HC102817R0078 Contractor Questions/Government Responses
Question (Q) 1. Will the government make drawings of each of the sites available for offeror review in order to better inform and prepare our response to the RFP?
Government Response Q1. HC102817R0078 Attachment 10 Current ISS Installations/Equipment Listing, The Government will provide the drawings as 20 enclosures to an offeror in separate emails. An email request shall be sent to tina.m.book.civ@mail.mil for the drawings. The drawings will be emailed to the requestor in several emails. The listing of equipment is provided in Attachment 10. See revised solicitation HC102817R0078 amendment 02.
Q2. We did not see any provision for a site visit at any of the RFP referenced locations. Does the government anticipate offering any site visits?
Government Response Q2. No site visit will be conducted.
Q3. Will the government provide offerors with the current SSA expiration dates at each of the locations?
Government Response Q3. HC102817R0078 solicitation page 108- 110, FAR Clause 52.222-54 has been removed. See revised solicitation HC102817R0078 amendment 02.
Q4. On page 8 of the solicitation, the list of sites and anticipated service commencement dates includes Warner Robins, GA. However, on page 30 of the solicitation, Warner Robins is not listed, but a “Future Site” is listed. Can the government provide the location or at least the geographic region where this future site might be located?
Government Response Q4. HC102817R0078 Attachments 2 & 10 have been updated to reflect the location as Warner Robins. See revised Attachments 2 & 10 posted.
Q5. Likewise, what should we use as a baseline for the ISS configuration at this site? It will greatly facilitate preparation of a realistic price proposal.
Government Response Q5.
Use Attachment 10, Current ISS Installations/Equipment Listing for the baseline at each site.
Q6. Should Attachment 10 Current ISS Installation, be used as the baseline to prepare our TR cost response for the Scenario in Attachment 5?
Government Response Q6. Yes Q7. On page 33, Section 12.2 Facility Access, the requirement states that Contractor Personnel who will be visiting the Site to perform duties must obtain a favorably completed Tier 3 check with at least an interim or final Secret clearance for non-escort access to non-SCIF areas. We also understand that the government will provide escorts for non-cleared personnel. The requirement further states that the contractor shall be required to possess a NACLC or security clearance for EACH employee representative who will perform work on the contract who may need computer room and building access. (A little confusing, but I think I know what you mean). HOWEVER, Section 12.3 Contractor Facility Security Clearance – “No FCL is necessary for this effort. This is not a classified contract. The contractor will not generate, store, or access classified information at their facility, at another vendor’s facility, or at a government facility. The contractor will not work on any classified systems. Personnel will receive a Secret clearance. The Government shall assign security escort personnel for uncleared Contractor personnel as needed to support the work described.” Does the next to last sentence contain a typo? If not, there appears to be an inconsistency between personnel clearance and facility clearance requirements. Please clarify.
Government Response Q7. HC102817R0078, page 33, paragraph 12.2 Facility Access.
There is no requirement for a Facility Security Clearance or individual clearances. This means that the Vendor does not have to create any facilities to generate, work on or store classified information or classified systems. Contractor personnel will not be granted unescorted access to secure areas that are classified. See revised solicitation HC102817R0078 amendment 02.
Q8. HC102817R0078, page 93, FAR Clause 52.215-21 subparagraph (b) is highlighted. Is there any fill in required on the part of the vendor, or does the clause not apply to this solicitation?
Government Response Q8. HC102817R0078 page FAR Clause 52.215-21 has been removed. See revised solicitation HC102817R0078 amendment 02.
