Question # In Response To Document Location/Reference Question Response

At DTRA-JOXS Industry Day the government indicated that this would be an 8(a) multiple award IDIQ, however the Draft RFP identifies this as a single 8(a) IDIQ award.

Could the government tell us why there has been a change in the procurement approach?

The Government has decided to utilize a single award IDIQ.

2 Draft SOL General N/A Does the contractor require a COMSEC account or will they work out of the DTRA account for COMSEC equipment and Keying material accountability?

No, the contractor does not require a separate COMSEC account. All COMSEC related actions will be processed with DTRA's account.

3 Draft SOL General N/A Does the contractor require a DCS account or will designated personnel be added to the DTRA account?

No, the contractor will not need to maintain a separate DCS account. Designated contractor personnel will be added to DTRA's account.

Yes.

8 Draft SOL General N/A

Will the Government consider a Past Performance evaluation submitted by an offeror as a conflict of interest, or a biased response, if that past performance has been evaluated by a subcontractor on the proposed team? (Example: Suppose the subcontractor is a current prime to the proposed offeror.)

Each proposal will be evaluated and treated separately.

9 Draft SOL General N/A Will there be an Industry Day or on-site visits? An industry day was held for this requirement in July 2014. The Government will not host any additional events between now and award.

None of the security positions (escorts or guards) require jurisdictional training and licensing.

14 Final SOL General None We were expecting this to be a multiple award IDIQ. However, section M.3.3 of the solicitation states this will be a single award. Will the government please confirm this is a single award IDIQ.

Please see the response to Question 1.

15 Final SOL General None What equipment/property will the government provide (other than computers and peripherals)?

The technical proposal needs to address both the IDIQ and Sample Task Order 0001 within the 20 page limit.

33 Final SOL SF 33 Section F.2 and L.5.4.1 Section F shows a start date of 1 March 2016. Section L says the estimated start date for the IDIQ and Sample Task Order 0001 is February 1, 2016. For planning purposes, which start date should be used?

Please use February 1, 2016 for the start date.

34 Final SOL SF 33 General Will the Government consider additional transition time for personnel in support OCONUS sites?

35 Final SOL SF 33 - Section H H.2 In Section H2, the Government states that the maximum amount they may order under this program is $50,000,000. Are we to presume that there will be more task orders forthcoming on this contract, and if so, how many are envisioned?

Under this IDIQ, the ceiling across all possible task orders is $50,000,000. It is possible but not guaranteed that additional task orders will be issued beyond Sample Task 0001

New positions for the contract are the Counterintelligence Specialist for Supply Chain Risk Management (SCRM), Reach Back, Collections Manager, Security Installation Technician, Alarm Monitor, and the combination of Operations and Administrative Support/Senior Site Lead

39 Draft SOL SF 33 -Section L L.5.5.1

Sample TO 1 SOW, section 3.3 discusses requirements for labor category “Special Access Program Security Support,” but the WYE listed in Section L.5.5.1 Level of Effort Table is 0. Will the Government please advise if this is correct?

Yes, this is correct. There are not any Special Access Program (SAP) Security Support positions within Task Order 0001. All references to these services have been removed from the Sample Task SOW. However, SAP services may be included within future Task Orders under this IDIQ.

40 Draft SOL SF 33 -Section L L.5.5.1

Section L.5.5.1 Level of Effort states, “Offerors shall NOT propose deviations to the Government’s estimated LOE/labor mix,” and includes a table with WYEs per Labor Category. Attachment L-3 Price Proposal Model spreadsheet for Sample TO 1 provides #hrs. per Labor category that does not match the WYEs in the Section L.5.5.1 Level of Effort Table. In addition, there appears to be other discrepancies with mapping the labor categories between the Level of Effort Table and Attachment L-3. For resource count and pricing purposes, will the Government please clarify pricing guidance for Sample TO 1?

The table provided in section L.5.5.1 has been removed to avoid any confusion. Please refer to Attachment L-3 for a complete LOE/ labor mix.

