QUESTIONS AND ANSWERS
Questions regarding Solicitation HDEC05-18-R-0001 (received before 4:00 pm EDST, November 3, 2017):
Question: The solicitation specifies a brand for meat film as either AEP or Berry Plastics. Berry Plastics acquired AEP in August 2016. Hence, now the meat film specified by the solicitation comes from a single source. There are more than a ½ dozen compliant meat film manufacturers that manufacture meat film being used by the commercial market. That same commercial market currently uses the same type of meat wrappers, as used by the commissaries. Commercial grocers such as Kroger, Wal‐Mart, Winn‐Dixie, BI‐LO, and Harris Teeter…Just to name a few.
a. Why is meat film being single sourced?
b. What is the justification IAW DFAR 6.303 and 6.304 to single source meat film?
c. What page of the solicitation is the justification posted to single source a specific product IAW 5.102 (a) (6)?
d. If justification is not posted in the solicitation, where is the justification posted?
e. IAW with solicitation #HDEC04‐16‐R‐0034 Meat Wrapping Systems and Scales and CED 1M28, it does not specify the film has to be Berry Plastics. As in the commercial market, the wrapper manufacturers do not specify film that has to be used on their wrappers.
i. The DeCA specification and subsequent award for meat wrappers do not identify a requirement for “Single Sourced” meat film as per the exhibits.
1. See exhibit “A” attached.
Comment: Request specification change to items 9097, 2197, 8777. AEP no longer exist as Berry Plastics acquired them. This will cause a detrimental supply chain interruption by Single Sourcing.
Comment: Item 2197 meat film, single sources Borden Film or Berry Plastics. Request to remove single source manufacture.
Answer: No attachment was received. The following changes will be made the Attachment A, “Solicitation Pricing Sheet” regarding the meat film:

Question: Can it be confirmed that there are no items/products on this solicitation that have a TAA exemption IAW DFAR 252.225‐7020 (b) (2)?
a. If there are items with exemption status based on above DFAR, what are the item numbers?
Answer: TAA compliance and any exemptions IAW DFAR 252.225‐7020(b)(2) is/are up to the offeror to determine.
Question: Why is steel not listed as a commodity type item? Reference;
a. 3173, 3589, 6584, 2671‐ glove cut resistance stainless steel are listed as no longer EPA items.
b. 4198, 5625 knife are listed as no longer listed as EPA item.
Answer: The Requiring Office has determined not to include an EPA consideration for steel items for this requirement.
Question: Can items 6510, 3875, 9320 and 7710 work gloves be consolidated into a one size fits all? This is how it currently is on Clusters A, B, C, D, E, F, G H & J. By doing this, this reduces cost for DeCA by reducing SKU’s. When you reduce SKU’s, you save on labor, waste, warehouse space and administration.
Answer: Item 6510 has changed:
#6510 Change From:
GLOVES, WORK, ALL LEATHER, LARGE, WITH ELASTIC WRIST BAND TO SECURE
GLOVE AND PROVIDE SNUG FIT.
Change to:
GLOVES, WORK, ALL LEATHER, WITH ELASTIC WRIST BAND TO SECURE GLOVE AND
PROVIDE SNUG FIT. ONE SIZE FITS ALL.
Items 3875, 9320 and 7710 have been deleted.
Comment: Item 8824 and 8826 have the same application. Suggest DeCA removes one of these SKU’s.
Answer: Item 8824 has been deleted.
Question: Which ports can be utilized? (We need to know the designated Point of Embarkation for full container size deliveries.)
Answer: The solicitation clearly states the transportation requirements in the 52.212-4 Addendum.
This is an FOB Origin contract.
