Cost/Price Team will complete the total evaluated price analysis and organize proposals by their total evaluated price from lowest to highest The cost team then forwards up to 20 full and open and up to 20 small business set-aside, complete proposals to the Contracting Officer prior to the technical evaluation The Contracting Officer will evaluate this set for responsiveness to the RFP; compliance to the instructions in sections A-L, etc.

Up to 20 proposals in each suite will be sent to the past performance and technical teams The past performance team will evaluate the acceptability of the offeror’s Past Performance References based on recency, relevancy, and quality The technical team will evaluate a series of subfactors as acceptable or unacceptable (details on the following slides) Technically acceptable proposals will then be reviewed for reasonableness by the Cost/Price team

The Technical Subfactors are separated to support two different Technical Factors, one applied to the Full and Open suite and one applied to the Small Business Set-Aside suite The full and open subfactors are tied to performance areas that require more in-depth experience and expertise and larger levels of effort The small business subfactors are tied to performance areas that are more narrowly focused expertise areas The Technical Subfactors are presented with Problem Statement descriptions to give a sample effort scenario for offerors to propose within Proposals must clearly demonstrate how the offeror will meet each of the subfactor requirements within the given Problem Statement

Acceptable – Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable – Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Unknown - In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.
