About this file
This document contains questions and answers related to an RFP for a single-award FFP IDIQ contract to provide mobile devices, hotspots, data service plans, adapters, cables, kitting, shipping, and data/usage reports for the DISA Mobility Classified Capability (DMCC). The RFP has a one-year base period with four one-year option periods. Key details include:
The RFP requires offerors to provide loaner equipment (hotspots, adapters, EUDs) with their proposals. Offerors must aggregate data plan quantities across option years for accurate pricing. The government will not integrate the contractor's help desk with the DMCC help desk, but the contractor must provide a separate tier 4 help desk. The government increased the technical proposal page limit to 45 pages and the file size to 12MB to accommodate coverage maps. The RFP requires the contractor to replace expiring NIAP certified EUDs, but does not provide funding for broader technology refreshes. The solicitation number is HC108424R0008 and the proposal is due on June 3, 2024.

| 1 | RFP Letter Page 14 | Section 6.5 | N/A | Would the vendor be expected to work directly in the DMCC ITSM system or would there be an integration between the DMCC Help Desk and the Vendor Help Desk ITSM system? | There will be no integration between the Govt Helpdesk system and the Vendor Help Desk ITSM system. The Govt will contact the Vendor Help Desk ITSM system per the means stipulated already in the RFP. | Added the following to Section 6.5: "The offeror Tier 4 help desk will not integrate with the Govt DMCC Helpdesk but will operate separately and be contacted by and communicate with the Govt via the methods provided further below." | |
| 2 | RFP Letter Page 14 | Section 6.5 | N/A | What type of tools or access would be used to provide support to DMCC end users, (i.e., mobile carrier portals, account authorization, UEM credentials, remote access tools, ect…)? | The vendor has no interactions with the DMCC End Users, just DMCC Tier 3 Support and DMCC devices Provisioning. The tools required is that of Section 6.4 | Web Services/Online Account Management Tool (Online Tool) & Reports and the communication contact interfaces for the Offeror Tier 4 Help Desk as outlined in Section 6.5 Customer Service Support Requirement | No |
| 3 | Page 50 | b.12.(i).vi | OCCI | Will the Government please clarify what is meant by "Consultant" OCCI? | Reference FAR Subpart 9.5 - Organizational and Consultant Conflicts of Interest. 9.501 Definition. |
Marketing consultant, as used in this subpart, means any independent contractor who furnishes advice, information, direction, or assistance to an offeror or any other contractor in support of the preparation or submission of an offer for a Government contract by that offeror. An independent contractor is not a marketing consultant when rendering-

| 4 | Page 51 | Section (B) | Technical / Management | "The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2007 or newer file." |
| Would the Government allow PDF versions of the Technical / Management? PDF will protect signatures and will be smaller in size to meet the 2MB file size limitation. | Yes, added PDF to section. | Yes, RFP Section (B) Volume II – Technical/Management. | |||||
| 5 | Page 53 | Section (D) | SB Subcontracting | Are there any goals for SB Subcontracting? | There are no goals to be provided. | No | |
| 6 | N/A | N/A | Attachment 1, DMCC CLIN Pricing Worksheet | The Data Plan quantities after the Base Period appear to only indicate data plan growth for that specific Option year (not including prior years data plans), is this is an error? This would result in an inaccurate Total Evaluated Price overall. | Yes, data plans should be aggregated. | Yes, Attachment 1, DMCC CLIN Pricing Worksheet_Amend 0001 | |
| 7 | RFP Page 5 | Section 4 | N/A | The objective of this requirement is to establish a single award ordering vehicle, please confirm GSA Mobility Schedule 70 will be an acceptable contract vehicle for offerors to respond. | This requirement is open market, but vendors can still bid GSA schedule rates. | No | |
| 8 | 51 | Table 1 Proposal Organization | RFP | Will the government consider increasing the page count to 50 and the file size allowed to 10MB? | Given the extent of the PWS and data required, but tasking into account the elimination of tethering and Tethering Kitting, page count changed to 45 pages and 12 MB due to graphs/coverage maps. | Yes, Table 1 Proposal Organization; Volume II; Addendum to 52.212-1 Paragraph Number, (b)(12)(vii)(B); VOLUME TITLE, Technical/Management; Copies, 1 electronic; PAGE LIMIT, 45 | |
| 9 | 9 | 6.3 Cellular Service Coverage | RFP | Will the government accept a link to an online coverage tool in place of maps? Currently, the 2MB file size limit will not accommodate embedded maps. | File size has been increased to 12 MB (per question 9), 600% increase due to coverage maps. Online link can be provided as an enhancement but since the link and data provided cannot be verified as valid coverage source data, the maps must be embedded. Embedded maps can be verified since the coverage source is from the offeror itself and is what will be officially reviewed. | Yes, RFP Section (B) Volume II – Technical/Management | |
| 10 | N/A | N/A | RFP | Currently approved NIAP and DISA CSfC devices do not support devices with onboard artificial intelligence (AI). However, it is highly likely that AI will become integrated into newer devices which will be offered as a tech refresh or break/fix over the life of this contract. What is DISA’s position on the sourcing and use of these devices over the term of the contract? | As long as the device is on the CSfC list, it will be considered. However, due to AI policy is still yet to be signed in the use of AI in military systems, such future policy will need to be taken into account as well as get AO approval for deployment. | No | |
