No.

the awarded contractor to: 1) obtain any in-country permit, registration or license to perform its services there, 2) form any in-country branch office or affiliate, 3) Maintain a physical office in-country (beyond Government provided facilities)?

39 5.2, Pg 29 5.9.2.5, Pg 32

For work locations outside the United States, will the Government act as the awarded contractor's in-country sponsor, and/or bestow Contractor Accompanying the Force (CAAF) status upon the awardee? If yes, please confirm the Government will provide the following support for contractor staff: 1) coordinate necessary visas and/or work permits, 2) coordinate any special clearances required for awardee employees to enter the country, 3) sponsor local drivers licenses, to the extent necessary, for individual employees, 4) serve as sponsor of record for any leases signed by awardee employees, to the extent they are living in the local economy, and 5) contractor employees will be exempt from local labor laws, income taxes, and social/health security contributions.

No.

40 Attachment 5 12.4, Pg 48-52 4.5.8, Pg 26

In Attachment 5, row 144 on the OMN tab, a position is listed for CNIC HQ SAPR Program Analyst, even though it is not listed with the other labor categories in section 12.4. Is the CNIC HQ SAPR Program Analyst a required position?

The subject position has been deleted from the requirement.

Additionally, could paragraph 4.5.8 of the PWS, which is marked as reserved, be the paragraph where that task was/should be listed?"

41 4.5.5, Pg 24 The elements in this section are very technical in nature specifically associated with data analytics and IT support. In Attachment 5, there are only 3.5 FTE aligned to the labor category Data and Information Technology Analyst (12.4.9) with the required qualifications to perform these duties, and these positions all reside only in the Metro San Diego location.

1) Do the PWS requirements outlined in 4.5.5 only apply to Metro San Diego?

2)What is the expected scope for this task at locations where no qualified personnel are allocated.

1. The PWS requirements in 4.5.5 apply to all Regions.

2. NAFI’s future requirements are not known at present.

Addition of personnel at locations not previously assigned a particular labor category will be addressed through bilateral modification.

42 4.5.5.5 thru 4.5.5.8, Pg 24-25 Please provide details on all networks, systems, software, and equipment that the contractor is expected to support.

N/A. 4.5.5.5 through

4.5.5.8 are tasks or services to be performed by an individual under a specific labor category. The successful offeror will recruit personnel to provide the tasks and services assigned to the various LCATs under the 12.4 Personnel Qualifications. The offeror should cross-reference the tasks/services in question to their respective LCATs in

12.4 for relevant information.

43 5.7, Pg 30 This section states that the contractor should include costs by region for an Increased Level of Effort, equal to 20% of the total cost for each region and period of performance. Yet, there is no CLIN in Schedule B for this pricing. Please advise how this should be proposed.

See revised section B

44 9, Pg 47 This section specifies the Contractor shall be required to perform local and long distance travel in support of this requirement, although no travel specifics are known in advance or provided in the RFP similar to what is provided for the local travel estimate for each super region. Please provide the basis we should use for annual long distance travel estimates in the pricing of the Schedule B CLINs for ODCs.

Refer to paras. 7.11 and 7.15, all such costs are reimbursable ODCs

45 H.10, Pg 79 Payment and invoicing in clause H.10 seem to indicate that this is to be billed on a Time and Material basis, but section B CLIN structure seems to indicate monthly unit prices on a fixed price basis.

Is this a fixed price contract for labor or is it Time and Material? If Time and Material, how are the rates to be indicated to the Government and what are the intended calculations for the unit price in the CLIN Structure?

The NAFI is only able to award a Firm Fixed Price/Fixed Unit Price type contract.

46 Attachment 5 12.4, Pg 48-52

4.5.8 Pg 26

In Attachment 5, row 144 on the OMN tab, a position is listed for CNIC HQ SAPR Program Analyst, even though it is not listed with the other labor categories in section 12.4. Is the CNIC HQ SAPR Program Analyst a required position?

Additionally, could paragraph 4.5.8 of the PWS, which is marked as reserved, be the paragraph where that task was/should be listed?

