Additional questions and Government responses HC102817R0078 7/27/2017
Question 17 (Q17): In an effort to provide best accuracy, we would like to request additional clarity related to Attachment 5: Technical Requirement Scenario Pricing Proposal. The RFP is requesting Windows 10 Upgrade quotes be developed for each of the 8 sites and based on Attachment 2: Pricing Sheet, the developed cost per site will be included in the Grand Total Evaluated Price line item. Windows 10 Upgrade services are not uniform at each of the DISA security sites. The reason for the lack of uniformity extends beyond the quantity of equipment and includes but is not limited to upgrade compatibility issues with peripherals, drivers, legacy hardware and related. Our extensive experience in performing Windows 10 upgrades confirms that specificity of scope and associated pricing related to defining service tasks for a successful upgrade cannot be fully known without necessary on and offsite due diligence.
The above stated, should vendors provide a best case scenario, no issues Windows 10 upgrade quote? If so, is the Government willing to accept that this best case/no issues scenario quote will likely not be actual requirement nor valid across the DISA sites? Or, is the requirement to submit the TR Windows Upgrade quotes not necessary?
Government Response Question 17: Yes, please bid to do the upgrade on all 8 sites. Yes, the prices will be different based on site size and equipment to be upgraded. That is part of the evaluation if the Vendor can realize the differences and provide realistic pricing. Att 10 lists the types of equipment at each site.
Yes, Pricing for the Scenario is necessary and is being evaluated under the Technical/Management Volume, to determine understanding of the task, logical calculation of costs and explanation of the process to get the task done at each site. It is only shown on the pricing sheet to inform the Vendors that it will be an evaluated price as well. The Scenario pricing will not be incorporated into the contract total award amount.
Q 18: Can you confirm that the set aside for the project is Total Small Business?
Government Response: HC102817R0078 page 1 block 10.
Question 19: Also, are you looking for a single proposal that covers all locations or individual proposals priced separately.
Government Response: HC102817R0078 page 7, paragraphs (3) a-f, 4, and attachment 2.

Question 20. clarification on attachment 2 Pricing sheet. For CLIN X002 in the box would you like a normal, after hours, and holiday rate listed in there or is just one rate, if so which rate. Also in the Hourly rates for CLIN X002, X003 and X004 would you need all three rates again or is it just one rate you are looking for?
Government Response: Attachment 2 Pricing Sheet. In accordance with the PWS and CLIN structure provide the hourly rates for the appropriate CLINs on attachment 2 pricing sheet the hourly rates may also be entered in the solicitation (SF1449) . (END) 8/1/2017
