice
Small Business Set-Aside)? Why is this second round of market research necessary following industry’s input to last year’s RFI? What has changed?
The reason for the new RFI and Industry Day was to gather more market research.
Can you please go back to the slide that discussed the current contract(s) and re-explain? We didn’t understand the statements made about the single Task Order and not wanting a lapse in the current contract?
Currently there are 8 Task Orders that are due to expire before the BFSS re-compete is awarded.
As a result, the government will be issuing another Task Orders to avoid a lapse in the current services.
12 Will the PowerPoint slides be published? Yes, the PowerPoint slides from industry day were posted on Beta SAM.
Is the incumbent contractor providing staff to perform matrixed support task for mission directorate or is this work being done by DTRA personnel?
Both DTRA personnel and contractors are providing this support.
14 If this becomes a small business procurement, will there be a small business plan required? If this requirement is set aside as small business, then, a small business plan is not required.
15 Will there be a key personnel requirement? Yes, key personnel are identified on the labor category sheet (Enclosure 1)
Is there consideration to make this a small business set aside? If so, any particular socio-economic set aside to be considered?
Depends on the results of the market research and if there are 2 capable small businesses.
17 Do you anticipate a small business teaming requirement? This all depends on the results of market research.
18 Will the contract be awarded to small business or will it be open? See the response for question #16.
19 Will the contract be under one task order or an IDIQ with multiple task orders? Unknown, market research will drive that determination.
20 Will labor category descriptions be provided? This document was uploaded on BetaSAM as Enclosure 1.
Can you please clarify what you mean in our response to question 9? Which clearance is needed at the facility level?
Top Secret Facility level clearance is needed.
The MSS contract is on a different timeline. When do you anticipate that transitioning to the new
BFSS contract?
The transition period should be driven by the award date of the new contract. Currently the estimated date of award for the new contract is October 19, 2020. There will be a 30 day transition period between the incumbent and new contractor.
Where will the TS/SCI personnel be located? TS/SCI personnel will be located at all locations to include DTRA HQ, Reston, and Crystal City as mentioned in Enclosure 1 Labor Categories sheet.
The additional 15 FTEs will be assigned to which labor category? The estimated now 12 additional FTEs will be supporting the following functions listed below:
1 FTE is a new requirement supporting Card Functions.
3 additional FTEs for CBDP Support.
2 additional FTEs for IT Support.
6 FTEs transitioning from Amyx contract to the BFSS vehicle
Has the OCI strategy been determined? Will a company and its subs be able to bid with existing
DTRA and JIDA work (and be able to retain the work) if awarded the contract? Or, will this contract be the only DTRA/JIDA work a company can work?
Yes, avoidance will be the strategy used and with this strategy the contractor will not be able to bid on other DTRA work as a performer or advisory. If a contractor is already performing work at
DTRA, they would not be able to be awarded this contract and keep the existing DTRA contract at the same time.
Will the government announce its acquisition strategy? (I.e. OASIS Pool 2, GSA PSS, of F&O) well in advance of RFP release?
The strategy will be announced on request for proposal/ request for quote.
Will the government release a draft RFQ with L & M sections? A draft request for proposal/ request for quote with sections L & M will be posted tentatively on
May 8, 2020 for a estimated period of two weeks.
Does the government intend to evaluate usage of small business concern? Within the overall evaluation concern?
Yes, small business is a consideration; however, it will depend upon the strategy going forward whether to have a small business set-aside or full and open competition.
Can you speak in more detail about the contract vehicles you are considering and the contract types?
We are awaiting responses from industry and market research to determine the appropriate vehicle.
30 OCI restrictions? Yes, avoidance will be the strategy used.
31 If the opportunity is released on OASIS, which pool will the government use? Anticipating Pools 2 or 4, but depending on the results of market research.
32 Is it the intention to just use GSA PSS or OASIS? Which pool on OASIS? Depending on the results of the market research.
When does DTRA anticipate announcing their decision on whether this will be a small business set-aside and which vehicle (or SAM) this work will be procured under?
Depending on the results of the market research.
34 Does bidding on this effort pose a conflict of interest for bidding ono other DTRA efforts? Yes, nothing outside of budget and finance up to 6 months.
35 What type of certifications are required CMMI or ISO 9001:2015? Not required for this procurement.
How far back are you allowing for past performance? The details will be provided in the draft request for proposal/ request for quote posted on
BetaSAM.
37 What type of past performance is required? See the response to question # 35.
Can you explain the length of time it takes DTRA to process a person's security clearance? Do you accept/ recognize other DoD agencies clearances?
DSS has the responsibility of this process and DSS is another DoD agency, we have no control or influence over their process.
39 How does a company with Public Trust get to at least the secret level? Contact DSS or your internal security officer.
40 Why is this RFI being re-released now? Why is it delayed? See response for question #12.
What is the significance of the OASIS "MSS" contract that was on the slides briefed (was done by
FEDSIM)? Is this the 15 FTEs that will be added (62 - 77) for JIDO work? If so, who is the incumbent?
The Mission Support Services (MSS) is a Task Order awarded under the General Services
Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Small Business
(SB) Multiple Award (MA) Indefinite Delivery/Indefinite Quantity (IDIQ) – Pool 1 Contract. The incumbent is Amyx, Inc.
Will the same OCI be used on the new contract (cannot do any other work with DTRA)? How will this effect JIDO contractors (Can they bid or OCI)?
Yes, Clause 252.209-9000 will be implemented into the contract. Contractors that are providing all other services outside of DTRA Budget and Finance support services will be prohibited from bidding on this effort.
43 What task areas will the new work (15 FTEs 62-77) support? See response to question # 24.
Is the final TS/SCI clearance for the 11 FTSs required at time of bid or time of award? Yes, TS/SCI clearances will need to be finalized at the time of contract award and the TS Facility
Clearance would be needed before contract award.
Please describe the cross cutting comptroller support requirement? Assist the Comptroller Department in planning, scheduling and executing internal training and all-hands discussions on timely and relevant financial management topics of interest to the
Comptroller Department workforce and support cross Agency initiatives.
Is the support requirement for the chemical and biological defense program - Project Level
Business and Financial Management? If not, please describe.
Yes, those duties are outlined in the draft statement of work posted on BetaSAM.
Please describe the differences in scope of the 8 task orders under the current contract? Similar in scope to current contract but updated to include more detail on the complexity of work.
New systems have been implemented while remove references to systems that have sunset. The requirement for Program Financial Management has been removed. Card Function has been added.
Is the interim task order competitive or sole source. The Interim Task Order will be placed against DTRA's competitively awarded Budget and Financial
Support Services Single Award IDIQ.
49 What is DTRA's desire and/or strategy regarding set asides? See response for question # 28.
What is the estimated breakdown of FTEs per service area (as described in SOW section 4.0
"scope of work" and 5.0 "takes/requirements"? Is it up the contractor to allocate the recommended labor categories accordingly?