47 17.4, Pg 56 Section 17.4 of the Solicitation indicates that the Contractor shall develop a scale of Webinar Units with an assigned price per unit, however the CLIN structure in Section B for the Webinar Hosting and Production Services (CLINs X005) is a FFP CLIN and does not include an option for per unit pricing. Will webinars be invoiced based on units or on a FFP basis? If webinars will be billed by unit, is a revision necessary for Section B?

This is a firm fixed price/firm fixed unit price type contract, include in your proposal how you best determine the CLINs should be structured.

Firm fixed Unit Prices will be applied for webinar production, support and facilitation.

48 Section B, Pg 2 Does the Government have an estimated Level of Effort (LOE) for CLIN 0005- Webinar Hosting and Production Services?

No. please refer to C.17

49 5.9.1, Pg 31 Can the Government please provide an estimate for the type/amount of property that the Contractor may be required to purchase?

50 L.2, Pg 99 Can the Government please confirm for Volume II – Past Performance, 6 of the 7 copies must be redacted of all company information/logos/references?

Correct

51 L.2.1, Pg 100 The Government specifies that the technical proposal shall not exceed 100 pages, (excluding past performance, resumes, PMP, QCP, and price proposal). Can the Government please provide

clarity on the position(s) that require resumes?

52 L.2.1, Pg 100 The Government specifies that the technical proposal shall not exceed 100 pages, (excluding past performance, resumes, PMP, QCP, and price proposal).

Does the Government have a page limitation for the QCP?

No.

53 L.3.1 Para (1)c(vi), Pg 103 Under the Management Staff section, the Government provides key management and professional personnel labor categories (i.e. Project Manager, Quality Control Chief, Financial Manager, Contracts Manager, and Functional Chiefs). Does the Government want resumes for the identified key management and professional personnel positions (a total of eight (8) positions)?

Change “i.e.” to read “e.g.”in the referenced paragraph.

The NAFI wants resumes for the offeror’s key management and professional personnel.

54 L.3.1 Para (1)c(vi), Pg 103 Under the Management Staff section, the Government provides key management and professional personnel labor categories (i.e. Project Manager, Quality Control Chief, Financial Manager, Contracts Manager, and Functional Chiefs). What is the expected place of performance for the key management and professional personnel labor categories identified?

The offeror may provide information concerning place of performance for the key management and professional personnel labor categories as part of his proposal.

56 L.3.2, Pg 106 Understanding that the Government would like three

(3) PPQs to be submitted, is there a restriction on the number of past performance references that can be cited in Volume II? Can the Government please provide clarity on the number of past performance references allowed in Volume II?

There are no limitations on past performance references.

57 L.3.3 Para (g)(1), Pg 107 Can the Government please provide an NTE estimate for Other Direct Costs outside of local travel?

No.

58 M.2.2, Pg 17 The Government considers the Past Performance reference to be relevant if the performance involves work that is the same or similar in nature, size, and complexity to the services being procured. Having a project of similar size/in magnitude to the total estimated effort will limit the competition, since not many contracts similar in nature have a requirement for 500+ FTEs. A better indication of success is demonstrating a contractor’s ability to staff a contract at multiple locations to include OCONUS locations.

Will the Government consider changing the requirement from a particular size of project to the ability to staff a project at multiple locations to include CONUS and OCONUS locations simultaneously?

No.

59 17.4, Pg 56 Can the Government please provide an estimated number of practice sessions?

The number will vary depending on customers’ requests.

Generally, a practice session is requested by first-time facilitators. See answer for question

60 10.0 and 17.28, Pg 47 & 59 Can the Government please confirm that the requirement for the transition of the LMS is to be completed within thirty (30) business days and be completed before the sixty

(60) day transition of the entire contract?

Paragraph 10.0 applies to the global staffing requirements portion of the requirement.

Paragraph 17.28 applies to the webinar hosting and production services portion of the requirement.

61 17.4, Pg 56 Is the contractor responsible for providing all webinar facilitators or will some facilitators be provided by NAFI, as referenced in section 17.4? Will the NAFI provide the anticipated ratio of NAFI provided compared to contractor provided facilitators? If NAFI provided, what topic areas will the contractor need to facilitate?

