The minimum qualifications designated for Volume V is a list of minimum qualifications the offeror must possess at time of proposal in order for their proposal to be considered for further consideration. All qualifications must be met for the offeror's proposal to be considered responsive.
This list is not inclusive of other requirements for certifications required by individual clauses and other instructions to this RFP.

| PMP Certified Project Managers |
| The Project Management Professional (PMP) is the most important industry-recognized certification for project managers. You can find PMPs leading projects in nearly every country and, unlike other certifications that focus on a particular geography or domain, the PMP is truly global. As a PMP, you can work in virtually any industry, with any methodology and in any location. |
| Click the Certify box to verify that you understand and will comply with the requirement to maintain PMP Certified Project Managers by time of first task order. |

| CMMI Maturity Level 3 or higher |
| The Capability Maturity Model Integration, or CMMI, is a process model that provides a clear definition of what an organization should do to promote behaviors that lead to improved performance. |
| Documentation in the form of an appraisal (SCAMPI, Class A) showing at least a Level 3 (Defined) maturity as attachment to proposal. |

| Recruitment and Retention Plan |
| Offeror must submit a Recruitment and Retention Plan, which will describe the offeror's plan to recruit and retain qualified personnel at proposed labor rates for ENCORE III task orders. Plan will not be evaluated. |

| The offeror must also confirm that it can recruit, hire, and retain an adequate workforce to meet the PWS requirements at the proposed labor rates. |

| Organization Conflict of Interest Plan (OCI) |
| Offerors must certify they included an OCI Plan in their proposal. |

| Understanding Responsibilities and Scope of Labor Categories |
| Offerors must certify they understand the roles and responsibilities of the ENCORE III labor category descriptions given in attachment J2. By checking the "Certify" box on this spreadsheet they are agreeing they understand labor categories as described. |
| No submittal. Offeror must check "Certify,” indicating they understand the roles and responsibilities of the ENCORE III Labor Categories provided. |

| Subcontracting Plan (Full and Open Suite Only) |
| Offerors in the Full and Open Suite must submit an acceptable Small Business Subcontracting Plan IAW FAR 52.219-9, Small Business Subcontracting Plan. This will be evaluated on an acceptable/unacceptable basis. See Section L, paragraph 7.4 of the RFP. |