51 Has the NAIC Code been solidified? What will be used? The anticipated NAIC code to be used is 541219 Other Accounting Services.
Please describe new activities or scope that is different for current work. What type of skills will you be looking for?

What type of performance improvements would you like to see on the next iteration of the contract?
Ability to staff rapidly with qualified personnel. Management's ability to retain and backfill quickly.
If 62 today and expectation of 77 for award, are the additional FTEs filling "new work" or was it found 62 was not enough to cover current effort?
The additional FTEs are to incorporate the JIDO effort and a small amount of additional new support.
Has their historically been small business requirements and do you anticipate that continuing? The last contract was competitive and awarded to a small business. The new requirement will have small business goals established in the request for proposal/ request for quote, but ultimately market research will drive this determination.
Will the government consider other contract vehicles other than OASIS or PSS, and will the effort go to a small business or full and open?
This all depends on the results of market research.
Will this be a single-award IDIQ in June or will it be a single-award task order for the anticipated
77 FTEs?
This all depends on the results of market research.
Is there a conflict of interest limitation if a company is currently supporting DTRA through an OSD
FIAR effort, can that company compete?
No, there is not a conflict of interest if the OSD FIAR effort falls under the Budget and Financial Support
Services scope. However, if there are other services being performed along with OSD FIAR, then that could create a conflict of interest.
59 Are companies "OCI'D" out of performing this work if they have other DTRA contracts? Yes, they cannot compete, unless the contractor decides not to perform on the prior contracts.
Define OCI avoidance? For this requirement an OCI avoidance means that it prohibits the contractor from bidding or obtaining any other contracts outside budget and finance.
Provide further clarification on: PSS, OASIS, FEDSIMS These contracting vehicles are considered category management vehicles and can be found on

62 Is there a socio-economic plan for this competition? This all depends on the results of market research.
If it's full and open, will DTRA require the Prime to have a socio-economic plan to permit a percentage to a small business?
This all depends on the results of market research, but yes if the requirement is full and open competition, then yes it will require a socio-economic plan that will be determined at a later date and outlined in the request for proposal/ request for quote.
64 When does the current contract end? The current IDIQ contract HDTRA1-15-D-0004 will expire on 9/29/2020.
Please explain if telework is allowed and is there a contractor Top Secret facility requirement? Telework is allowed (dependent on position responsibilities) and the finalized Statement of Work will provide more detail. There is no requirement for the contractor space to house Top Secret documents.
Where must the work be performed? Locations will be DTRA HQ in Fort Belvoir, VA, Reston, VA, Crystal City, VA plus the 15 FTEs off-site at Contractor Facility. The draft Statement of Work gives more detail on these locations.
Is it required for the contractor to have a facility space within a certain distance or timeframe from DTRA HQ or other facilities?
No, there is no requirement for the contractor to have a facility space a certain distance from
DTRA HQ. There is a requirement for the 15 FTEs that support CBDP to be located in the National
Capital Region (NCR) to support customers located at the Pentagon and Mark Center Building.
