HC1028-16-R-0010

Industry Questions and Answers July 15, 2016

Question 1: Incomplete drawing package/missing part numbers. During our initial review of the technical data package, numerous missing or unrecognizable part numbers were discovered. Examples are provided in the attachments. It is our expectation that more will be discovered during thorough review and we will provide as discovered. Recommend that the Government provide all part numbers that are needed to locate and price components.

Some examples:

a. Drawing 0000-47528-0001: No BOM. Need component part numbers.

b. Drawing 07006B0052: Part numbers for items 1 & 8 are not recognizable. Cage code listed, 01365, is a Marine Corps cage code.

c. Drawing 8900-48261-0000: Drawing states “See Agile for complete BOM list.” Do not have access to "Agile." The BOM is necessary in order to quote.

d. Drawing 8900-52085-0000: Entire BOM has internal part numbers for cage code 1RWE7. These part numbers are not recognizable to component manufacturers.

Response 1:

a. Drawing added to TDP.

b. 07006B0052 is a drawing that was included as part of the TDP for reference, but we are not actually adding it to the contract. It has been removed from the TDP and should not be quoted.

c. Parts List added to TDP.

d. Parts List added to TDP with equivalent commercial/military specs.

Question 2: Referencing part number 9800F54034-0000A, PCB drawings refer to "Agile" for complete bill of materials (BOM). Please provide the BOMs for these parts. Also, we are requesting the Gerber files for all PCB drawings.

Response 2: The BOM and GERBER Files have been added to the TDP.

Question 3: In paragraph 6.2.5 in Section L, is the only price template the attachment J-3?

Response 3: Yes.

Question 4: Do all employees from the contracting agency and all employees from material suppliers have to sign an NDA? Or does just one employee representing the company have to sign one? Or not any at all?

Response 4: NDA should be signed on behalf of the company, meaning the company and all of its employees that have access to the data are responsible for adhering to the terms of the NDA.

Question 5: In paragraph 6.2.5 in Section L, the subcontracting plan, what are the requirements, do we need specific requirements, and if so, what does it entail?

Response 5: Subcontracting plans are not required to be submitted by small businesses. The reference will be removed.

Question 6: What is the intention of the Government by including the labor categories Program Management, Manufacturing, Quality Assurance, and Logistics in the T&M portion of the pricing spreadsheet? Typically these services would be embedded in the pricing for the individual IK CLINs and not separately proposed on a T&M basis. We anticipated proposing only labor rates for the Engineering services for the development of new IKs and modification of existing IKs, and not a part of the IK CLINs.

Response 6: IK CLIN pricing should include only material and material related charges (procurement and corporate indirect rates, etc.) for the items identified. Labor for this effort shall be priced on a T&M contract basis.

Question 7: Is the overall Program Manager position billable under the T&M portion of the pricing spreadsheet?

Response 7: The only PM hours billable under T&M would be if additional engineering services are required. Otherwise, PM hours are embedded within the fixed price of each CLIN.

Question 8: Can the Government clarify what constitutes “proof” of installation kit engineering design steps and/or processes? If specific documents, can these be excluded from section II page count?

Response 8: Show previous experience of designing and building kits similar to those required as part of the PM MC Installation Kits. This can include a combination of mechanical and electrical components combined as a kit used for installation and integration of military communication equipment or similar.

Question 9: Can the Government clarify what constitutes “proof” of available facilities, equipment, and human resources…”? If specific documents, are these excluded from section II page count?

Response 9: Detail the layout of facilities and equipment that are used to manufacture, fabricate, and assemble mechanical and electrical components of kits. This should include facility layout, available manufacturing equipment, kitting processes and the personnel involved.

Question 10: Can the Government clarify if all proposed subcontractors must complete Government-supplied NDA, and if so, submitted with proposal?

Response 10: All interested parties should, to the maximum extent possible, not disclose information related to this procurement unless there is a need to know. The NDA supplied to interested vendors was for the purpose of receiving the drawings and other sensitive information.

Question 11: Please provide guidance regarding un-sanitized subcontractor rates being sent directly to Government.

Response 11: Subcontractor proposal information, provided in support of the prime proposal, may be provided directly to the Government along with the rest of the proposal, at the time the proposal is uploaded to the DITCO Contracting Opportunities website, https://www.ditco.disa.mil/dcop . Refer to RFP Section L, paragraph 2.3.

Question 12: Are Cost Accounting Standards (CAS) disclosure statements required for subcontractor-submitted T&M pricing?