41 Draft SOL SF 33 - Section L L.5.5.1, Pages 17-19

3.17 – Counterintelligence Services 4.0 Counterintelligence Specialist (Briefer/Debriefer) 1.0 Counterintelligence Specialist Level II (Travis AFB, California) 2.0

Labor Category: 3.17 Counterintelligence Services states that the Level of Effort (LOE) for the Work Year Equivalent (WYE) is 4. However, the associated labor categories only account for 3 WYEs. Recommend the WYE and LOE be revised.

L5.5.1 has been revised to remove staffing information. The entire staffing requirement is now listed in Attachment L-3.

42 Draft SOL SF 33 - Section L L.5.5.2 A 14 day transition period presents risk to the Government for any other Offeror than the incumbent. This also favors the incumbent (incumbent team). Will the government consider a 30 day transition period?

As referenced within L.5.5.2 any transition period longer than 14 days must be fully supported in Mission Capability, Volume II.

43 Draft SOL SF 33 - Section L L.5.5.1 (Table)

a) Within the table, we do not see location names identifying Security Specialists positions at the Germany Field Office or Herndon II location. At the Industry Day and in the initial documentation, both were mentioned as being within the scope of the upcoming RFP. Are the positions at those locations part of this RFP and not annotated like the ABQ Field Office and Travis Field Office? Did those positions at those locations not make the cut for this RFP

Currently, we are not filling positions in Germany or Herndon under Sample Task 0001.

44 Draft SOL SF 33 - Section L L.2.5, Page 8 of 21 Are Letters of Commitment required for each subcontractor? Yes, letters of commitment are required from each subcontractor.

Yes, signed letters of intent are required for all proposed key personnel.

46 Draft SOL SF 33 - Section L L.3.3.3.2.2 Can the Government clarify if it has any expectations as to which Key Personnel might not be expected to be full‐time?

All Key Personnel listed within Attachment L-3 for Sample Task order 0001 will be full time (1,920 hours).

47 Draft SOL SF 33 - Section L L5.1 Can the Government please clarify if any cost detail is required in support of the Labor Category Hourly Rates?

Since this is a FFP effort, specific cost details are not required except for the fully burdened rate.

48 Draft SOL SF 33 - Section L L.3.10.1, Page 13 Can the Government please clarify the 2nd sentence that states, "No keys issued to the contractor by the Government shall be included in the Quality Control Plan."

This statement has been removed from section L.

49 Draft SOL SF 33 - Section L L5.4 Can the Government please clarify the level of detail the Government would like to see in the requested Subcontractor Price Analysis

Within Section L.5.4, evaluation of subcontractor pricing shall be accomplished in accordance with FAR 15.404-3(b).

50 Draft SOL SF 33 - Section L L.1.2.6, Page 6 Can you further explain what the government expects to see, or would like to see respective of ‘tab indexing…to identify section’?

52 Draft SOL SF 33 - Section L L.3.3.3.2.2., Page 13 Does the government want a formal letter of intent for the Key Personnel, or just an affirmation (i.e., signature) at the bottom of the resume attesting to accuracy and their intent to perform in the respective roles?

Formal Letter. Offerors shall provide signed letters of intent for proposed key personnel.

53 Draft SOL SF 33 - Section L L.5.5.1 Entry 3.17 indicates 4.0 FTE in the summary row, but shows 3.0 in the detail rows below. Which is correct?

Specific references to the labor mix under L.5.5.1 have been removed. Please see attachment L-3 for a complete listing of all labor mix requirements.

54 Draft SOL SF 33 - Section L L.2.2, Page 8 Given this is a commercial solicitation, will the government issue it via SF 1449, vice SF 33?

The solicitation will be issued using an SF-33.

55 Draft SOL SF 33 - Section L L.2.11, Page 9

Given this is an IDIQ it will be difficult to project subcontract dollars and we generally do not negotiate specific amounts with our subcontractors until after contract award. Will the government consider using only a percentage basis of subcontracting anticipated as a means of establishing commitment?

Paragraph L.2.11, Socio-Economic Commitment has been reserved.

56 Draft SOL SF 33 - Section L L.2.9 and L.3.3.2, Pages 9 and 13

Given, the 8 page limit, will the government consider excluding the OCI Plan from the page count?

