About this file
This amendment to the solicitation modifies the technical evaluation criteria and pricing terms for the Defense Commissary Agency (DeCA) Enterprise Business Operations Systems Solution (DEBOSS) contract opportunity. The amendment provides answers to questions received and updates the language for Subfactor 1 under the technical/management factor to specify that proposals must be from the Original Equipment Manufacturer or a certified solution provider. It also details the pricing requirements, including use of fixed-price contracts and attachments for itemized pricing of hardware, software, and total evaluated price by year. Evaluation will use a lowest-price technically acceptable process, and proposals must meet accessibility standards to be eligible for award.

The following have been modified:
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
1. Basis for Contract Award
Award will be made to the responsible offeror whose proposal is determined to represent the overall best value to the Government using a lowest price technically acceptable (LPTA) process. The agency intends to award an FFP order using the LPTA methodology. After receipt of proposals, the Government will first evaluate the lowest price proposal. If the lowest price proposal is determined to be technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest price proposal or to conduct further evaluations of additional proposals. The technical proposal should include all information the offeror wants the Government to consider and evaluate regarding its ability to perform all required tasks and conform to all required terms and conditions. To be eligible for award, the offeror’s proposal must sufficiently address all aspects of the PWS and be rated Acceptable in ALL Evaluation Factors/Subfactors as defined in the Table 1 below. Failure to comply with the terms and conditions of the solicitation shall result in the offeror being ineligible for award.
Section 508 Accessibility Standards do apply to this requirement. Section 508 requirements are listed in the attached PWS. Compliance with Section 508 standards will be considered prior to evaluating any of the selection criteria listed below. Any proposal failing to meet the Section 508 Accessibility Standards, as listed in the PWS, may be eliminated from consideration for award.
Past performance is not an evaluation factor, but shall be used in determining contractor responsibility in accordance with FAR 9.104
2. Evaluation Factors and Subfactors
The following evaluation factors and subfactors will be used to evaluate each proposal for technical acceptability.:
Factor 1: Technical/Management
1. Subfactor 1: In order for this subfactor to be rated Acceptable the proposal shall be from the Original Equipment Manufacturer (OEM) OR a certified solution provider (as a prime offeror) of the OEM for brand name NCR products to be maintained. A complete list of products is identified in Attachment 1 DEBOSS Hardware and Software. For the purposes of this procurement only, a certified solution provider is defined as an entity authorized by the OEM to maintain NCR’s software. Proposals shall include a current letter from NCR (dated/signed within the last 12 months from the due date of proposals).
2. Subfactor 2: In order for this subfactor to be rated Acceptable, an offeror shall demonstrate its ability to perform end-to-end testing in support of any change including cybersecurity related updates, system modifications, and cloud migration. In addition, an offeror shall provide all hardware, software and end-to-end solution for a Test and Evaluation Environment that replicates the real-world condition/production environment. (PWS 6.4.1 and PWS 6.4.2, Attachment 1 DEBOSS Hardware and Software)
3. Subfactor 3: In order for this subfactor to be rated Acceptable, the offeror shall demonstrate an ability to provide technical support for DeCA's DEBOSS which consists of providing SME for all DEBOSS technical issues, responding to escalated help desk tickets, root cause analysis, DeCA’s change management process and Governance boards, performance concerns, leaderships, and other data calls, forecasting major events within the DEBOSS and DeCA environment, and supporting the migration to new solutions and the cloud. (PWS 6.2.1)
Table 1. Technical/Management Ratings
Rating Description
Acceptable Proposal/quotation clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal/quotation does not clearly meet the minimum requirements of the solicitation.
Factor 2: Price
(a). The Offeror’s firm-fixed price proposal will be evaluated for award purposes based upon the total evaluated price (TEP) of the offeror’s proposed prices for the base period and all option periods in Attachment 2 Total Evaluated Price DEBOSS. The offeror shall also complete Attachment 1 DEBOSS Hardware and Software and submit with their proposal. Some of the tabs in Attachment 1 DEBOSS Hardware and Software are a detailed buildup of some of the pricing proposed in Attachment 2 Total Evaluated Price DEBOSS. In Attachment 1 DEBOSS Hardware and Software, the total proposed price for each year on the following tabs (Tab 1 DEBOSS Software, Tab 2 SCO & Lanes by Store, Tab 7 DTS Store Servers, and Tab 8 Operational Components) should be the same as the proposed price for each year on the CLIN 1 – Hardware Software Maintenance Tab that will be included in the TEP of Attachment 2 Total Evaluated Price DEBOSS. The offeror shall price out ALL line items. Evaluation of the options shall not obligate the Government to exercise such options.
The offeror’s price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable and complete. Normally, price reasonableness is established through price analysis techniques as described in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated and prices presented in in a clear and useful format. The Government reserves the right, but is not obligated, to conduct a realism analysis.
(b) The Government may require surge support during the base or any option period. Surge modifications will be in-scope to provide increased support for the defined task areas of the PWS. Surge support is OPTIONAL and is not a guarantee. If the Government determines that an increased quantity of support, is required for the task areas defined in the PWS, the Government reserves the right to exercise the surge option unilaterally.
The KO will provide written notice to the contractor at least 30 calendar days prior to any unilateral exercise of the surge option. The Government is providing a percentage value of the ceiling of the IDIQ to be used by all offerors when proposing surge: surge support will be 10% of the IDIQ ceiling. Offerors are instructed to propose this EXACT amount for Surge CLIN 9999. In the event the Government does elect to exercise the surge option, surge support will be realigned under new or existing CLINs for the relevant task areas identified in the PWS, and an equal amount will be deducted from optional surge CLIN 9999. Surge support will be provided at the same labor rates proposed and found fair and reasonable at time of contract award for the applicable period of performance.
(c) Due to the likely inability of any offeror to accurately estimate travel and material/equipment purchases associated with this requirement, the Government is providing plug numbers to be used by all offerors when proposing Travel/ODCs. Offerors are instructed to propose plug numbers for ODCs in the following EXACT amounts, however actual travel shall be authorized by the COR in writing prior to performance and will be paid IAW FAR Part 31.205-46.
These EXACT amounts shall include all audited markups and burdens and shall not be rounded or adjusted based upon independent decisions regarding actual anticipated ODCs. A proposal that fails to bid the plug numbers EXACTLY as provided in Attachment 2 Total Evaluated Price DEBOSS may be excluded from further consideration.
3. It is the sole responsibility of the offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening the file(s). The Government is under no obligation to seek clarification regarding electronic proposal submissions if submissions cannot be opened or accessed. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.
