1RFP Letter Page 14Section 6.5N/AWould the vendor be expected to work directly in the DMCC ITSM system or would there be an integration between the DMCC Help Desk and the Vendor Help Desk ITSM system? There will be no integration between the Govt Helpdesk system and the Vendor Help Desk ITSM system. The Govt will contact the Vendor Help Desk ITSM system per the means stipulated already in the RFP.Added the following to Section 6.5: "The offeror Tier 4 help desk will not integrate with the Govt DMCC Helpdesk but will operate separately and be contacted by and communicate with the Govt via the methods provided further below."
2RFP Letter Page 14Section 6.5N/AWhat type of tools or access would be used to provide support to DMCC end users, (i.e., mobile carrier portals, account authorization, UEM credentials, remote access tools, ect…)?The vendor has no interactions with the DMCC End Users, just DMCC Tier 3 Support and DMCC devices Provisioning. The tools required is that of Section 6.4Web Services/Online Account Management Tool (Online Tool) & Reports and the communication contact interfaces for the Offeror Tier 4 Help Desk as outlined in Section 6.5 Customer Service Support RequirementNo
3Page 50b.12.(i).viOCCIWill the Government please clarify what is meant by "Consultant" OCCI?Reference FAR Subpart 9.5 - Organizational and Consultant Conflicts of Interest. 9.501 Definition.

Marketing consultant, as used in this subpart, means any independent contractor who furnishes advice, information, direction, or assistance to an offeror or any other contractor in support of the preparation or submission of an offer for a Government contract by that offeror. An independent contractor is not a marketing consultant when rendering-

(1) Services excluded in subpart 37.2;

(2) Routine engineering and technical services (such as installation, operation, or maintenance of systems, equipment, software, components, or facilities);

