About this file
This is a Bid Questions and Response document for the Devil's Gate Cistern project (Solicitation #2019000041) issued by Applegate Group, a water resource advisory firm, on behalf of Clear Creek County. The memorandum, dated September 18, 2018, addresses three contractor questions submitted by the deadline of 4:00 p.m. on that date. The project involves construction work at the Devil's Gate Cistern site, with associated civil, electrical, and site preparation components including sediment and erosion control measures and revegetation activities.
The responses clarify key project requirements: a Fire Sprinkler System is not required for the project; an updated electrical one-line short circuit drawing (Sheet E501) was provided to address the blank drawing submission; and seeding and revegetation must comply with Clear Creek County Best Management Practices Manual standards, with specific guidance on hydroseeding versus hand seeding based on slope ratios. Hand seeding is permitted on slopes no steeper than 3H:1V, hydroseeding is required for slopes between 3H:1V and 2H:1V, and slopes between 2H:1V and 1.5H:1V require both hydroseeding and erosion control blankets. Steeper slopes require County variance approval. Prospective bidders were directed to contact Katy Bilisoly at Applegate Group (303-452-6611) for additional clarifications.

Memorandum
Date: 20 September 2018 AG Job No.: 14-135
To: Prospective Bidders From: Katy Bilisoly
RE: Devil’s Gate Cistern Solicitation # 2019000041 Bid Question and Response
The following questions were received by contractors by the September 18 th
, 2018 4pm deadline.
Answers are provided to each.
1. See General Note #14, Sheet CVR: Is a Fire Sprinkler System required?
No, a Fire Sprinkler System will not be required.
2. Drawing E501, Electrical One-Line Short Circuit, is “blank”. Please provide an updated drawing.
Please refer to the scanned attached drawing. If there are additional questions, do not hesitate to contact Applegate Group directly. You can contact Katy Bilisoly at 303-452-
6611.
3. See Sheet 3 or 10, Civil Drawings, Sediment & Erosion Control, #3, Hydroseeding/Hydromulching: Since the area to be seeded is so small and all slopes appear to be less than 3:1, can hand seeding be considered?
Seeding for revegetation should be done per the Clear Creek County Best Management
Practices Manual. Hand seeding is acceptable on slopes no steeper than 3H:1V. Slopes
3H:1V to 2H:1V must be hydroseeded/hydromulched. Slopes 2H:1V to 1.5H:1V must be hydroseeded/hydromulched and have erosion control blankets. Hand seeding on slopes steeper than 3H:1V would need a variance from the County.