An overall summary of the OCI mitigation plan will be sufficient. This should be included within the page count for the Management Approach.

57 Draft SOL SF 33 - Section L L.3.3.3.2.2, Page 13

How do the key personnel resumes requirements cited at L.5.5.1 match to the labor categories and CLIN structure at Attachment L-3? For example, SOW 3.19 identifies a “CI Specialist/Analysts II (SCRM & Reach back),” while CLIN 0001 of Attachment L-2 identifies only CI Specialists. There are also other areas that appear incongruent between the Labor Category table and L-3 Pricing Attachment. Please clarify?

L5.5.1 has been revised to remove staffing information. The entire staffing requirement including key personnel information is now listed in Attachment L-3.

58 Draft SOL SF 33 - Section L L.5.5.1, Page 17-19 How many of the positions listed in the LOE WYE Table are new requirements? None of the positions listed are considered new requirements.

59 Draft SOL SF 33 - Section L Pages 17-19 If not all positions are 1920, will the government identify which positions are 1920 and which are 1880?

With the exception of the part time positions, all WYEs are equal to 1,920 hours per year. The specific hours by position are outlined under Attachment L-3.

60 Draft SOL SF 33 - Section L L.5.4, Page 17

In paragraph 4, the Government states, “Please note that the labor category rates proposed for Task Order 0001 will be the rates utilized for the life of the IDIQ contract and on any subsequent task orders.”

1. Will the government allow discounts to the IDIQ rates on a case by case basis for individual task orders?

2. If so, may we discount the IDIQ rates used for Task Order 0001, understanding those rates apply only to TO 0001?

1) Yes the Government will allow discounts beyond the established IDIQ rates on future task orders. 2) For the purposes of the proposal to task order 0001, the rates provided in the labor category listing should be consistently used in the development of the price proposal for sample task 0001. The rates proposed is intended to be utilized for the life of the IDIQ contract and task order 0001 and evaluated accordingly.

61 Draft SOL SF 33 - Section L L.3.3.3.2, Page 13 Is it the government’s intent that Offeror’s, within the constraints of the page count, address only the TO-1 requirements of the solicitation?

No, the Governments intent is that both the IDIQ and Sample Task will be addressed within the page limit provided.

62 Draft SOL SF 33 - Section L L.2.9 and L.3.3.2, Pages 9 and 13

Is Section L.3.3.2 the same as a full OCI Mitigation Plan? Section L.3.3.2 does not require a separate mitigation plan. This section only states that the mitigation plan required under L.2.9 will be reviewed and evaluated under the Management approach (Sub Factor 1A). Please see response to question 56.

63 Draft SOL SF 33 - Section L L.2.10.3 and L.2.10.4

Is the government asking for something other than the completed GPAT (Att. 5) given we do not have a specific list of deliverables. Is a statement of intended compliance sufficient to address this absent a deliberate basis for addressing each product deliverable?

The GPAT requirement for this solicitation was amended and simplified prior to the issuance of the final solicitation. The Government currently does not intend to procure EIT under this contract. This requirement is for services only.

64 Draft SOL SF 33 - Section L L.2.9 and L.3.3.2, Pages 9 and 13

Is the OCI Mitigation included in the 8 page count? Please see the response to question 56.

65 Draft SOL SF 33 - Section L L.3.3.1, Page 12 Is this the exact format the government wants the matrix material presented in, or are variations to this allowed so long as the content matches the solicitation?

The format provided at L.3.3.1 is an example only. Contractor format is acceptable as long as all data elements within the example table are included.

66 Draft SOL SF 33 - Section L Pages 17-19 It is stated that DTRA estimates WYE = 1920 hours per year; is it the government’s intention for all the positions to be 1920 hours, or will some be 1880?

Please see the response to question 59.

67 Draft SOL SF 33 - Section L L.2.10 L.2.10 is listed twice in the L Section. The first time as Small Business Subcontracting Plan and second as Section 508 Compliance. Section 508 should be numbered L.2.12

An overall summary of the OCI mitigation plan will be sufficient. This should be included within the page count for the Management Approach.

