Appendix A (deliverable list) of STO # 6 specifies 5 deliverables (1) EA Monthly Status Report, (2) EA
Briefings-Weekly Hot Topics-Monthly IPR, (3)
Maintenance of the Integrated Master Schedule
(IMS), (4) DISA EA Trip Report,(5) DISA EA Meeting
Minutes which are normally belong to Task Order
Administration. However, section 6 of the PWS does not consist of the Task Order Administration and the
Attachment 14a (Summary Pricing) does not have a separate CLIN item to price these deliverables (TO #
1 and all STOs 2-5 have Task Order Administration and associated separate FFP CLIN in Attachment
14a.
Please provide guidance how we should price these
FFP deliverables? Will the Gov’t modify the
Attachment 14a to add additional FFP CLIN for these deliverable?
Will the Gov’t grant a 4-day extension for us to make changes to our cost models due to this inconsistency?
In order for us to price STO 6, we request an extension to July 27, 2012?

C-001 Do subcontractors need to fill out exhibit 14a ?
Do subcontractors need to fill our exhibit 14c?
Attachment 14a &
Attachment 14c
Yes, subcontractors are required to support their costs in similar detail as the prime contractor.
If the subcontract is above $700,000.00 and not exempt from TINA, certified cost and pricing data may be required.
If the subcontractor does not want to submit proprietary data to the prime contractor they can be submitted directly to the Government for review. The Points of Contact are identified in the solicitation.

C-002
Our team is working on finalizing our response and we came across an area where it is critical that we get clarification. In response to question
C-001 in the Amendment 005 Q&A released
07/11, the government says that “while generally a separate tab is required for each individual level three subtask, we find Offeror’s suggestion of consolidation at level two for Sample Task 0004 is reasonable considering the inordinate number of subtasks”, but makes no corresponding changes to RFP Attachment 14c text which allows no such consolidation. Given the requirement as written
Attachment 14a &
Attachment 14c
Each Offeror must use their best business judgment regarding the level of detail it feels is required to present supporting Cost and Price information to the Government.
The Templates provided are models.
Offeror’s should be guided in its design of
Cost and Pricing submissions by the fact that it need only provide the level of information detail necessary and sufficient, for the Government to understand the basis of its Cost and Pricing Approach, and to make an informed evaluation of the in RFP Attachment 14c – “Offeror should add additional tabs, as appropriate, to reflect WBS for each Contract Year to level 3, if applicable.” – offerors are required to submit over 1,000 detailed spreadsheets to comply with the RFP as follows:
TO1 – 7 Tasks, 23 Subtasks, 138 Tabs
TO2 – 4 Tasks, 33 Subtasks, 198 Tabs
TO3 – 3 Tasks, 22 Subtasks, 132 Tabs
TO4 – 14 Tasks, 56 Subtasks, 390 Tabs
TO5 – 3 Tasks, 7 Subtasks, 42 Tabs
TO6 – 7 Tasks, 18 Subtasks, 108 Tabs
Total detailed cost/price tabs required – 1,008
Question: Can the Government identify, for Task
Orders 1 through 6, which tasks require additional tabs to level three and amend RFP
Attachment 14c to reflect these identifications?
Question: Can the Government either (a) add desired level three subtasks to RFP Attachment
14a (currently only Task Order 1, Task 2 provides a level three breakout, and is missing Subtask
6.2.4), or (b) remove the partial subtask breakout for Task Order 1, Task 2?
reasonableness and realism of the Offeror’s proposed costs and prices. It is the
Offeror’s, not the Government’s responsibility to make all determinations regarding which, if any, cost and price submissions for Task Orders 1 through 6 require the detail discussed in light of the above comments.
C-003
Clarification C-001 in AMD 0005, dealing with
WBS pricing was informative; however, L.6.4.1.2 states that allocation techniques may be used to spread hours and / or costs to lower levels of the
WBS.
Considering the Government's estimated FTEs for
TOs are not expansive: TO 2 - 16.5 FTEs; TO3 -
22.5 FTEs; TO 4 - 18 FTEs; TO 5 - 4 FTEs; and TO 6
- 4.5 FTEs, and that the FTE's will be broken down by labor category, is it allowable to price at the
Task top level of the Task Orders" ? E.g., TO 6 has seven tasks beneath it. Can we price to that level?
Attachment 14c See answer to Question C-002. N N/A
C-004
Attachment 14(c) states that offerors must “add additional tabs, as appropriate, to reflect WBS for each Contract Year to level 3.” The wording “as appropriate” seemed to imply that the request to price to the third level WBS for each Task Order was at the discretion of the offeror. However, question C-001 of Amendment 5 Q&A seemed to indicate that pricing to the third WBS level was mandatory for all Tasks except Task Order 0004 where the section WBS level is allowed.
a. Will the Government please confirm if pricing to the third
WBS level for all but Task Order
0004 is REQUIRED or if it is up to the offeror’s discretion to determine whether such scrupulous pricing is “applicable.”
Attachment 14c See answer to Question C-002. N N/A
b. If indeed required, will the
Government please give flexibility to the offerors to price at the second WBS level for ALL
Task Orders?