| 11 | N/A | N/A | Attachment 1 | Will the government confirm if the Pricing Worksheet should reflect aggregate totals for Data Plans in each option year? It appears that the rate plan quantities include only newly added services, and the totals from the base year and previous option years are not included. For example: The government requires 15,445 Unlimited Domestic Data Rate Plans in the Base Year, followed by 2,967 in Option Year 1. We believe the Option Year 1 total should be 18,422, to include funding for all of the rate plans purchased in the Base Year plus those purchased in Option Year 1. Option Year 2 would then include Base Year + Option Year 1 + Option Year 2 aggregated totals. | Yes, data plans should be aggregated. | Yes, Attachment 1, DMCC CLIN Pricing Worksheet_Amend 0001 | |
| 12 | N/A | N/A | Attachment 1 | Will the government consider using unlimited data plans only, instead of a 5GB option? | No. Currently have users such as our DMCC-TS voice only devices that do not need an unlimited data plan for the little data they need in using VoIP services. Need to continue providing the 5GB option to them as a continuing choice. | No | |
| 13 | Will the government please address how tech refresh cycles will be addressed and funded for in this IDIQ? | The only Tech Refresh cycles in this IDIQ is replacing EUDs whose NIAP certification has expired at which point the Govt has 2 years to remove the expired EUDs from the DMCC network. At that point, it will be up to the affected customer to order a new EUD through the DMCC device ordering process. Thus it is a new EUD order, but the current data plan can continue to be used via the already procured hotspot. Any vendor hardware/software supporting this IDIQ is up to the offeror to conduct their own Tech Refresh at their own expense. | No | ||||
| 14 | 10 | 6.3 | RFP | Roaming coverage in the AFRICOM AOR, specifically, the Horn of Africa, is typically outside the scope of a standard roaming agreement and subject to unique usage rates. Will the government consider blocking coverage in these countries or amend the Pricing Worksheet to include a field for these rates? Specifically, we would need to know how many users will travel within this AOR per year and the projected amount of data usage. | It is not feasible for the Govt to block coverage in the AFRICOM AOR/Horn of Africa since this would impact the Mission directly. Nor is it feasible for the Govt to predict how many users will be in the AFRICOM AOR any given year or the amount of data that will be consumed since situations can change on the "ground" fluidly over the 5-year life of the contract. Pricing for AFRICOM and all the other COCOMs will need to be all included in the one price for each Global Plans provided in Section 6.2.1.b. | No | |
| 15 | Page 5 | Paragraph 3 | N/A | Government stated that "The contractor will be able to access the orders submitted by the Defense Information Technology Contracting Organization (DITCO) via the Integrated Defense Enterprise Acquisition System (IDEAS)". What type of access will we be given? EDI, API or other? | Other | No | |
| 16 | Page 4 | 3.0 Background, 9th paragraph, last sentence | N/A | The SOW states "Both Cables will be 4 ft. in length", however, the pricing table shows the USB-C cable at 3.3 ft in length. Can the government please clarify the specification for the cables? | Tethering has been totally removed from the PWS and CLIN listing. | Yes, appropriate PWS sections have been deleted as well as others updated to remove references to tethering (USB-C Ethernet Dongle and cables) | |
| 17 | Page 5 | 3.0 Background, Page 5, 1st paragraph, last sentence | N/A | The SOW states "The Government’s main priority is to replace all the current deployed hotspots by 31 Jan 2025 before they are deactivated when the current contract expires." How many hotspots will be replaced and will the government be placing a single order for these replacement hotspots? | A single order will not be used. Hotspots will be replaced per customer orders. It us unknown how many will be replaced since it is up to the customer to re-order or cancel the service. | No | |
| 18 | Page 30 | 6.10 Future Capability Enhancements Investigations (Optional) | N/A | The government states that this is LPTA. How will the government evaluate 6.10? | PWS 6.10 Future Capability Enhancements Investigations (Optional), has been deleted | Yes, PWS 6.10 has been deleted. | |
| 19 | 18 & 52 | Pages 18 & 52 | N/A | RFP states at the time proposal is submitted the offeror must loan Qty 3 each of the following: Ethernet adapters, Hotspots, Android tablet EUDs, Android phone EUDs, and Windows EUDs. What if there is long lead-time or out-of-stock situation? Will the government accept equipment loaners after the proposal has been submitted? | The Government is extending the RFP's proposal due date to June 3, 2024. |
The Government will only consider equipment after the revised proposal due date if offeror includes a notarized copy of the order and shipping manifest showing when the equipment was ordered and when it arrived, or will arrive, at the offeror's facility. This notarized copy must be included in the offeror's written proposal and must be received by the Government prior to the due date/time for proposals. The Government reserves to right to not consider an offeror's proposal for award if the proposed equipment is unavailable during the Government's evaluation of the RFP's technical