(3) Routine legal, actuarial, auditing, and accounting services; and

(4) Training services.No
4Page 51Section (B)Technical / Management"The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2007 or newer file."
Would the Government allow PDF versions of the Technical / Management? PDF will protect signatures and will be smaller in size to meet the 2MB file size limitation.Yes, added PDF to section.Yes, RFP Section (B) Volume II – Technical/Management.
5Page 53Section (D)SB SubcontractingAre there any goals for SB Subcontracting? There are no goals to be provided. No
6N/AN/AAttachment 1, DMCC CLIN Pricing WorksheetThe Data Plan quantities after the Base Period appear to only indicate data plan growth for that specific Option year (not including prior years data plans), is this is an error? This would result in an inaccurate Total Evaluated Price overall.Yes, data plans should be aggregated.Yes, Attachment 1, DMCC CLIN Pricing Worksheet_Amend 0001
7RFP Page 5Section 4N/AThe objective of this requirement is to establish a single award ordering vehicle, please confirm GSA Mobility Schedule 70 will be an acceptable contract vehicle for offerors to respond. This requirement is open market, but vendors can still bid GSA schedule rates. No
851Table 1 Proposal OrganizationRFPWill the government consider increasing the page count to 50 and the file size allowed to 10MB?Given the extent of the PWS and data required, but tasking into account the elimination of tethering and Tethering Kitting, page count changed to 45 pages and 12 MB due to graphs/coverage maps.Yes, Table 1 Proposal Organization; Volume II; Addendum to 52.212-1 Paragraph Number, (b)(12)(vii)(B); VOLUME TITLE, Technical/Management; Copies, 1 electronic; PAGE LIMIT, 45
996.3 Cellular Service CoverageRFPWill the government accept a link to an online coverage tool in place of maps? Currently, the 2MB file size limit will not accommodate embedded maps.File size has been increased to 12 MB (per question 9), 600% increase due to coverage maps. Online link can be provided as an enhancement but since the link and data provided cannot be verified as valid coverage source data, the maps must be embedded. Embedded maps can be verified since the coverage source is from the offeror itself and is what will be officially reviewed.Yes, RFP Section (B) Volume II – Technical/Management
10N/AN/ARFPCurrently approved NIAP and DISA CSfC devices do not support devices with onboard artificial intelligence (AI). However, it is highly likely that AI will become integrated into newer devices which will be offered as a tech refresh or break/fix over the life of this contract. What is DISA’s position on the sourcing and use of these devices over the term of the contract? As long as the device is on the CSfC list, it will be considered. However, due to AI policy is still yet to be signed in the use of AI in military systems, such future policy will need to be taken into account as well as get AO approval for deployment. No
11N/AN/AAttachment 1Will the government confirm if the Pricing Worksheet should reflect aggregate totals for Data Plans in each option year? It appears that the rate plan quantities include only newly added services, and the totals from the base year and previous option years are not included. For example: The government requires 15,445 Unlimited Domestic Data Rate Plans in the Base Year, followed by 2,967 in Option Year 1. We believe the Option Year 1 total should be 18,422, to include funding for all of the rate plans purchased in the Base Year plus those purchased in Option Year 1. Option Year 2 would then include Base Year + Option Year 1 + Option Year 2 aggregated totals.Yes, data plans should be aggregated.Yes, Attachment 1, DMCC CLIN Pricing Worksheet_Amend 0001
12N/AN/AAttachment 1Will the government consider using unlimited data plans only, instead of a 5GB option? No. Currently have users such as our DMCC-TS voice only devices that do not need an unlimited data plan for the little data they need in using VoIP services. Need to continue providing the 5GB option to them as a continuing choice. No
13Will the government please address how tech refresh cycles will be addressed and funded for in this IDIQ?The only Tech Refresh cycles in this IDIQ is replacing EUDs whose NIAP certification has expired at which point the Govt has 2 years to remove the expired EUDs from the DMCC network. At that point, it will be up to the affected customer to order a new EUD through the DMCC device ordering process. Thus it is a new EUD order, but the current data plan can continue to be used via the already procured hotspot. Any vendor hardware/software supporting this IDIQ is up to the offeror to conduct their own Tech Refresh at their own expense. No
14106.3RFPRoaming coverage in the AFRICOM AOR, specifically, the Horn of Africa, is typically outside the scope of a standard roaming agreement and subject to unique usage rates. Will the government consider blocking coverage in these countries or amend the Pricing Worksheet to include a field for these rates? Specifically, we would need to know how many users will travel within this AOR per year and the projected amount of data usage. It is not feasible for the Govt to block coverage in the AFRICOM AOR/Horn of Africa since this would impact the Mission directly. Nor is it feasible for the Govt to predict how many users will be in the AFRICOM AOR any given year or the amount of data that will be consumed since situations can change on the "ground" fluidly over the 5-year life of the contract. Pricing for AFRICOM and all the other COCOMs will need to be all included in the one price for each Global Plans provided in Section 6.2.1.b.No
15Page 5Paragraph 3N/AGovernment stated that "The contractor will be able to access the orders submitted by the Defense Information Technology Contracting Organization (DITCO) via the Integrated Defense Enterprise Acquisition System (IDEAS)". What type of access will we be given? EDI, API or other?OtherNo
16Page 43.0 Background, 9th paragraph, last sentenceN/AThe SOW states "Both Cables will be 4 ft. in length", however, the pricing table shows the USB-C cable at 3.3 ft in length. Can the government please clarify the specification for the cables?Tethering has been totally removed from the PWS and CLIN listing.Yes, appropriate PWS sections have been deleted as well as others updated to remove references to tethering (USB-C Ethernet Dongle and cables)
17Page 53.0 Background, Page 5, 1st paragraph, last sentenceN/AThe SOW states "The Government’s main priority is to replace all the current deployed hotspots by 31 Jan 2025 before they are deactivated when the current contract expires." How many hotspots will be replaced and will the government be placing a single order for these replacement hotspots?A single order will not be used. Hotspots will be replaced per customer orders. It us unknown how many will be replaced since it is up to the customer to re-order or cancel the service. No
18Page 306.10 Future Capability Enhancements Investigations (Optional)N/AThe government states that this is LPTA. How will the government evaluate 6.10?PWS 6.10 Future Capability Enhancements Investigations (Optional), has been deletedYes, PWS 6.10 has been deleted.
1918 & 52Pages 18 & 52N/ARFP states at the time proposal is submitted the offeror must loan Qty 3 each of the following: Ethernet adapters, Hotspots, Android tablet EUDs, Android phone EUDs, and Windows EUDs. What if there is long lead-time or out-of-stock situation? Will the government accept equipment loaners after the proposal has been submitted? The Government is extending the RFP's proposal due date to June 3, 2024.

The Government will only consider equipment after the revised proposal due date if offeror includes a notarized copy of the order and shipping manifest showing when the equipment was ordered and when it arrived, or will arrive, at the offeror's facility. This notarized copy must be included in the offeror's written proposal and must be received by the Government prior to the due date/time for proposals. The Government reserves to right to not consider an offeror's proposal for award if the proposed equipment is unavailable during the Government's evaluation of the RFP's technical

