01 RFP

Factor 1:

Technical/Management 54

"Subfactor 1: In order for this subfactor to be rated Acceptable the proposal shall be from contractors who are authorized resellers of the Original Equipment Manufacturer (OEM) identified in Attachment 1 DEBOSS Hardware and Software. For the purposes of this procurement only, an authorized reseller is defined as an entity authorized by the OEM to sell their products to the Federal Government and to provide support for the OEM items, including new releases, version upgrades, revisions, corrections of reported errors, enhancements (to include instructions for implementation and operation for all software support levels and product versions), technical support, contractor resolutions to problems or failures, and the most current commercial release or version of the software.

Proposals shall include a current letter from NCR (dated/signed within the past year prior to solicitation posting date), to show that the offeror is an authorized reseller." Can a prime contractor utilize a subcontractor to fulfill this requirement

Per the Subfactor, the proposal shall be from contractors who are authorized resellers; and the offeror is an authorized reseller. The offeror is the prime.

Subfactor remain unchanged.

02 RFP SF1449 1

For the sake of clarity, please confirm that FAR 52.212-4 Contract Terms and Conditions--Commercial Products and Commercial Services DEC 2022 applies to this acquisition? Can the government please indicate such in block 27a of the SF 1449?

The RFP remains unchanged. FAR 52.212-1. 52.212-4. FAR 52.212-3. 52.212- 5 are in the RFP by full text or by reference, but not included as an addenda.

02 RFP

Factor 1:

Technical/Management 54

Upon research we have found that NCR has not issued any Authorized Reseller Letters to its US based top tier Platinum partners prior to issuance of this solicitation. Please remove the Authorized Reseller requirement from the RFP as it will be impossible for any offeror to comply with this requirement.

Please see updated language for Subfactor 1.

02 RFP 54

Please confirm that "offeror" includes all legal entities on the prime offeror's team?

This question is not clear to provide a response.

02 RFP 54

Please confirm an offeror that currently sells NCR products/services is an authorized reseller?

Please see updated language for Subfactor 1.

02 J&A

2. NATURE/DESCRIPTION

OF ACTION(S): 2

Per the Government J&A that states the NCR brand HW, SW and support will be acquired via OTFAOC, please provide a plug number for the NCR brand name proprietary hardware and software support and services to ensure that pricing for these already selected solution components are evaluated equally for each bidder. Please update corresponding impacted CLINs in Section B, Attachments 1 and 2. See J&A excerpt below.

The Government will not provide plus numbers for the NCR band name proprietary hardware and software support and services. An offeror should rely on its independent business judgement when determining the price that it would like to propose in response to this RFP.

This justification and approval to limit brand name software and hardware support does not complete the entire solution that will need to be supported for DeCA. The contractor shall provide operational, procedural and contract management support to assist DeCA throughout the sustainment of the DEBOSS environment. Other services will provide analysis support, development, interface management, testing, integration support, and cloud migration. These other services will be competed; only the brand name hardware and software support under this justification will be OTFAOC.

02 RFP SF1449

Will the Government consider extending the due date by 30 days from the date questions are answered?

At this time the due date will remain unchanged.

02 RFP

Factor 1:

Technical/Management 54

In Factor 1 – Technical/Management, Subfactor 1, the government has required that the prime contractor must be an authorized reseller of NCR products. If the government’s intent is to ensure that offerors possess the ability to resell NCR products and the technical capability and expertise to deploy and maintain NCR products as well as a demonstrated history of doing so successfully within a recent period, in lieu of requesting a reseller letter signed by NCR, it is recommended that the government require the prime contractor to identify a contract where they have previously resold, deployed and maintained NCR products.

Please see updated language for Subfactor 1.

03 Clauses FAR 52.212-2 54

The solicitation states "Past performance is not an evaluation factor, but shall be used in determining contractor responsibility in accordance with FAR 9.10". Please clarify what is required from the Offeror in regards to past performance submission.

The Offeror is not required to submit any past performance with their proposal.

03 Clauses FAR 52.212-2(b)(12)(vii) 53

After (b) (12) (vii) (E) the solicitation references sections (e) FAR 12.504, (7) 41 U.S.C 4706 (d), (f) Authorized Offeror Personnel, (g) Company/Division Address, Identifying Codes, and Applicable Designations, and (h) Period for Acceptance of offers. Are these sections to be addressed in Volume V - Contract Documentation?

Correct.

03 PWS RFP Attachment 1, Attachment 2

There appear to be redundant locations to submit pricing, including the pricing spreadsheet itself, columns apparently labelled pricing in the hardware and software spreadsheet, and the SF 1449 Continuation Sheet starting of page 3 of the proposal. This vendor assumes pricing should ONLY be submitted on the pricing spreadsheet and not duplicated anywhere else, as stated in (D) Volume IV - Price of the RFP. This vendor assumes that we are NOT to additionally complete the CLIN price lines of SF 1449. Please confirm this assumption is correct.

Please refer to FAR 52.212-1.

03 Clauses FAR 52.212-1 51

This vendor is concerned that with the inclusion of a compliance matrix addressing each requirement of the Statement of Work, it may not be possible to include all requirements in the matrix and include informative, relevant and useful content within the 50 page limit of the technical volume. Can the Government increase the limit to 75 pages?

FAR 52.212-1 updated from 50 to 75 pages.

Cybersecurity Plan - is this different from the ISCM (Information System Continuous Monitoring) Plan required for each IA Boundary from an RMF requirement?

Cybersecurity Plan covers all cybersecurity related processes/activities across the multiple DEBOSS IA boundaries.

04 SF1449 CLINs 3-30

The CLIN structure specified in this procurement assumes a continuation of the traditional software license/software maintenance model. Since the initial award of the EBS contract, the industry generally have made significant improvements to this with the implementation and standardization of subscription models. A subscription model would provide a number of important advantages to DeCA, including the avoidance of large capitol upfront expenses for new the purchases of new licenses when necessary, allow for store and lane growth and shrink thru transferrable licenses, include annual maintenance within the subscription, and generally simplify the overall process. Would DeCA entertain a proposal that includes a subscription model?

The Government will consider anything that is advantageous to DeCA.