Response 12: CAS disclosure statements for the prime contractor or subcontractors are not required to be provided to the Government as a part of the initial proposal submission. Section L, 5.2 references summary descriptions of CAS disclosure statements and any changes which impact the Offeror’s proposal. Note that the Government may require disclosure statement support, from prime and subcontractors, during the course of review.

Question 13: Is information required from subcontractors within the proposal Section 1, Estimating & Purchasing system subsections?

Response 13: Yes. Estimating and purchasing system summaries and discussion, where applicable, shall be provided as a part of all subcontract proposal submissions.

Question 14: If the subcontractor is providing T&M engineering services portion, should the T&M Pricing tab on Pricing spreadsheet be labeled accordingly on column A block 1?

Response 14: The Prime contractor name shall be provided in Cell A1. The subcontractor name shall be provided in the Cost/Price Volume.

Question 15: Please verify that the prime contractor is responsible to report manpower through eCMRA, even if subcontractor is performing labor.

Response 15: Per DARS 37.102-90, Contracting Officers shall require the contractor manpower reporting requirement for all contracts and orders for services and supplies that include defined requirements for services, provided that the DoD is receiving or benefiting from the contracted services.

Question 16: Regarding attachment J, pg.7, 1.1.1 – It states that environmental requirements specified in section 3 of this document are not applicable to I-kits produced strictly for administrative and or classroom.

Response 16: That is correct.

Question 17: Can the Government address if cost of living will be applicable beyond one?

Response 17: Cost of living should not be applicable to this requirement as the effort is at contractor site. CONUS-based travel does not necessitate cost of living.

Question 18: On Page 63 in RFP Section 6.1 it mentions Sections A-K. Sections C, D, E, & J are missing?

Response 18: The sections referenced are from the Uniform Contract Format (UCF). If the sections are not in the RFP, they are not applicable for this RFP. Page 1, Item 11 lists as the missing sections: C - Description/specifications/statement of work; D - Packaging and marking; E - Inspection and acceptance and H – Special Contract Requirements. However, the Statement of Work is included as attachment J-1.

Question 19: 6.2.5 Section L a subcontractor is submit a sub-contracting plan. What are the requirements?

Response 19: Subcontracting plans are not required to be submitted by small businesses. The reference will be removed from the RFP.

Question 20: For drawing 13038579, item 28 &29 calls out “as required” quantities. How many do you want of each type for the kit?

Response 20: 50 each for Items 28 and 29. Drawing 13038579 REV A Added to TDP.

Question 21: Several drawings are missing. Could you provide or clarify what is supposed to be used?

Response 21: See Missing Drawings Spreadsheet, provided as a separate attachment.

Question 22: We respectfully request an additional 30 days extension to prepare our proposal due to the size and complexity of the technical data package (TDP). After receiving the TDP, we are anticipating needing more time to analyze the drawings, get them out to the suppliers and vendors for quoting the individual components and subassemblies, and then pulling all of that information together into a coherent and complete proposal package to you.

Response 22: The proposal due date is being extended to 5:00 PM ET on Monday, July 25, 2016. The new IK TDP CD has been uploaded to the AMRDEC site and access will be granted to vendors who have provided/will provide NDAs to the contracting activity.

Question 23: Please advise who is currently performing this work (the incumbent), as applicable.

Response 23: DRS Network & Imaging Systems, LLC is the incumbent.

Question 24: Can the Government provide an estimated Level of Effort (Hours)?

Response 24: No, the Government does not have an estimated Level of Effort.

Question 25: Section L, Sub-Section B - 6.1.2: You are asking for complete pricing information in Section B; however, in 5.1.2, instructions say under NO circumstance should pricing be elsewhere in the proposal (other than in the cost/price volume). Would you like the pricing in 5.1.2 to follow the format of section B? If not, please clarify.

Response 25: The Section 6.1.2 reference to Section B concerns completed pricing in the J-3 format. See the Section B description of the Installation Kits CLIN(s) and the discussion of Attachment J-3 pricing therein.

Question 26: Section L, Sub-Section G - 6.1.4: Are the only TBD sections in reference to the COR and Contractor Point of Contact?

Response 26: The awarded contract will identify the Government-appointed COR. If you are submitting a proposal, you will provide your Contactor POC in your proposal.

Question 27: Section L; Sub-Section H - 6.1.5: This is listed as TBD. Are there any special contract requirements that should be accounted for in the proposal?