factorRFP Amendment change at Addendum to 52.212-1(b), Submission of Offers, sub-section b.12.x.(B) Volume II – Technical/Management
20206.8N/AWould the government consider placing an initial stocking order for all items so that the contractor can meet the SLA's without having to go at risk and buy inventory that may or may not be consumed? Then, as that initial stock is depleted the contractor can place weekly replensihment orders to ensure adequate inventory to meet future demand per the SLA's.No. DISA is not authorized by the FAR to use appropriated funds to future buy what will eventually be customer equipment. Only the customer can purchase their equipment. No
21CUI TemplateN/AAttachment 3, Line 4The Government is asking for a GSA contract #, is it the Government's intent to use a GSA schedule contract for this requirement? The GSA contract number was identified in error. This requirement is open market, but vendors can still bid GSA schedule rates. Attachment 3 has been replaced with a new attachment.Yes, new Attachment 3,- Electronic Product List provided.
22206.8.xN/AAre there any couriers that are excluded from consideration based on the delivery locations of DISA?Verified with the DISA Shipping office and there are no exclusions of couriers. Mobility PMO recommends not to route kits through countries that are on the Department of State Watchlist Level 3: Reconsider Travel and Level 4: Do not Travel. No
2351Proposal Organization… (x)(B)N/AWill the government please allow 8 point font for graphics? With the Technical Volume page count increased from 30 to 45 pages, the Govt will allow 9-Point Arial, Times New Roman or Courier New font in graphics.RFP Amendment in (x) Proposal Organization (B) Volume II-Technical Management modified for 9-point: ". 9-point Arial, Times New Roman, or Courier New font allowed to be used in graphics only."
24266.8.4N/AWill the hotspot serial# or IMEI# need to be put on the label? The hotspot and EUDs must be property transferred from DISA to the Mission Partner customer when delivered after to the user the provisioning has occurred. For the property transfer the IMEI is used for the hotspot and smartphone, but serial number for the Tablet and WINDAR since those two devices do not have an IMEI due to not being cellular capable by design. So the Kit Label is being modified so to support listing in the label the appropriate identifier per the items being kitted.Modified the Label in Section 6.8.4.2 Kit Boxes Labeling.
2526Table 6.8.3N/ADo any of the label markings for EUD’s need to be barcoded/scanning capable? No barcode/scanning requiredNo
2656Table 4.2 #C, and Page 8, 6.2.1, and Page 56, subfactor 1: Hotspot Device ProcurementN/AFor Global devices, is the government expecting local numbers? How many consecutive days would a domestic number be in OCONUS locations? Not expecting local numbers for Global Service Plans for the hotspots since not purchasing a Global Service Plan based on a specific COCOM AO. Thus difficult to define what would be an OCONUS local number since DMCC devices operate in every COCOM location worldwide. Regarding to the number of days a domestic number would be OCONUS can vary from a couple of days to the length of the IDIQ contract itself if referring to using domestic numbers in Global Service Plans. No
27Page 5Section 3/ Paragraph 12N/AThe government identified 4.9K Android devices are fielded. Will the government clarify the number of Android Mobile Phones versus Android Tablets makeup that 4.9K?Approximately 60 % are Android tablets while the remaining 40% are Android smartphonesNo
28Page 4Section 3/ Paragraph 11N/AThe RFP reads, "If a Windows EUD, then CAT6 Ethernet Cables with dual RJ45 connectors is required." Question - Is use of a USB-C Ethernet Dongle acceptable with the Windows Tablet\2-In-1 either currently, or in the future?Use of a USB-C Ethernet Dongle is not acceptable with a Windows EUD since a minimum of 3 ports is already required as noted in Section 6.8 Windows EUD.No
29Would the Government consider an extension of the due date from May 17th, 2024 to May 31st, 2024?Yes, RFP due date is extended to June 3, 2024Yes, RFP due date extended to June 3, 2024
30Page 53Section (D)SB SubcontractingGiven the per-unit pricing structure, how should we approach the breakdown of workshare percentages in our subcontracting plan?Attachment 2 provides the required elements of the subcontracting plan and FAR references on how to complete. No
31Page 53Section (D)SB SubcontractingWhat format and level of detail do you require for us to effectively communicate the distribution of responsibilities and costs among our primary and subcontracted teams?Attachment 2 provides the required elements of the subcontracting plan and FAR references on how to complete. No
32Page 35Section g.Transitioning"The contractor must identify key positions/responsibilities and associated personnel filling those positions required to execute the contract in the RFP response.

These personnel must be onboard at the start of the Period of Performance (PoP). Fifty percent total staffing must be complete within two weeks of the start of the PoP and be at 100 percent within 30 days."