| 20 | 20 | 6.8 | N/A | Would the government consider placing an initial stocking order for all items so that the contractor can meet the SLA's without having to go at risk and buy inventory that may or may not be consumed? Then, as that initial stock is depleted the contractor can place weekly replensihment orders to ensure adequate inventory to meet future demand per the SLA's. | No. DISA is not authorized by the FAR to use appropriated funds to future buy what will eventually be customer equipment. Only the customer can purchase their equipment. | No | |
| 21 | CUI Template | N/A | Attachment 3, Line 4 | The Government is asking for a GSA contract #, is it the Government's intent to use a GSA schedule contract for this requirement? | The GSA contract number was identified in error. This requirement is open market, but vendors can still bid GSA schedule rates. Attachment 3 has been replaced with a new attachment. | Yes, new Attachment 3,- Electronic Product List provided. | |
| 22 | 20 | 6.8.x | N/A | Are there any couriers that are excluded from consideration based on the delivery locations of DISA? | Verified with the DISA Shipping office and there are no exclusions of couriers. Mobility PMO recommends not to route kits through countries that are on the Department of State Watchlist Level 3: Reconsider Travel and Level 4: Do not Travel. | No | |
| 23 | 51 | Proposal Organization… (x)(B) | N/A | Will the government please allow 8 point font for graphics? | With the Technical Volume page count increased from 30 to 45 pages, the Govt will allow 9-Point Arial, Times New Roman or Courier New font in graphics. | RFP Amendment in (x) Proposal Organization (B) Volume II-Technical Management modified for 9-point: ". 9-point Arial, Times New Roman, or Courier New font allowed to be used in graphics only." | |
| 24 | 26 | 6.8.4 | N/A | Will the hotspot serial# or IMEI# need to be put on the label? | The hotspot and EUDs must be property transferred from DISA to the Mission Partner customer when delivered after to the user the provisioning has occurred. For the property transfer the IMEI is used for the hotspot and smartphone, but serial number for the Tablet and WINDAR since those two devices do not have an IMEI due to not being cellular capable by design. So the Kit Label is being modified so to support listing in the label the appropraite identifier per the items being kitted. | Modified the Label in Section 6.8.4.2 Kit Boxes Labeling. | |
| 25 | 26 | Table 6.8.3 | N/A | Do any of the label markings for EUD’s need to be barcoded/scanning capable? | No barcode/scanning required | No | |
| 26 | 56 | Table 4.2 #C, and Page 8, 6.2.1, and Page 56, subfactor 1: Hotspot Device Procurement | N/A | For Global devices, is the government expecting local numbers? How many consecutive days would a domestic number be in OCONUS locations? | Not expecting local numbers for Global Service Plans for the hotspots since not purchasing a Global Service Plan based on a specific COCOM AO. Thus difficult to define what would be an OCONUS local number since DMCC devices operate in every COCOM location worldwide. Regarding to the number of days a domestic number would be OCONUS can vary from a couple of days to the length of the IDIQ contract itself if referring to using domestic numbers in Global Service Plans. | No | |
| 27 | Page 5 | Section 3/ Paragraph 12 | N/A | The government identified 4.9K Android devices are fielded. Will the government clarify the number of Android Mobile Phones versus Android Tablets makeup that 4.9K? | Approximately 60 % are Android tablets while the remaining 40% are Android smartphones | No | |
| 28 | Page 4 | Section 3/ Paragraph 11 | N/A | The RFP reads, "If a Windows EUD, then CAT6 Ethernet Cables with dual RJ45 connectors is required." Question - Is use of a USB-C Ethernet Dongle acceptable with the Windows Tablet\2-In-1 either currently, or in the future? | Use of a USB-C Ethernet Dongle is not acceptable with a Windows EUD since a minimum of 3 ports is already required as noted in Section 6.8 Windows EUD. | No | |
| 29 | Would the Government consider an extension of the due date from May 17th, 2024 to May 31st, 2024? | Yes, RFP due date is extended to June 3, 2024 | Yes, RFP due date extended to June 3, 2024 | ||||
| 30 | Page 53 | Section (D) | SB Subcontracting | Given the per-unit pricing structure, how should we approach the breakdown of workshare percentages in our subcontracting plan? | Attachment 2 provides the required elements of the subcontracting plan and FAR references on how to complete. | No | |
| 31 | Page 53 | Section (D) | SB Subcontracting | What format and level of detail do you require for us to effectively communicate the distribution of responsibilities and costs among our primary and subcontracted teams? | Attachment 2 provides the required elements of the subcontracting plan and FAR references on how to complete. | No | |

These personnel must be onboard at the start of the Period of Performance (PoP). Fifty percent total staffing must be complete within two weeks of the start of the PoP and be at 100 percent within 30 days."
| How should we structure our proposal to incorporate these labor categories? Should there be a CLIN to capture the labor categories for the management of this program, or are they to be integrated into the per-unit rates directly? | No transition required, section removed. | Yes, removed section 12.g. Transitioning |
