The non-Government advisor will not actually rate or rank offerors’ proposals. The non-Government advisor will not take part in discussions. The non-Government advisor will be required to sign nondisclosure/conflict of interest documents prior to carrying out her responsibilities. Offerors’s objection to the disclosure of information to the non-Government advisor shall be provided in writing to the
Contracting Officer before the date set for receipt of proposals. The written objection shall include a detailed statement for the basis for the objection.
2.1.2. Point of Contact

2.1.3. Debriefings
The KO will notify offerors of any decision to exclude them from the competitive range;
whereupon, they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The KO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
2.1.4. Discrepancies

2.2.1 Page Limitations
Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Page limitations may be placed on responses to
Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this solicitation. Each page shall be counted except the following: cover pages, tables of contents, and glossaries, executive summaries, Organizational and Consultant Conflict of Interest (OCCI) mitigation plans and 508 compliance information.
2.2.2 Page Size and Format
2.2.2.1 A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single spaced. Except for the reproduced sections of the solicitation document, the text size shall be no less than 10 point Times New
Roman font for all text. The technical volume of the proposal is to be submitted as a Microsoft
(MS) Word 2007 or PDF document. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. The technical portion of the quotation is to be submitted as an MSWord 2007 or PDF document. These limitations shall apply to both electronic and hard copy proposals.
2.2.2.2 Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 10 point Times New Roman font for all text included in a table. These limitations shall apply to both electronic and hard copy proposals.
2.2.3 Cost or Pricing Information
All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volumes.
Cost trade-off information, work-hour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and trade-off decisions.
2.2.4 Cross-Referencing
To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
2.2.5 Indexing
Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. The table of contents will not be included in the page limitations.
2.2.6 Glossary of Abbreviations and Acronyms
Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. The glossary will not be included in the page limitations.
2.3 Electronic Offers
Submitting proposals via the worldwide web: Prior to submitting proposals, the offerors shall be register in the Central Contractor Registration (CCR) Database (http://www.sam.gov). The offeror must also have an External Certification Authority (ECA) https://www.ditco.disa.mil/news/news_article.asp?artid=3020 and be registered on the Defense
Information Technology Contracting Organization (DITCO) Contracting Opportunities web site, https://www.ditco.disa.mil/dcop. If the offeror has an existing account (i.e., registered with
DITCO for a prior solicitation) it is not necessary to re-register. The offeror may use that existing account to upload this proposal. If a new ECA is required, please contact the ECA vendor as soon as possible. The length of acquiring an ECA depends on the vendor approval. If the offeror is required to register on the DITCO web site, choose the option for "The solicitation requires vendor registrations for eligibility" during the registration process. The offeror will then be prompted to enter the solicitation number. The solicitation number entered at this point is only used to help DITCO prioritize the order in which to review and approve the registration requests. Upon completion of the on-line registration process, a DITCO representative will review and approve the registration request before the offeror will be given access to the protected areas of the web site. As soon as the registration has been approved, an email will be sent to the email address of the person who registered. The email will contain a user id and password that will be needed when uploading proposals. The approval of the registration request usually takes one business day. This registration process allows DITCO to precisely track when proposals are uploaded (or attempted to be uploaded). Offerors are strongly encouraged to register a minimum of one week prior to uploading a proposal. Offerors should also attempt to upload their proposal as early as possible to ensure no problems arise at the last minute. If you have any problems, please contact the DITCO customer service center at (618)229-9333. The
DITCO Contracting Opportunities web site provides a link for offerors to test the upload process.
This test link can be found on the web site's home page, https://www.ditco.disa.mil/dcop, in the right side menu under the heading, Sample Upload, RFP number, HC10XX-16-R-0010. If you have any problems the DITCO Customer Service Center at (618) 229-9333 http://www.sam.gov/ https://www.ditco.disa.mil/news/news_article.asp?artid=3020 https://www.ditco.disa.mil/dcop https://www.ditco.disa.mil/dcop
3.0 Volume I - Executive Summary
In the executive summary volume, the offeror shall provide the below information.
3.1 Narrative Summary
The narrative summary of the entire proposal should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding cost/price. The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.
3.2 Table of Contents
Include a master table of contents of the entire proposal.
4.0 Volume II – Technical/Management Volume
4.1 General
The Technical/Management Volume should be specific and complete. Each offeror’s response will be evaluated against the evaluation factors defined in Section M, Evaluation Factors for
Award. Using the instructions provided below, each offeror should provide as specifically as possible the actual methodology it would use for accomplishing/satisfying these subfactors. All the requirements specified in the solicitation are mandatory. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
4.2 Format and Specific Content
4.2.1 Technical/Management
In the Technical/Management volume, each offeror should address its proposed approach to meeting the minimum performance or capability requirements of each technical/management subfactor.
A concise and comprehensive proposal is desired. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or
“noted and understood” without supporting narrative to define compliance are not acceptable.
Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirements of the RFP or as demonstrating the ability to perform. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.
4.2.2 Volume Organization
The Technical/Management volume shall be organized according to the following general outline:
(1) Table of Contents
(2) Glossary
(3) Subfactor One: Source of Supply

5.0 Volume III - Cost/Price
5.1 General Instructions
5.1.1 Price Reasonableness and Completeness
This section is to assist the offeror in submitting information other than pricing data that is required to evaluate the reasonableness and completeness of your proposed price. The
Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. Note that unreasonably high proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal.
5.1.2 Cost/Price Information
All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
Unsanitized cost/price proposals are required to be submitted using the MS Excel-based Pricing
Template provided in Attachment J-3 – IK Price Template to the RFP. Instructions to complete the individual templates are found within the Pricing Templates on the ‘Price Proposal
Instructions’ tab. Additionally, the offeror shall provide sanitized versions price proposal where necessary. The price proposal shall contain substantiation for all proposed pricing.
5.1.3 Cost or Pricing Information Requirements
In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the KO determines the required conditions of adequate competition do not exist that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to certify its submitted cost or pricing data (see: FAR 15.406-2 -- Certificate of
Current Cost or Pricing Data).
5.2 Volume Organization
The Cost/Price volume shall consist of the following sections:
SECTION 1 - Table of Contents; summary descriptions of estimating, purchasing, and accounting systems; changes to estimating, accounting practices, or Cost Accounting Standards
(CAS) Disclosure Statement.
