DEFENSE INFORMATION SYSTEMS AGENCY
DEFENSE INFORMATION TECHNOLOGY CONTRACTING ORGANIZATION
2300 East Drive, Building 3600, Scott Air Force Base, Illinois 62225
1. This request for quotation (RFQ) is to support the DISA J9 Hosting and Compute’s requirement for Bentley Systems EasyPower Software.
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The specifics are as follows:

2. Section 508 Compliance - Applicable Section 508 Not Applicable
Contractors must confirm any Section 508 compliance in the solicitation HC102825R0056 submitted with their quotation. Any quotation failing to confirm the offeror’s compliance with the Section 508 Accessibility Standards, as listed on Pages 46-53 of the solicitation HC102825R0056, shall be eliminated from consideration for award.
3. Evaluation Factors and Basis for Award Determination:
Award will be made to the offeror whose quotation is determined to represent the overall best value to the Government using an LPTA evaluation process. Quotations will be evaluated with regard to technical compliance and price submissions. All aspects of Attachment 1 must be addressed for a quotation to be considered for award. The quotation should include all information the offeror wants the Government to consider and evaluate regarding its company’s ability to conform to all required terms and conditions. The below evaluation factors and subfactors will be used in the determination of technical acceptability.
a. The Government anticipates awarding to the lowest technically acceptable respondent from initial contractor responses, without engaging in exchanges with respondents. Respondents are strongly encouraged to submit their best technical solution and price/cost in response to this solicitation. Once the Government determines the respondent that is lowest (i.e., the apparent successful awardee), the Government reserves the right to negotiate solely with that respondent or a group of low respondents to address any remaining issues, as necessary, to finalize an order. Issues may include technical, price, and/or term and conditions.
If the parties cannot successfully address remaining issues, as determined pertinent and at the sole discretion of the Government, the Government reserves the right to engage in negotiations to address issues with the next lowest or a group of similarly low respondents, until the respondent(s) are no longer the lowest based on the initial evaluations. Once the Government has begun communications with the next lowest respondent(s), no further communications with the previous respondent(s) will be entertained until after the order has been awarded. This process described above shall continue until issues are resolved and there is an award.
b. The standards for determining technical acceptability are listed below. The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.
(1) Technical Approach Factor: The Technical Subfactors will be evaluated and rated either Acceptable or Unacceptable IAW the evaluation table below. In order for a quotation to be rated overall Technically Acceptable, the offeror must be able to provide all of the equipment set forth in the solicitation, unless the equipment is no longer available. If a requested software item is end of life and no longer available from the Original Equipment Manufacturer (OEM) the offeror at the direction of the OEM can quote a substitution, this substitution must be clearly identified in the quotation and documented with information from the OEM.
EACH OF THE FOLLOWING SUBFACTORS MUST BE RATED ACCEPTABLE:
(a) Subfactor 1: Quotations must be from authorized resellers of the OEM quoted.
For the purposes of this procurement only, an authorized reseller is defined as an entity authorized by the OEM to sell their products to the Federal Government and to provide support for the OEM items, including new releases, version upgrades, revisions, corrections of reported errors, enhancements (to include instructions for implementation and operation for all software support levels and product versions), technical support, offeror resolutions to problems or failures, and the most current commercial release or version of the software.
To be rated acceptable, the contractor must be an authorized reseller by the Original Equipment Manufacturer at time of solicitation close.
(b) Subfactor 2: The offeror must provide the completed solicitation in its entirety as applicable in response to this RFQ (to include clauses and provision information)
Evaluation Table - Technical Ratings
Rating Description Acceptable Quotation meets the minimum requirements of the solicitation.
Unacceptable Quotation does not meet the minimum requirements of the solicitation.
(2) Price Factor:
(a) Quotations will be evaluated to determine if they are reasonable and complete. Price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated, and prices presented in a clear and useful format.
The total evaluated price will consist of the offeror’s quoted price for all items listed on the solicitation.

4. Partial quotations of the listed items will be accepted. not be accepted.
In the event that all requested items are not available from a single offeror, the Government reserves the right to award multiple orders in the combination that is in the best interest of the Government based upon this RFQ.
5. Taxes. The Federal Government is exempt from sales tax. If requested, the Contracting Officer can provide a tax exempt certificate after award. However, if there are any valid applicable taxes such as the Arizona Half Tax or Hawaii GET for supplies or services, offeror must include the costs in their quotation as a separate line item. Such taxes will not be considered or paid unless they are included in the proposal at the time of submission.
6. Delivery Address. Quoted prices shall include all costs associated with delivering the required items to the delivery address listed in the solicitation. Offerors shall include the contract number on any shipping labels.
7. Delivery Date: All items are to be delivered no later than the date identified in the solicitation. Offerors are required to obtain delivery quotations from the OEM for all equipment listed on Attachment 1 in order to provide anticipated delivery information in their quotation.
Failure to provide on time delivery may result in actions taken against the offeror by the Government. Late deliveries may result in negative ratings on the Contractors Performance Assessment Report.
8. The Government intends to evaluate quotations and award a contract without exchanges with offerors. However, the Government reserves the right to conduct exchanges or seek clarifications if the Contracting Officer determines they are necessary. The Government further reserves the right to reduce the number of quotations being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotations. In the event issues pertaining to a quoted task cannot be resolved to the Contracting Officer's satisfaction, the Government reserves the right to withdraw and cancel the quoted order.
9. The solicitation contains provisions that apply to this requirement and clauses that will be applicable to the resulting award. Some of the provisions and additional DITCO instructions require a response from the offeror and must be submitted along with the quotation. For any Cost or Time and Material contract/order or line items, the contractor shall provide the applicable DCAA Auditor DoDAAC with the quotation. Contractors shall adhere to designations and protections IAW DoDI 5230.24, “Distribution Statements for DoD Technical Information,” and DoD Instruction 5200.48, “Controlled Unclassified Information” if applicable.
10. In response to this RFQ, contractor terms, conditions, or assumptions will not be entertained.
If contractor terms, conditions, or assumptions are included in a quotation, the quotation may be excluded because it failed to comply with the RFQ instructions. Any failure to adhere with Government terms, conditions, instructions, or requirements (e.g., DD254/Facility Verification Notification submission, administrative, pricing, regulatory) within this RFQ may result in the quotation being excluded from further consideration.
11. All quotations received in response to this RFQ shall remain valid for 30 calendar days from the quotation due date below. By submitting a quotation in response to this solicitation, offerors are submitting an offer that the Government may accept, and must agree that if the Government awards the contract, the award document sent by the Government to the offeror is a binding and enforceable contract. The offeror has a legal obligation to perform if awarded the contract. The Government will treat as confidential any and all documents and/or information submitted by offerors in response to this solicitation.
12. Portions of the offeror’s quotation may be incorporated into the contract.
