Q#ReferenceDiscussionQuestion/ CommentGovernment Response
Q1SF 33, Page 1A proposal due date of 12:00am on 26 Sep 2011 is listed.Does this imply the midnight between Sunday the 25th and Monday the 26th or the midnight between Monday the 26th and Tuesday the 27th?No, proposals are due on Monday, September 26, 2011. The proposal due date time has been changed from 12:00 AM to 3:00 PM Eastern Standard Time.
Q2Section B, Item No. 0001This item lists “PURCHASE REQUEST NUMBER CSP119922461”.Please explain this purchase request number and how does it relate to this solicitation? This purchase request number is an internal tracking number for DTRA. Offerors do not need to relate it to any of their proposal documents or this Solicitation.
Q3None providedThe RFP states that all positions, except for the designated Red Team Liaison billets, are in the DC area and all work will be taking place at the government’s facility.Does this also include those individuals who are conducting physical assessments, or can the contracting firm offer a cost savings to the government by having their assessment teams dispersed throughout the United States?Yes, this includes the individuals who will perform assessments. All Personnel except for the Red Team Liaison billets will need to be full-time in the DC area.
Q4None providedWill all companies within a team need a TS facility clearance or just the prime company?None providedNo, all team members will not need to hold a TS Facility Clearance only the Prime.
Q5None providedNone providedIs there an incumbent on this work and if so, who?ENSCO is the incumbent contractor.
Q652.216-19 and 52.216-22Contain multiple TBD entries. Will the Government provide this information before the proposal due date?Clauses have been revised.
Q7Section F, Delivery InformationThe IDIQ CLIN periods of performance for CLINS 1001 and 1003 ends on 11-AUG-2022, whereas CLINS 1002 and 1004 end on 11-MAR-2022.Is it the Government’s intention to have differing end dates for these CLINS?No, the Government does not intend to have different end dates for these CLINS. The end dates for these CLINS have been revised.
Q8Section F1Notes a period of performance of 60 months, but Section L.5.6.2 of the solicitation states that the period of performance for the awarded Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will consist of a 5-year base ordering period with a 5-year option period.Could the Government please confirm the period of performance for the ID/IQ contract?Section has been revised. The ID/IQ Contract has a 5-year base ordering period and a 5-year optional ordering period. The total optional period of performance is 10-years.
Q9Section L.1.2There is no provision in Section L for an Executive Summary. Is submission of an Executive Summary allowed, and will it count against other specified page limits?Yes, an Executive Summary may be included; however it will count against page limitations for the volume/section in which it is included.
Q10Section L.1.2.a.The “ORIGINAL” copy of Volumes I, II, III, and IV of the proposal shall be provided under separate cover, and shall be clearly marked “ORIGINAL.” The “original” paper copy shall have no staples and no holes punched in it. The “ORIGINAL” copy is included in the copy count above. Please specify the method of binding for the “original” paper copy that is acceptable to the government, e.g., bound by glue or binder clip? The "ORIGINALS" should be loose papers free of staples or hole punches. They can be bound by either a binder clip or rubber bands. The intent is for the Government to be able to transfer these originals to our own files free of extra holes or markings.
Q11Section L.1.3.5.1None providedWill the government consider single columns for Section 2 of the technical volume to allow the RFP Attachment L-3 to display properly?Section L.1.3.5.1 has been revised. Section 2 may be formatted in a single column.
Q12Section L.1.3.5.1Specifies that pages be formatted in two columns.Does the two column format apply to narrative portions of the Personnel Compliance Matrix Summaries specified by Section L, L.3.3.3?See Response to Q11
Q13Section L.4.3This section requires that Present and Past Performance Questionnaires (PPPQ) be submitted directly by the references to the government, but the section does not specify how the references are determined. The Present and Past Performance Information Form (RFP, Attachment L-1) suggests that customer points of contact (POC) for commercial contracts should be customer points of contact fulfilling roles equivalent to specified government customer POCs.In a case where the commercial customer for the specified past performance is the current prime for the DoD Red Team function and a likely competitor with the proposer for the DoD Red Team Support Contract, is it permissible for the PPPQ to be completed by the government as opposed to the commercial customer?Yes, the PPPQ maybe complete by whomever has cognizant knowledge of the contractors performance on the proposed reference.
Q14Section L.5.6.2A thirty day transition period is stipulated with a start date of the IDIQ of March 12, 2012. We interpret the transition period to be February 10, 2012 to March 11, 2012.Is this a correct interpretation? No, the day the contract starts marks the start of the thirty day transition period. This means the start date is March 12, 2012, and not February 10, 2012. However, this is an estimate and is subject to change.
Q15Exhibit A, CDRL A007In Blocks 12 and 13, the due date indicated for the Monthly Status and Progress Report is listed as 5 work days after the end of the first full month; however the SOO section 10.7 and the SOW sections 15.1 and 15.3 indicate that it is due 15 days after the end of the month. Please clarify.CDRL A007 has been revised. The report is due 15 days after the end of the month.
Q16Attachment 2, SOW Section 5.5.2The SOW requires the vendor to have a surge support plan. However, the SOW does not provide guidance on the expected size or duration of a potential surge. Will the government please provide additional information that would allow potential offerors to adequately plan for a potential surge (frequency, duration, number of FTEs)?Any potential surge requirement is unknown, therefore no additional information is available at this time. Offeror's plan should include its overall approach to Personnel Recruitment, Retention and Surge Support. Once a surge requirement has been identified the contractor will have adequate time to provide a proposal.
Q17Attachment 2, SOW Section 6.8None providedAre there any Required Skills/ Qualifications for the Program Assistant?Section 6.8 has been revised.
Q18Attachment 2, SOW Section 10The SOW requires that contractor personnel must be available to travel worldwide to include hazardous areas. We understand that the cost of TDY travel to include any Department of State Differentials for hazard or hardship are included in the government provided annual cost estimate for travel and need not be proposed separately. Is this correct? There are no specific regulations governing payment of overseas allowances to contractor employees. However, the travel plug is intended to cover all allowable travel costs.
Q19Attachment L-4None providedIf the government does not intend that State Department differentials are part of the Travel Cost plug number, may offerors modify the Cost Model to show CONUS and OCONUS Hazard Area rates?Offerors should not modify the travel plug number in the Cost Model. See Response to Q18.
Q20None providedNone providedDue to the highly classified content of relevant Past Performance submissions, will the government authorize a classified (TS/SCI) Past Performance submission and L2 customer evaluation? If so, will the government provide a classified POC and email address to allow electronic submission?Classified Past Performance submissions are not being accepted. This Source Selection is being conducted at the unclassified level and Offerors are encouraged to describe their efforts in an unclassified manner. If an Offeror's Past Performance Reference is unable to provide unclassified information regarding performance of the contract the Offeror should contact the Contracting Officer.
Q21252.225-9075Specifies contractor responsibility for ensuring “selected personnel obtain medical and physical evaluations to ensure affected employees are capable of appropriate performance in support of military operations.”Will the government provide for such medical and physical evaluations? The contractor can stipulate that its personnel receive such evaluations, but we cannot provide them.DTRA Clause 252.225-9075, has been revised. The contractor is responsible for ensuring all of their employees obtain necessary medical and physical evaluations.
