Background (Contracting Instructions) Section of Requirement
1. The security system is a fully integrated access control system (ACS), intrusion detection system (IDS), and closed circuit television (CCTV) system. This performance based service contract includes the following:
2. Document the system layout and connectivity, and provide complete Configuration Management of the system(s) to include a detailed listing of all new hardware and software installed.
3. The contractor is responsible for determining that the existing building and security systems, including all related components (e.g. servers, controllers, readers, etc.), will be compatible with the proposed hardware, software, and firmware upgrades. The contractor will notify the Government if any other systems or components will not be compatible.
4. The contractor shall supply all parts, labor, materials, equipment, tools, consumables, supervision, and other resources necessary to accomplish all tasks.
5. The contractor’s estimate/proposal shall show all equipment and labor costs. The contractor will breakdown the labor rates by category in the estimate/proposal. For example, if a Technician and Senior Technician are working on the project, the labor breakdown shall include separate line item for each. In addition, the estimate/proposal will define the specific components included in larger assemblies. For example, the component listing for a server will include the number and size of hard drives, RAID configuration, amount and type of memory chipset, software, etc. These items may be shown in attachments to the estimate/proposal.
6. Upon actual completion of work, the contractor will send a formal electronic Notice of Completion to the points of contact noted above, as well as to the Contracting Office. This indicates that the Contractor has completed, to their understanding, all required work on the technical instruction/task order. Contractor format is acceptable. Inspection of the work may continue beyond the Contractor’s date of Notice of Completion. Invoices will not be approved for work for which a Notice of Completion has not been received. Notices of Completion should correspond to the scheduled work completion dates stated in the technical proposal.
Specific Work Requirements Section

8. Provide updates to Windows 10 to include, but not limited to, security and priority patches and Service Pack (SP) releases throughout the life of the contract.
9. Determine whether or not the upgrade of the workstation operating systems and ISS software will require the replacement and/or upgrade of servers, NVRs, and/or other components and subcomponents (e.g. control boards, card readers, IDS, CCTV, etc.) in order to be compatible with Windows 10 and the latest versions of the manufacturer’s software and firmware.
10. Provide a list of all components and subcomponents that will require upgrade or replacement.