83 Draft SOL SF 33 - Section L L.3.3.3.2.2, Page 13 Reference: Sect. L.3.3.3.2.2 Resumes of Key Personnel, which states, “Offerors shall provide signed letters of intent for proposed key personnel.” Are letters of intent required for proposed key personnel that are employed by the offeror?

Please see the response to question 45.

84 Draft SOL SF 33 - Section L L.5.5.4, Page 19 Request the government identify which SOW paragraphs align with which CLINs and correct the TO-1 L-3 Attachment to match the sequence.

Attachment L-3 provides a crosswalk between the required CLIN structure and the SOW paragraphs.

85 Draft SOL SF 33 - Section L L.5.5.1, Page 17-19 Request the government provide clarification of the SOW paragraph staffing requirements with the associated CLINs and the Attachment L-3 workbook. It is difficult to reconcile the current CLIN associations with the required staffing.

Attachment L-3 has been updated (prior to the issuance of the final solicitation) to include SOW and CLIN references.

86 Draft SOL SF 33 - Section L L.2.10, Page 10 Section 508 Compliance numbering is non-sequential. Should this actually be L.2.12? Yes. All Section 508 compliance information is stated within L.2.12.

87 Draft SOL SF 33 - Section L L.1.3.5.3, Page 6 of 21

Section L.1.3.5.3 identifies pages that shall not be counted in the proposal volumes, which includes past performance questionnaires. Please confirm past performance questionnaires should not be included in the proposal volumes as they should be forwarded from the customers directly to the Government.

In accordance with L.1.3.5.3, Past Performance questionnaires are not included in the overall page count.

88 Draft SOL SF 33 - Section L L.4.4, Page 15

Section L.4.4 requires a “roadmap” describing organizational changes (merges, acquisitions, etc.) for the prime contractor and all team members identified in a Teaming Arrangement or Letter of Commitment. Is a “roadmap” also required for each subcontractor that is critical to the performance of this effort?

The intent of the roadmap requirement is to outline the composition of the proposed team. This roadmap should include all teaming partners/subcontractors in detail. A separate roadmap is not required for each subcontractor.

89 Draft SOL SF 33 - Section L L.2.0, Page 8

The last sentence reads "Documents shall be in the order listed at L.2.1 through L.2.13."

Please confirm that it should read "Documents shall be in the order listed at L.2.1 through L.2.12." to align with the sequentially numbered Section L sections.

Confirmed, sentence should read "Documents shall be in the order listed at L.2.1 through L.2.12."

90 Draft SOL SF 33 - Section L L.5.5.1, Page 17 The position for the Operations Support and Sr. Site Lead II appears to have been omitted from the Attachment L-3 spreadsheet.

Please see the response to question 53.

91 Draft SOL SF 33 - Section L L.5.4, Page 16 The Sample Task L-3 Attachment does not match the L.5.5.1 Level of Effort table, or the CLIN numbering sequence. For example, on P.20 / Section L, the CLIN 0017 is for Cyber Security while in the Attachment L-3 document it is for Special Security.

Please see the response to question 53.

92 Draft SOL SF 33 - Section L L.5.5.1, Page 18, table item 3.13

The table entry for 3.13 requires 5.4 WYEs.

1. Please identify the number of hours for each of the three part-time guards that make up the 0.4 hours.

Please see the response to question 53.

93 Draft SOL SF 33 - Section L L.5.5.1, Pages 17-19 The total for the table is 54.1 staff, while the actual total is 55.1 staff. On the Attachment L-3 worksheet, the total number is 58. Request the government clarify the disparities.

Please see the response to question 53.

94 Draft SOL SF 33 - Section L L.2.9, Page 9 What is the government seeking in terms of a written confirmation on the flow down of the DFARS 252.209-9000 clause? Is a statement that this clause will be added all subcontracts executed in support of the prime award sufficient to address the concern?

The Government is looking for written confirmation that the contractor understands the clause. The Government does not have a specific format for how this should be addressed.

95 Draft SOL SF 33 - Section L L.3.3.3, Page 13 While the SOW for the IDIQ and Task Order 1 (TO-1) are generally identical, how does the government want the Offeror responses to distinguish between a response to an IDIQ element and a TO-1 element?

