About this file
This is a Questions and Answers (Q&A) document for solicitation HC101926R0003, a custodial services contract for Building 77, a restricted-access facility. The contract is issued by NAVFAC Hawaii and represents a new requirement to assume custodial services currently performed under another agency's contract.
Contract Overview and Key Terms: The incumbent contractor is Opportunities and Resources, Inc. The anticipated award date is August 31, 2026 or earlier, with contract start on September 1, 2026. The base period begins September 1, 2026, with a 14-day phase-in period ending September 15, 2026 to allow for staffing, clearance processing, and badging. The contract covers approximately 70,653 square feet, consisting of 20 percent tile/vinyl composite tile flooring and 80 percent carpeted surfaces. Excluded spaces include server rooms, communications rooms, and SCIF areas. The contract includes a base period plus option periods with a surge support optional CLIN requiring offerors to propose pricing equal to 10 percent of the total proposed price for base and all option periods. Funds have been appropriated for this opportunity. No site visit will be scheduled due to service needs and the August 2026 due date.
Security and Staffing Requirements: All personnel must hold an active Secret security clearance at proposal submission and contract start. Personnel performing daily cleaning operations, including in Building 77, must possess Secret clearance, with DD Form 254 Block 11e designating cleared personnel as required. New hires may submit interim Secret eligibility at proposal and contract start through Defense Information System for Security (DISS) or e-QIP, with verified interim eligibility satisfying clearance requirements pending final adjudication. The Government will provide all necessary escorts for SCIF spaces, with cleaning access strictly scheduled Monday through Friday, 0800-1600 Hawaii time, at routine frequencies specified in the PWS. Supplies and Labor: The contractor must furnish all restroom consumables (toilet paper, paper towels, hand soap, sanitizing wipes, trash liners) and cleaning chemicals, equipment, and materials. No Collective Bargaining Agreement applies; Wage Determination 2015-5689 governs wage rates. CMMC Level 1 (Self-Assessment) applies; no CUI will reside on contractor information systems as all work is performed exclusively within government-controlled spaces on government-owned IT networks.

2 Will there be a scheduled site visit for this opportunity? Due to the services need date, there will not be a site visit.
3 What will be the anticipated award date for this contract? Anticipated award date is August 31, 2026 or earlier.
4 What will be the anticipated start date for this contract? September 1, 2026
5 What is the current monthly or total annual awarded amount for this contract?
Requirements have changed from the current contract; therefore, information is irrelevant.
6 Have funds been appropriated for this opportunity? Yes.
7 Is this an existing contract? Current services are covered under Contract N62478-21-D-2402, issued by NAVFAC Hawaii, with other tenants.
8 What is the current contract number? See answer to Question 7.
9 Solicitation HC101926R0003 28 52.237-1 FAR Clauses
Building 77 is a Restricted Area and the prior solicitation (HC101926R0002) included a site visit. Will the Government offer a site visit or building walk-through for HC101926R0003 before the 25 Aug 2026 due date? If so, please provide the date, location, access requirements, and RSVP instructions.
See answer to Question 2.
10 Solicitation HC101926R0003 (PWS) 69 11.3.2 PWS Section 11
PWS 11.3.2 requires personnel cleared with an interim or final Secret clearance at time of proposal submission. Please confirm whether offerors must submit evidence of cleared personnel (for example names, clearance levels, or DISS records) with the proposal, or whether an offeror's staffing and clearance approach is sufficient at submission with clearances verified prior to performance.
Offerors are not required to submit evidence of cleared personnel with the proposal. Offerors are required to submit evidence of Secret Facility Clearance and the completed DD Form 254.
11 Solicitation HC101926R0003 (PWS) 69 11.2 PWS Section 11.2
The PWS 11.2 clearance table lists a Secret requirement for Tasks 6.2, 6.3, 6.4, and 6.6 but does not list daily Task 6.1, while DD Form 254 Block 11e states cleared personnel are required because escorts cannot preclude access. Please confirm whether personnel performing daily cleaning (Task 6.1) must also hold a Secret clearance.
CONFIRMED: Yes, personnel performing daily cleaning under Task
6.1 must hold an active Secret security clearance.
While Task 6.1 was omitted from the PWS 11.2 clearance table, DD Form 254 Block 11e is the overriding security authority and explicitly mandates cleared personnel because physical escorts cannot preclude unauthorized access to classified information inside the secure perimeter of Ford Island Building 77. To prevent security compromises, all personnel entering the building to perform any contractual task must hold a Secret clearance.
12 Solicitation HC101926R0003 (PWS) 69 11.3 PWS Section 11.3
For new hires, will the Government accept interim Secret eligibility at proposal submission and at the 1 Sep 2026 start? Please confirm the acceptable sponsoring mechanism (for example DISS or e-QIP submission) and whether interim eligibility satisfies the requirement pending final adjudication.
CONFIRMED: Yes, the Government will accept Interim Secret eligibility both at proposal submission and for the September 1, 2026 contract start. The only acceptable sponsoring mechanisms are through the Defense Information System for Security (DISS) or the National Background Investigation Services (NBIS) Electronic Questionnaire for Investigations Processing (e-QIP/eApp). Under DoD security guidelines, a verified interim Secret eligibility fully satisfies the contract clearance requirement, permitting cleared personnel to immediately access Building 77 and perform all daily custodial duties while final adjudication remains pending.
