With regard to section C (Descriptions and Specifications), paragraph 6 PERFORMANCE REQUIREMENTS, on page number 17, line number 19 of the above-referenced RFP, we note that 6.5. sets forth “Task 5 - Protection of International Usage of the Spectrum. The contractor shall support program developers of S-D systems that are intended for worldwide deployment by monitoring spectrum allocation changes that are being proposed at the International Telecommunication Union (ITU).
The contractor shall evaluate ITU WRC Action Items (AIs) that may impact the international spectrum usage of S-D systems and the related North Atlantic Treaty Organization (NATO) positions for those AIs. The contractor shall work with the program developer, the service Spectrum Management Organization (SMO), and the DSO Strategic Planning Office to develop technical papers to be presented in international forums to protect the spectrum usage by S-D systems.”
How does this Task differ from, or overlap with, from the “WRC Support” Subtask 3 detailed on pp. 44-45 in the separate but concurrent RFP HC1047-15-R-4007? Our reading of both RFPs indicate similar relevance and similar government objectives for these
Section C
HC1047-15-R-4007: The requirements under this contract may include actual International and WRC support. Under the resultant contract’s task-orders, there would be direct support in international meetings and the development of DoD policy and position papers.
HC1047-15-R-4012: The Applied Engineering Spectrum E3 requirements would be to take the outcome and knowledge from the HC1047- 15-R-4007 task-orders and apply it to specific DoD programs that are under acquisition and development. This "overlap" ensures that the contractor for HC1047-15-R-4012 stays abreast of international spectrum trends that may be applicable to specific DoD programs.
DSO historically has had project sponsors with requirements to provide direct support to international working groups, including the WRC. This work would be program specific, and more focused, than any support provided under HC1047-15-R-4007. In this situation, the programs supported under HC1047-15-R-4012 would feed the development of DoD policy under HC1047-15-R-4007.
N N/A two tasks in the two different RFPs.
We note, in particular, that the latter RFP Subtask calls for the contractor to “(a) Conduct spectrum sharing studies and develop technical papers for international WGs to ensure existing and planned DoD spectrum requirements are protected within the framework of the ITU, NATO, and the Combined Communications-Electronics Board (CCEB); and participate in national and/or international Study Group and Working Party meetings to facilitate approval of technical papers…(b) Provide technical support and expert advice for DoD systems, as well as commercial systems, in the areas of air, sea, and ground radar; unmanned air and ground vehicles; common data link; air, sea, and ground radios; aircraft and ship navigation and sensory equipment; GPS; and satellite networks”; and “c) Provide technical support and expert advice on national and international spectrum regulatory and policy processes and procedures.”
All of these, as well as other subsections of Subtask 3 in RFP HC1047-15-R-4007, are similar to this RFP’s Task 5 contractor duties. It is unclear how to address either RFP without a clearer understanding of how they differ from or overlap with each other.

K-001 Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
This support was previously awarded as a single-award IDIQ contract HC1047-07-D-0001 to ITT Corporation, novated to Exelis, Inc, recently acquired in 2015 by Harris Corporation for three (3) year base ordering period plus seven (7) successive twelve (12)-month option ordering periods with a ceiling of $545,000,000.00 for all orders. This solicitation HC1047-15-R-4012, however, only covers a portion of the work that was awarded under the above mentioned, Exelis IDIQ contract.