The Government does not have a specific desired format. Contractor format is acceptable.

96 Draft SOL SF 33 - Section L L.4.3 Will separate TOs under a BPA or IDIQ be permitted to be submitted as Past Performance references?

Please see the response to question 71.

97 Draft SOL SF 33 - Section L L.2.9 Will the Government accept a statement, in lieu of an OCI mitigation plan, that there is no conflict of interest at the time of submission and that the prime will submit an OCI mitigation plan if a potential for OCI occurs?

Please see the response to question 56.

98 Draft SOL SF 33 - Section L L.4.3, Page 14

Will the government accept multiple task orders under an IDIQ contract as separate current/past performance references? These task orders are wide-ranging in requirements and work performed. The references submitted would not be for the same work.

Please see the response to question 71.

99 Draft SOL SF 33 - Section L N/A Will the government make available the draft section L (specific to proposal instructions)?

The draft section L and M documents were included on Federal Business Opportunities (FedBizOpps) posting under solicitation number HDTRA1-15-R-0022 on May 28, 2015.

100 Draft SOL SF 33 - Section L Pages 17-19 Will the Government stipulate the minimum WYE labor hours per labor category at 1880?

No, per L.5.5.1, each WYE is equal to 1,920 hours.

101 Draft SOL SF 33 - Section L L.5.5.1 Will the Operations Support and Senior Site Lead be designated key? Yes, all key personnel are identified in Attachment L-3.

102 Draft SOL SF 33 - Section L N/A Will there be a transition period for any aspect of the contract performance and location(s)?

Yes, in accordance with section L.5.5.2.

103 Final SOL SF 33 - Section L L.3.3.3.2.2 “The positions requiring key personnel are identified in L.5.5.1.” Please clarify key personnel as they are not identified in Sect. L.5.5.1 of the RFP.

All references to Key Personnel under Section L.5.5.1 have been removed. Please see attachment L-3 for a complete listing of key positions.

104 Final SOL SF 33 - Section L Section L.1.2 20 pages is not sufficient to allow an in-depth response describing how the offeror will execute a PWS that spans nearly 40 pages. We request the Government increate the Sub factor 1B, Technical Approach page limit to 40 pages.

The page limit for the technical approach remains unchanged at 20.

105 Final SOL SF 33 - Section L L.4.4 Are “roadmaps” required for subcontractors? Please see the response to question 88.

106 Final SOL SF 33 - Section L L.5.4 Are offerors allowed to apply discounts to the IDIQ rates for Task Order 1 only? No, please see the responses to questions 108 and 109.

107 Final SOL SF 33 - Section L L.3.3.3.2.2 Are signed letters of intent required for proposed key personnel that are employed by the offeror?

Yes, letters of intent are required for proposed key personnel.

108 Final SOL SF 33 - Section L L.5.4

For TO 1, if an offeror decides to discount off the proposed IDIQ rates please confirm that the discounted proposed rates won’t be utilized on any subsequent task orders.

As stated in section L.5.4, "Please note that the labor category rates proposed for Task Order 0001 will be the rates utilized for the life of the IDIQ contract and on any subsequent task orders.” Contractors should propose their best and final pricing for both the Sample Task 0001 and IDIQ.

109 Final SOL SF 33 - Section L L.5.4

Historically on contracting vehicles such as IT Schedule 70, offerors provide discounts to the IDIQ rates (the IDIQ contract rates are used for all task orders) at the task order level.

In the statement “Please note that the labor category rates proposed for Task Order 0001 will be the rates utilized for the life of the IDIQ contract and on any subsequent task orders,” it appears the Government will requires the same rates be used for all Task Orders and discounting at the individual task order level is not encouraged. Is this assumption, correct?

For Sample Task 0001, proposed labor rates should match those included under the base year of Attachment L-5. Additional discounts on future task orders will be allowed.

110 Final SOL SF 33 - Section L L.5.3.1 If the Offeror does not have a corresponding discussion in the Mission Capability, Volume II proposal that is related to the pricing assumption made, are Offerors allowed to simply state there is none?

It is up to each contractor to decide how to present their assumptions within their proposal.