13 Solicitation HC101926R0003 3 CLIN 0001 (POP) Schedule
The base period begins 1 Sep 2026, within days of the 25 Aug 2026 due date. Will the Government consider a phase-in period or a later full-performance date to allow staffing, clearance processing, and badging?
Yes, the Government acknowledges the ~2-week mobilization/startup timeframe required for Common Access Card (CAC) badging and clearance verification. Because full performance cannot begin without CACs, and the contract start (1 Sep 2026) is only days after the proposal due date (25 Aug 2026), the Government will establish a 14-day transition/phase-in period starting September 1, 2026. During this phase-in window, the incoming contractor will focus on onboarding, badging, and security processing, with full-performance operations officially commencing on September 15, 2026.
14 Solicitation HC101926R0003 (PWS) 61 3 (Background) PWS Section 3
The Background states this is a new requirement and that Building 77 is currently cleaned under another agency's contract. To support price realism, will the Government provide the current staffing level, labor hours, or estimated full-time equivalents for the existing custodial service?
See answer to Question 5.
15 Attachment: B77 Space Square Footage N/A N/A Attachment
The B77 Space Square Footage attachment totals 70,653 SF. Please provide the split between carpeted and hard-floor (VCT or tile) areas, and identify any spaces excluded from routine service (for example server, communications, or SCIF rooms), to support labor loading and periodic pricing.
The 70,653 SF floor breakdown consists of approximately 20% tile/VCT floor surface (restricted to breakrooms, kitchens, restrooms, and lockers) and 80% carpeted surface. Excluded Spaces: All server rooms and communications rooms are completely excluded from custodial cleaning services. SCIF/Secure Spaces: SCIFs and SCIF conference rooms will receive routine cleaning, but require mandatory escorts provided by DISA Pacific personnel cleared for those spaces;
adherence to the agreed-upon cleaning schedule is critical to ensure escort availability and avoid service delays.
16 Solicitation HC101926R0003 (PWS) 63 6.1.3 PWS Section 6.1
PWS 6.1.3 references cleaning SCIF areas with DISA-supplied escorts. Please identify which rooms are SCIF or otherwise access-restricted, confirm the Government will provide escorts for those spaces, and state the hours and frequency that access will be available.
The Government will provide all necessary escorts for SCIF spaces.
Identified SCIF Spaces: SCIF rooms, SCIF conference rooms, and their immediate access-control vestibules inside Building 77. Escort Provision: DISA Pacific personnel who are cleared for these specific spaces will provide all escorts. Access Hours & Frequency: Escorted cleaning access will be strictly scheduled and available Monday through Friday, between 0800 and 1600 (Pacific/Honolulu), at the routine cleaning frequencies defined in the PWS (typically daily or weekly depending on the specific room type).
17 Solicitation HC101926R0003 (PWS) 62 6.1.2 PWS Section 6.1.2
Please confirm the contractor shall furnish all restroom consumables (toilet paper, paper towels, hand soap, sanitary seat covers) and trash liners for all restrooms and breakrooms, and confirm whether any consumables, dispensers, or equipment are Government-furnished.
The contractor shall provide all cleaning supplies, equipment, restroom consumables, and associated materials necessary to perform the required services, including toilet tissue, paper towels, hand soap, sanitary seat covers, trash liners, cleaning chemicals, cleaning equipment, and personal protective equipment.
Reference: PWS Sections 5, 6.1.2, 6.1.4, and 6.5.
18 Solicitation HC101926R0003 22 Surge Support CLIN Schedule / PWS
Please provide the basis for pricing the optional Surge CLIN. Should offerors propose a not-to-exceed amount equal to 10 percent of the contract value, or a specific estimated quantity of surge hours or events for evaluation?
Offerors should propose an amount equal to 10% of the offeror's total proposed price for the base and all option periods, excluding any six-month extension of services, pursuant to FAR 52.217-8.
19 Solicitation HC101926R0003 27 52.222-41 FAR Clauses / WD 2015-
Is there a Collective Bargaining Agreement covering incumbent custodial employees, or incumbent employees subject to FAR 52.222- 41(c) successorship, whose wage rates or seniority must be honored? Please confirm whether Wage Determination 2015-5689 alone governs, or whether a CBA applies.
There is no Collective Bargaining Agreement since this is a new contract. Wage Determination 2015-5689 governs.
20 Solicitation HC101926R0003 28 252.204-7021 DFARS Clauses / DD254
DFARS 252.204-7021 (CMMC) is incorporated and the DD Form 254 invokes CUI handling per DoDI 5200.48. Given the work is performed in Government spaces and the contractor does not generate, process, or store classified or CUI on its own systems, please confirm the required CMMC level and whether any CUI will reside on contractor information systems.
CONFIRMED: No CUI will reside on contractor information systems.
Because all work under this contract is performed exclusively within government-controlled spaces (Building 77) on Government-owned IT networks, the contractor will not generate, process, store, or transmit CUI on its own corporate systems. Consequently, under the CMMC final rule (32 CFR Part 170), the contractor's internal systems are out of scope for CMMC Level 2, and the contractor is only required to maintain CMMC Level 1 (Self-Assessment) to verify basic safeguarding of Federal Contract Information (FCI).