Response 27: No, there are no special contract requirements to be accounted for in the proposal.

Question 28: Could you please clarify drawing number 9850-32307-0002? We are not sure exactly what you want supplied on this drawing. For example: item 102 calls out part 9850-54865-0000 with a reference quantity. When you go to note 9 (COMPONENTS INCLUDED AS PART OF ITEM 102) it could be interpreted that you are supplying only the note 9 parts which are as follows:

(1) 0410-54972-0000 (item 103),

(4) 10705AL315C (item 328),

(4) MS51553-420 (item 327),

(4) MS35751-16 (item 326).

Response 28: This should be interpreted as noted. Item 102 should only include the following:

(1) 0410-54972-0000 (item 103)

(4) 10705AL315C (item 328)

(4) MS51553-420 (item 327)

(4) MS35751-16 (item 326) It is on the top level drawing as a reference so one does not have to dig deeper for subassemblies during an installation as this Install drawing is the only included in kits. In future REVs, there should not be a NOTE 9 next to item 102.

Question 29: Are the parts listed above what should be in the kit or should we supply item 102 without the parts listed above? If you want 102 without the parts listed above, than a follow up question would be how to handle the Mounting Plate part? There are two drawings for the same exact part (0410-32258-0000 is the same exact part as 0410-54972-0000) therefore technically there is no 0410-54972-0000 to exclude from the kit.

Response 29: See Response for Question 28.

Question 30: In some kits there is a mix of colors for the parts (i.e., green and tan). Should the parts all be a consistent color?

Response 30: There is a mixture of colors due to the fact that when a majority of these designs were created, the standard color was Olive Drab. Since we have moved to a more desert climate, a majority of the Items are Tan. We still have both options for color usually differentiated by the -1 or the -2 conditions of the part. If there is a mixture, it is acceptable, but we would look to standardize a common color in the future.

Question 31: Will there be an extension granted to the solicitation due date until the missing drawings are provided?

Response 31: Refer to response to Question 22.

Question 32: We have attached a list of platforms associated in the drawings. Please provide us with the number of kits by platform.

Response 32: Unknown number of platforms. List of variants included in Power Point File “Installation Kit Reference Guide.”

Question 33: The solicitation paragraph 6.1.3 Section F - Deliveries or Performance states “Deliveries shall commence 155 - days after receipt of order at a steady rate of 250 kits/cables per week.” Please let us know if that is for specific kits or vehicles or for all kits.

Response 33: Any combination of hardware on that specific order would satisfy our requirement of 250 per week

Question 34: The provided drawing 3772027, MTS Display Mounting Bracket – Does not specify what type of material should be used for fabrication.

Response 34: ASTM B209 5052 H32. Shown in drawing block under MATERIAL.

Question 35: Notes within drawing 3772027 state that additional technical requirements are located in Oshkosh Drawing 1301040. However, drawing 1301040 is not included in the provided TDP. We request that you provide drawing 1301040 or specify the material requirements for part #3772027, MTS Display Mounting Bracket.

Response 35: ASTM B209 5052 H32. Shown in drawing block under MATERIAL.

Question 36: Please explain to us if there are any benefits if our company has HubZone Classification.

a. On sheet 2 of 3, Table 1 mentions layers 1, 6 and 3, 4. There is no layer number 6. This is a 4 layer board. Also we could not find trace and width of .0058” and .0048”.

b. We did find width and space of 0.0044” and 0.0066”. Do you want us to control impedance at these locations?

c. On Sheet 1 of 3, Note 17 mentions Fill Via with non-conductive material and then plate them over with metal. That process sequence does not look like normal PCB manufacturing process sequence. Please explain what you are trying achieve by this process sequence (filling via hole first with non-conductive material and then plating metal over it.)

Response 59:

a. The Rev A drawing shows an incorrect Table 1.

b. There is no sheet 6 or controlled impedance nets on layers 3, 4. The .BRD file shows the correct table and has controlled impedance nets on layer 1 referenced to layer 2. The .dwg and .pdf file will need to be updated.

c. Filling the via with non-conductive epoxy is a normal process. The via hole is drilled, the via barrel is then plated, the barrel is then filled with NCE, the top/bottom layers of the pcb are then plated over. The holes are filled to prevent them from filling with contamination from other processes.

Question 60: Please provide either source control drawings or the manufacturer's part numbers for the following list (Contracting Office Note: The list is not provided within this document.). These are DRS part numbers and they are not the manufacturer’s.