Should there be a CLIN to capture the labor categories for the management of this program, or are they to be integrated into the per-unit rates directly? No transition required, section removed.Yes, removed section 12.g. Transitioning

33Page 56.1.4N/AWhen a hotspot device is carrier unlocked, the device can no longer be "re-locked". It will remain unlocked for the life of the device. This is standard practice in terms of unlocking procedures - is that acceptable?PWS corrected to not able to re-lock the hotspot once unlocked. Relock requirement removed.Yes. Section 6.1.4 has been modified to the following: Once unlocked the hotspot will remain unlocked since not able to be re-locked by the cellular carrier over the air.
34Page 4Section 4N/AWill the Government accept a quote for the DISA DMCC IDIQ under GSA Sch 70 and issue a resulting award under a GSA Sch 70 BPA if the proposal submitted is found to be the winning bid.It would not be awarded under GSA and their GSA contract terms and conditions would not be applicable. An offeror may reference GSA schedule pricing, but this reference is only in regard to the proposed prices. No

dollar values and percentages in items 1 and 2 of the DISA Subcontracting Review Checklist (Attachment 2)?If an other than small business offeror submits an already approved Commercial Plan, then the DISA Subcontracting Review Checklist (Attachment 2) does not need to be completed. No
36296.9.3 SN/ACan the government please elaborate on the Windows EUD requirements stated in section 6.9.3 S (Supply Restriction), to clarify if a TAA compliant Microsoft Surface Pro 2-in-1 device would be considered for this project since Microsoft owns their UEFI code and that ownership resides within the US?Removed since not an SCRM, TAA, CSfC or Windows STIG requirement. It increases security but restricts possible Windows product models for consideration. Depend upon SCRM to secure the supply chain.

Yes; Removed the following from Section 6.8.3: "s. Supply Restriction: Trade Agreements Act compliant with final Basic Input/Output System (BIOS)/Unified Extensible Firmware Interface (UEFI) flashing and configuration performed within a U.S. facility by U.S. Persons.