111 Final SOL SF 33 - Section L L.2.1.d, Page 109 L.2.1.d references that the volume should include paragraphs L.2.2 through L.2.13.

However, there isn’t a 2.13. Is there a section missing?

This reference has been updated and L.2 has been re-numbered to go up to L.2.12.

112 Final SOL SF 33 - Section L L.2.9 and L3.3.2 Please clarify if a full OCI Mitigation Plan is required to be submitted with the proposal?

If so, will the government please exclude the OCI Mitigation Plan from the page count for Sub factor 1A. Typically, these plans can be up to 30 pages in length.

Please see response to question 56.

113 Final SOL SF 33 - Section L L.2.5 Please confirm “Teaming Arrangement” requirements are only for contractor teaming arrangements (CTA) and the Letters of Commitment are required only for CTA members. Are Letters of Commitment required for each subcontractor?

For the purposes of this solicitation, Teaming Arrangement and Letters of Commitment refer to all contractor/subcontractor agreements that involve members of the proposing team.

114 Final SOL SF 33 - Section L L.3.3.3.2.2, Page 115.

Please identify key personnel. L.3.3.3.2.2 indicates that “the positions requiring key personnel are identified in L.5.5.1”. However L.5.5.1 does not show key personnel but instead refers to the LOE for onsite WYE in Attachment L-3 and Labor Category Descriptions in Attachment L-4.

Please see the response to question 103.

115 Final SOL SF 33 - Section L Page 103

Reference Section L, page 103: Government requires 1-2 days processing and delivery of all proposal information to designated offices. Question: Due to the in ability to hand deliver proposals, would the Government consider a seven (7) day extension to allow for processing and ensure delivery to designated offices?

Please see the response to question 18.

116 Final SOL SF 33 - Section L L.3.3.3.2.2, page 115.

The first sentence reads " The positions requiring key personnel are identified in L.5.5.1" Please confirm that it should read "The Positions requiring key personnel are identified in Attachment L-3." to reflect the current location of that information.

Yes, this section should read "The Positions requiring key personnel are identified in Attachment L-3." Section L.5.5.1 will be updated within the SF 33.

117 Final SOL SF 33 - Section L L.2.12

The Government Product/Services Accessibility Template (GPAT) reflects the government agency's accessibility requirements for the type of EIT they intend to buy.

Can the Government please list the specific EIT intended to be purchased through this contract that will require the completion of a GPAT?

The GPAT requirement for this solicitation was amended and simplified prior to the issuance of the final solicitation. The Government currently does not intent to procure EIT under this contract. This requirement is for services only.

118 Final SOL SF 33 - Section L L.2.1.d The last sentence reads "Documents listed in Paragraphs L.2.2 through L.2.13." Please confirm that it should read "Documents listed in Paragraphs L.2.2 through L.2.12." to align with the sequentially numbered Section L sections.

Please see the response to question 111.

119 Final SOL SF 33 - Section L L.4.3

The Present and Past Performance Reference instructions state, "For each reference, the Offeror shall provide a narrative describing the effort and the results of the Offeror’s performance under each separate reference. This narrative shall include rationale supporting the assertion of relevance and should be supplemented with a completed Present and Past Performance Information form (PPPI) (RFP,Attachment L-1)." Will the Government confirm that the "narrative" to demonstrate relevance can be inserted into sections 5 & 6 of the PPPI RFP Attachment L-1 for each reference?

Yes, sections 5 and 6 of Attachment L-1, Present and Past Performance Information can be used to provide the relevance narrative.

120 Final SOL SF 33 - Section L L.2.1 The RFP states Vol. I documents should be listed in Paragraphs L.2.2 through L.2.13.

There is no L.2.13, is this a typo? If not, please provide the information for paragraph L.2.13.

Yes. Section L.2 has been renumbered.

121 Final SOL SF 33 - Section L L.5.5.4 and SOW 3 What are the CLIN mapping and funding structure for the scope defined in TO 0001 requirements (section 3)? There are more scope and resource requirement described in the SOW in comparison to the CLIN structure.

Please refer to attachment L-3 for a complete CLIN structure that maps directly to the

SOW.