NAFI/contractor facilitators and topics will vary by functional area (see paragraph 2.1) and topic (see paragraph 17.5). Majority of webinars will be facilitated by the government.

62 17.17, Pg 58 Please clarify how the contractor will obtain the registration information for each learner, e.g. government provided, self-registration, etc.

Please refer to paragraphs 17.15 through 17.20.

63 17.18, Pg 58 Please confirm that the government will provide the information that is to be in the drop down boxes (Function, Category, Program Affiliation, Regions, etc.)

Will vary - 5% or less of approximately 300 webinars

65 17.15, Pg 56 If the contractor is responsible for content development, please clarify the estimated number of webinars to be developed per year.

Will vary - 5% or less of approximately 300 webinars

66 17.27. Pg 59 Please clarify if the contractor will be responsible for developing web-based training (WBT) and, if so, the scope of the work (i.e., how many courses, duration, level of interactivity).

Not required by

PWS.

67 17.4, Pg 56 Will the NAFI eliminate this information requirement since the evaluated price and the post-award invoice schedule will be a fixed monthly fee by CLIN regardless of the work performed?

No.

68 Section B, 2.4 and Pg 56 Will the NAFI create a new CLIN *006 to address curriculum tailoring/development work and remove such services from CLIN *005? As currently written, the solicitation requires curriculum tailoring/development to be priced as part of CLIN *005.

This will likely result in the NAFI paying a higher fixed monthly unit cost for CLIN *005 than is necessary since offerors will calculate the monthly unit price based on performing curriculum tailoring/development services. This means that if the NAFI does not order such services in a month, the price paid for CLIN *005 will be higher than necessary.

Creating a new CLIN *006 to address curriculum tailoring/development will ensure that the NAFI only

NAFI will not create a CLIN 006 to address curriculum tailoring/development work. Offerors can submit a revised CLIN structure based on their methodology for providing the service.

pays for the work if it is ordered

69 Section B & Pg 56 If the NAFI agrees to create a CLIN *006 for curriculum tailoring/development work, will the NAFI structure the pricing table to permit offerors to submit 2 prices – one for curriculum tailoring and one for curriculum development? In addition, will the NAFI structure the prices so that the “Unit” equals one finished hour?

This will allow offerors to submit a blended rate which incorporates all the labor categories it believes will be necessary to tailor/develop one hour of curriculum.

Structuring the pricing for the proposed CLIN *006 in this manner will also allow the NAFI to evaluate each offer on the same basis and permit it to accurately estimate the costs of proposed projects by simply multiplying the offered “Unit Price” by the number of curriculum hours to be tailored/developed.

NAFI will not create a CLIN 006 to address curriculum tailoring/development work (see above).

70 Section B & 2.4 and Pg 56 If the NAFI will not create a new CLIN *006 for curriculum tailoring/development work, can the NAFI provide estimates of the quantity of work it will require each month?

See above

71 17.4, Pg 56 Will the NAFI provide the anticipated ratio of NAFI provided compared to contractor provided facilitators?

NAFI/Contractor facilitators will vary by functional area (see para. 2.1) and topic (see para. 17.5)

72 14.7. Pg 56 Can the Government please clarify the roles and responsibilities, and the education and experiece requirements of the contractor provided webinar facilitators?

The percentage of contractor developed webinar content and contractor provided facilitators will be minimally required (5% of annual webinar production).

NAFI/Contractor facilitators will vary by functional area (see para. 2.1) and topic (see para. 17.5).

Refer to L-3-1 (c) (vi) Management Staff

73 17.1, Pg 55 Please describe any current integrations and user authentication protocols in place for the incumbent LMS to the Navy information infrastructure/network and indicate which will be expected to be replicated under the new contract.

76 H.10, Pg 78, 83 Section H.10.a Hourly Rates, H10.d Total cost and H.10.e Ceiling Price language is inconsistent with a Firm Fixed Price procurement.

The NAFI is only able to award a Firm Fixed Price type contract.

77 L.5, Pg 109 Can the Government please confirm that they will accept emailed electronic offers in lieu of hard copy submissions?

No, the NAFI is requesting hard copy, mailed proposals and electronic copies per Section L.2(b).