37296.9.3.FN/AFor Section 6.9.3 F (Storage Memory minimum), would the government consider leveraging a 3rd party encryption partner like BitLocker to meet their Full Drive Encryption standards? No. In recent discussions with CSfC PMO, the recommendation is to deploy Hardware Based Full Drive Encryption (HWFDE) instead of a Software Based Full Drive Encryption (SWFDE). Additionally at this time there are no Windows based SWFDE entries on the CSfC Components list, which includes Bitlocker. No
38296.9.3N/AFor the Windows EUD Device Requirements, the specifications provided appear to limit device selection to a single OEM provider, can the Government please advise if that is intentional or if they are open to exploring equipment options from other laptop OEM’s?The Government's intention is to be able to have multiple OEMs support. Both the processor 6.8.3.h and Network 6.8.3.j requirements are now marked as "comparable" to Intel Core i5 with VT-D/VT-x support and Intel 6E AX211 respectively.Yes. Following changes made: 1) 6.8.3.h: "Processor minimum: Comparable with the Intel Core i5 central processing unit (13th Generation) with VT-d/VT-x support or better."; 2) 6.8.3.j: "Network minimum: Comparable with the Intel 6E AX211, 2x2, 802.11ax or better....."
39296.9.3N/AFor the Windows EUD Device Requirements, would the Government consider a traditional, clamshell style, touch-screen enabled laptop instead of a 2-in-1 form factor, assuming all other device specifications are able to be met or exceeded?Government is keeping the current designated devices as provided in Section 6.8 WINDARS EUD as well as added traditional laptops, a.k.a "clamshells" to the WINDARS EUD list in Section 6.8.Yes. 40296.2RFPDoes this mean the government will provide the data storage component (SSD) of the Windows EUD during provisioning, post award?Provided references do not match the question. RFP Section 6.2 is Data Plan Procurement while page 29 is Table 7 Performance Standards which neither have a direct relationship to Windows EUD in Section 6.8. In responding to the question only, the Windows EUD Section 6.8.3.f, the required SSD is to be delivered to the Government already installed and operational with the Windows OS installed in the EUD. Government is not doing any installation after delivery from the vendor. No
41106.3RFPRoaming coverage in the AFRICOM AOR, specifically, the Horn of Africa, is typically outside the scope of a standard roaming agreement and subject to unique usage rates. Specifically, we would need to know how many users will travel within this AOR per year and the projected amount of data usage.See response to question #14.No
42296.2RFPDoes this mean the government will provide the data storage component (SSD) of the Windows EUD during provisioning, post award?See the response to question #40.No
43296.3RFPHas the government identified a specific COTS Windows EUD, and if so, can you share the SKU?Govt has not defined a specific COTS Windows EUD nor will it do so due to the requirement to be able to switch to newer models in the future. No
44166.6.1RFPThe Samsung S23 is currently on the NIAP approved list, however, not CSfC. Does the government anticipate imminent CSfC approval and is the S23 an acceptable device option? Currently, the S23FE and S23 Ultra are on both lists.Government has reached out to CSfC and requested they add the other two S23 devices that were listed on the NIAP list, that being the Galaxy S23+ 5G and Galaxy S23 5G, and get them on the CSfC Components List as additional candidates making a total of 5 each S23 devices available for selection. Also requested that the recent NIAP 6 May Samsung Android 14-Spring devices list, that being the S24 series, be added to the CSfC Components list too. No guarantee if CSfC List changes will be made in time for bidder response due date. But if it is not updated by the RFP due date, only the two current S23 devices on the CSfC List are acceptableNo
45Base Period and Option yearsPricing WorksheetThere was a significant reduction in overall quantities following the updates made to the pricing worksheet. Will the government confirm that the contract total did, in fact, decrease by approximately 9,000 lines of service?Government had removed the items that were updated in the amended PWS and Pricing sheet. The Government has added 3.2K WINDAR devices as replacements for fielded WINDAR devices. This does not change the hotspot and Data Plans values since the net balance of plans remains the same. The other devcie change was the addition of traditional laptops, a.k.a "clamshells" as allowed WINDAR devices.Yes. PWS background was updated for the depolyment of 3.2K WINDAR replacements and the pricing sheet updated to reflect.
465Paragraph 2RFPAre existing DMCC users currently funded via individual task orders and performance periods, and does the government expect transition dates to align with these PoPs?DMCC users are funded via individual orders, currently all expiring on January 31, 2025. Users may or may not transition to the DMCC IDIQ before the current BPA expiration date of January 31, 2025.No
47Base Period and Option yearsPricing WorksheetWill the government consider including a CLIN to account for inflation costs on equipment, such as an NTE in each respective option year? No, the CLIN Pricing Worksheet allows an offeror to propose unit prices each period to account for inflation. No
4856.1RFPItem 4 states that the vendor must be able to unlock and re-lock hotspot devices. Will the government consider removing the re-lock requirement?See response to question #33Change made in response to question #33
4966.1RFPIf any of the test devices submitted by the vendor do not receive approval by the government, will the vendor be disqualified for award or will an alternative device be accepted, assuming it is offered at the same cost? The Government does not have the schedule to test submitted device candidates twice. If the device is not accepted, it will reflect on their evaluation for that particular RFP element. No
5066.1RFPWill the government identify which OCONUS countries where testing will occur? No. Want to avoid any possible manipulation of cellular services in the countries that will be tested since the bidder is providing the working SIMs.No
51Base Period and Option yearsPricing WorksheetIn the pricing worksheet, some quantities are not whole numbers (example: Android tablets in the base year has a quantity of 1838.5). 55Attachment 1When the Government adjusted the quantities in the pricing sheet, was it their intention for the aggregated total of data plans to increase year over year after option year 1, exceeding the total number of refresh devices listed in the original pricing spreadsheet? The data plans are adjusted for the replacement of Android and WINDAR devices as well as new orders besides hotspots for WINDAR devices that are not planned to be replaced. Also the Data plans are also accumulative from year to year. Lastly, the OCONUS data plans are additive to the Domestic plans since the Government cannot predict the type and number of OCONUS plans to be selected.Yes, Attachment 1, DMCC CLIN Pricing Worksheet_Amend 0002
56Attachment 1Can the Government please confirm the quantities of both the devices and plans provided in the updated pricing sheet, in line with the intended delivery specified in the solicitation? The PWS and Pricing sheet were updated to reflect the changes in the number of devices being procured. 5751Volume II – Technical/ManagementVolume II – Technical/ManagementWe been have informed based on the data breach at Dell that they are significantly behind on orders and OEM Letters. Would the Government consider extending the proposal due date to accommodate this delay from the Vendor? After discussions with Dell Federal DoD Agencies Management, the data breach in question only compromised reseller and customer ordering data. There was no impact to actual production. The Dell manufacturing line is operating at normal capacity. Orders are being delivered at the expected delivery timelines for the specific equipment ordering expectations. For this specific item by itself, the Government will not be extending the proposal due date. However, this does not impact other considerations for possibly extending the proposal due date.No

60DITCO is requiring a laptop under three pounds with a NIAP/CSfC certified, TAA compliant SSD drive. We have only identified one OEM vendor capable of satisfying all requirements and the proposed machine will require a custom build. As of 6/4, the OEM has not provided a SKU or pricing in order to accurately price the proposal and provide 3 demo devices with the proposal. As a result, we request a two-week extension of the due date, which should benefit all prospective offerors working with the same prospective OEM.