122 Final SOL SF 33 - Section L L.4.3 When are the questionnaires due back to the government? All questionnaires are due to the Government by the proposal due date.

123 Final SOL SF 33 - Section L L.3.3.2 Will the government consider excluding the Transition Approach from the page count for Sub Factor 1A?

No, this should be included under sub factor 1-A.

124 Draft SOL SF 33 - Section M 1.3 Based on what criteria or factors might the government decide, after having originally determined an Offeror to be in competitive range, that the Offeror no longer had a reasonable chance of being selected?”

The Contracting Officer may eliminate from the competitive range Offerors originally determined to be in the competitive range based on results of written or oral discussions against the original factors. Factors 1, 2 and 3

125 Draft SOL SF 33 - Section M M.2.4

Can the Government clarify if escalation is allowed? Does the Government reserve the right in the future to add LCATs, should program requirements demonstrate that existing LCATs are insufficient to meet evolving program needs?

Escalation is allowed under Sample Task 0001 and the IDIQ price listing. The only labor categories included under the IDIQ are those provided in attachment L-4.

Additional task orders may be issued but they will utilize the existing labor categories.

126 Draft SOL SF 33 - Section M M.2.3 Could we inquire as to what these sources are? (i.e., CPARS only, open source, etc.) Sources of past performance information include but are not limited to responses to solicitation attachments L-1 and L-2 along with CPARS records.

127 Draft SOL SF 33 - Section M M.2.2.1, Page 3 Given the 8 page limit for Subfactor 1A, will the government please exclude the transition plan, if required, from the page limit?

No, please see the response to question 123.

128 Draft SOL SF 33 - Section M 2.3

M.2.3 Factor 2 Past Performance: The Draft RFP states that the prime contractor alone will be evaluated against the entire scope of effort regardless of subcontractor/team.

Since this would be bid as a team effort and with the 8(a) prime controlling at least 51% of the work share, why has the Government decided to evaluate relevance based on only the prime’s credentials? If this is the intent of the Government, why is sub-contractor performance considered at all?

Relevance is not based on only the prime's credentials. The past performance reference provided by the prime contractor will be evaluated on the entire scope of the effort and each of the subcontractors will be evaluated based on the work they are proposed to complete.

129 Draft SOL SF 33 - Section M 2.3

M.2.3 Factor 2 Past Performance: Would the Government consider removing the following evaluation requirement: “For the prime contractor, the relevancy determination will include comparison to the entire scope of effort for this solicitation regardless of whether the prime or a subcontractor is proposed to do the work.”

No.

130 Draft SOL SF 33 - Section M 2.3

M.2.3 Factor 2 Past Performance: Based on the requirement for submitting a minimum of three past performances by the prime, any submission at the current magnitude (“the cost/price per year of each reference effort will be compared to the estimated price per year for this effort”) would exceed the NAICS code qualifications (15 million). For example three contracts at 7 million per year equal 21 million. (This is assuming a total contract value per reference.) Will the Government consider reducing or consolidating this evaluation criterion as inclusive of total Past Performance references to ensure the Prime Contractor meets the 8(a) NAICS code requirement?

No, the NAICS code remains 541690. Past performance submissions at a lower magnitude will be acceptable.

131 Draft SOL SF 33 - Section M 2.3

M.2.3 Factor 2 Past Performance: In evaluating “magnitude” the Draft RFP states that the cost/price per year of each referenced past performance will be compared to the estimated price per year for this effort. Since this effort is an IDIQ will the Government be using the maximum or minimum expected tasking per year? Or for task order 001? Or for total Prime revenue per year?

Magnitude is the maximum on each effort which can be construed as an IDIQ contract and at the task order level. One contract may have several task orders; therefore, provide all information.

132 Draft SOL SF 33 - Section M 2.3

M.2.3 Factor 2 Past Performance: With regard to the following sentence: “For the prime contractor, the relevancy determination will include comparison to the entire scope of effort for this solicitation regardless of whether the prime or a subcontractor is proposed to do the work.” If the Government is evaluating the prime contractor’s past performance relevancy for the entire scope of work, why wouldn’t the Government create a third “evaluation aspect” instead of incorporating it into the first “evaluation aspect,” which includes subcontractor’s past performance.

