Questions and Responses - Round 2 (Post Site Visit) Solicitation: HC102819R0007 12/10/18

1. Can the bid due date be extended to 15 Jan 2019? Given the recent site visit, Q&A responses with data/drawings as requested and the holidays, time to prepare a proper bid response by 28 Dec 2018 will be difficult.

Response: There is no plan at this time to extend the due date of the proposals.

2. During site walk-thru, DISA advised said no Arc Flash labels or Coordination study was required.

Please confirm Arc Flash labeling and/or Coordination study is or is not required?

Response: Section 6.6 requires arch flash labels to be placed on electrical panels. A total coordination study is not required. Coordination is required from the MCC to the IRCs.

3. It was stated during the site walk-thru that some of the existing condensate drains (for CRAH units) are undersized. How are condensate drains to be addressed?

Response: As stated in Sections 6.2.1.2.4, 6.2.1.3.8, 6.2.2.2.4, 6.2.3.2.4, and 6.2.4.2.4, “Provide new condenser drain piping from existing main condenser drain pipe or existing floor drains to the newly installed CRAHs. Verify adequate slope and size.”

4. Who is the Fire Alarm contractor for the building? Are we required to use them? Do we need to recertify the whole system or just confirm our work is being monitored / working?

Response: Western States Fire Protection is the Fire Alarm contractor for the building; however, the contractor is not required to use this specific company. As stated in 6.4.7, this task is the only task that will be required to verify its proper working state.

5. Do the existing CRAH have smoke detectors?

Response: As stated in Section 6.4.7, “Contractor is responsible for providing the sixteen (16) CRAH units and the twenty-four IRC units with smoke detection installed and connected to the fire system panel as a part of their UL listed assembly.”

6. During site walk-thru, DISA advised new electrical conduit runs are to be routed in the “hot aisles”. Can a drawing be provided showing the “Cold” and “Hot” aisles configurations?

Response: Floor layout identifying hot and cold aisle configuration is attached. Installation shall be done in a rectilinear fashion under the raised floor on the hot aisle side. Drawing should be used for hot isle / cold designations isle only.

7. Does the mechanical piping need to follow/be installed in “Hot Aisles” like the electrical conduits or can they be installed in “Cold Aisles”?

Response: Floor layout identifying hot and cold aisle configuration is attached. Installation shall be done in a rectilinear fashion under the raised floor on the hot aisle side for the mechanical piping for the CRAH units and IRC units. Drawing should be used for hot isle / cold designations isle only.

8. Does DISA have plans to correct CRAH naming that correspond to the existing electrical panels?

Some CRAH units had 3 and 4 name designations vs drawings.

Response: As stated in Section 6.5.1.1, the contractor is required to provide a label for all the new and existing CRAH units in Rooms CR1, CR 2A, CR 2B and CR3. Contractor is also required to provide labels each CRAH unit’s corresponding breakers.

9. What is height of existing IT equipment racks (for the doors)?

Response: 78.75”

10. What is width between opposing IT racks (for the doors)?

Response: Section 6.2.1.4 Appendix Q provides the physical properties for the doors. Each door must span a 6 foot cold aisle and the door must have an opening of at least 48 inches wide. Door height must be 78.75 inches tall measured from the raised floor.

11. Can sliding doors be mounted to raised access floor (by drilling) and secure to tops of the IT racks by brackets and/or drilling?

Response: Sliding doors may be mounted to raised access floor. Sliding doors shall not be mounted in any way to the IT racks. IT racks shall not be touched or damaged in any way.

12. Can a drawing be provided showing the locations of Water Distribution Units?

Response: Appendix C shows the locations for the Water Distribution Units.

13. Please provide the floor stands heights for all new CRAH units in all rooms?

Response: Contractor is to verify stand height requirements as different manufactures have differing stand height requirements in relation to the floor heights. General floor heights for the computer rooms are: Computer rooms 1, 2A and 3 is 24 inches; Computer room 2B is 18 inches. Of note the SRG may be cut to install the new units and then reinstalled around the unit with incompressible couplings.

14. Are valves existing or are new valves to be installed for the new CRAH units and WDU’s?

Response: As stated in Sections 6.2.1.2.3, 6.2.1.3.2, 6.2.2.2.3, and 6.2.3.2.3, new isolation valves are required if there is not an existing new (Grey and Blue NIBCO or Orange Victaulic valve installed by Appendix E) within 6 feet from each CRAH unit. As stated in Section 6.2.4.2.3, new isolation valves are required for this CRAH unit. Of note the installation of insulation (elastomeric and PVC) is required from the existing new valves to the CRAH/WDU units. Nothing upstream of this unless touched during in this contract.

15. Is “Hot Tapping” allowed for adding new valves?

Response: No. A single section of 10 inch or 6 inch chilled water loop may be shut down to install new valves if needed as shown is the revised Appendix E.

16. Is welding permitted in mechanical trenches?

Response: Welding is not permitted in the trenches as it is not permitted in the Computer Rooms.

17. We understand the chilled water is a redundant loop system. If additional piping and/or valves are required; can we isolate the location without affecting the entire system?

Response: Yes, one section of the loop can be isolated as Question 15 explains.

18. Are mechanical trenches classified as “Confined Space”?

Response: The mechanical trenches are not considered to be a confined space if multiple areas for ingress and egress are maintained by popping floor tiles.

19. What is the specific type and amount of chemical treatment to be replaced?

Response: As per Section 6.2.8, the chemical treatment to be replenished are Acid, Scale Inhibitor and Biocide. The amount is based on the contractor’s work plan and as such is the contractor’s responsibility to account for and provide as needed during the project. See Response 20 for additional detail.

20. Does the site have a current supplier for chemical treatment? If so, would site provide vender name and contact number?