The Government cannot predict each offerors strategy to team/partner with a subcontractor. All evaluation criteria is outlined in Section M.

133 Draft SOL SF 33 - Section M N/A What is the anticipated evaluation criteria, i.e. LPTA, best value-trade-off, etc.? In accordance with Sections L and M.3.0, this will be competed using a best value, trade-off approach.

134 Draft SOL SF 33 - Section M N/A Will the government make available the draft section M? Please see the response to question 99.

135 Draft SOL SF 33 - Section M N/A Will this LPTA? Please see the response to question 133.

136 Final SOL SF 33 - Section M M.2.2.1

Please confirm that the following sentence, "The elements identified in Paragraph L.3.3.2, and responsiveness to Section 508 requirements (L2.13)" should read "The elements identified in Paragraph L.3.3.2, and responsiveness to Section 508 requirements (L2.12)"

Yes, the correct reference for the Section 508 requirements within the SF 33 is L.2.12.

This has been corrected within Section M.

137 Final SOL SF 33 - Section M M.2.2.1, Page 124 Please confirm that the sentence that reads, "and responsiveness to Section 508 requirements (L2.13)", should read "and responsiveness to Section 508 requirements (L.2.12)".

Please see response to question 111.

138 Draft SOL SOW N/A Is it the Government's intent to staff all positions identified in the SOW at the completion of the two week transition period.

Yes, following the two week transition period, all positions under the sample task (Attachment L-3) should be staffed.

139 Draft SOL SOW N/A Reference 2.0 Scope: Will there be informal meetings with Janitorial Supervisors, Alarm companies, First Responders in order to ensure POCs and current information is accurate for updating SOPs etc.

During performance of this contract, the awardee will need to interact with a variety of organizations on a routine basis. Potential organizations include but are not limited to alarm companies, janitorial services and first responders.

140 Draft SOL SOW 3.6.5

“ Assist the government in drafting and developing AT/FP plans and procedures…Plans drafted by the AT/FP team will include the following key elements, as directed by DoDI 2000.16, Standard 7”. Are plans and procedures to only address Standard 7, or is it the governments Intent to cover other Standards or more broadly other elements of the 8 AT Tasks?

The government intent is to comply with standard 7, but not limit itself to it. Therefore, the program could at certain times cover all standards in DoDI 2000.16, particular working groups, RAMS, risk management, and threat assessments.

141 Draft SOL SOW 4.3, Page 34

1. When is the contractor required to possess the appropriate facility clearance - at time of proposal submission, at time of contract award or at time of contract start date?

2. When must the proposed personnel have the appropriate security clearances - at time of proposal submission, at time of contract award or at time of contract start date?

1) The contractor is required to possess a final Top Secret Facility Clearance at the time of contract award. 2) All proposed personnel should have the appropriate security clearances in place by the beginning of the Task Order 0001 period of performance start date. The required clearance levels for each position are listed within Attachment L-3.

142 Draft SOL SOW 3.21.5

a) Are relational databases commercially available software tools or custom databases built specifically for DTRA or traditionally or a combination of both?

b) Can you provide more details on the databases (i.e., name of tool, current usage, etc.)?

Due to security concerns, the Government is unable to answer this question at this time.

144 Draft SOL SOW 3.22 Are 1099s currently being used to support declassification reviews? Declassification support has been removed from the Sample Task Order 0001.

145 Draft SOL SOW Paragraph 3.20 Biographic Database Implementation. Please identify Government mandated hardware and software certifications required of supporting IT contractors.

SQL certification may be required as with any other operating systems on DTRA's network.

146 Draft SOL SOW 4.3, Page 34 Can an employee perform work with an Interim clearance while awaiting full adjudication?

With the exception of positions requireing only a Secret level clearance, employees must have Final Adjudication before they begin work. The specific clearance required for each position is listed in Attachment L-3.

147 Draft SOL SOW L.5.5.1, Table 3.7, Page

Currently under the SOW and under Section L, SAP is identified as a requirement, however, there are zero positions allocated. How many positions does the Government require, and does the Government require a price against this position(s).

Please see the response to question 39.
