About this file
This Addendum No. 3, issued July 17, 2026, by the Massachusetts Department of Transportation (MassDOT) Highway Division, transmits revisions to contract documents for the Harvard Federal Aid Project (FAP No. STP-0033(045)X), a resurfacing and box widening project on Ayer Road from Route 2 to the Ayer Town Line. The project scope encompasses approximately 9,200 linear feet of roadway improvements including pavement resurfacing with multiple asphalt courses, box culvert replacement and extension, drainage improvements, a 10-foot shared use path, stormwater management enhancements, utility relocations, wetland mitigation, and traffic control. Key bid items include milling of 25,000 square yards of pavement, 10,170 cubic yards of unclassified excavation, 4,250 tons of Superpave intermediate course asphalt, 86,250 reflectorized drums, 1,920 days of Type C arrow board deployment, and 700 square feet of safety signing. Proposals are due and will be opened on Tuesday, July 28, 2026, at 2:00 p.m. Construction is scheduled to occur from summer 2026 through summer 2028. The addendum revises multiple contract documents including supplemental specifications (Document 00715, 20 pages), federal-aid construction contract provisions (Document 00760, 12 pages), and steel price adjustment provisions (Document 00813, 4 pages), with significant additions addressing milled rumble strips, power pedestals, traffic signal detection systems, video monitoring systems, pedestrian pushbuttons, accessible pedestrian signal assemblies, and connected work zone notification systems.
The estimated contract value is $9,977,000, funded through federal-aid Surface Transportation Program (STP) dollars with state match, requiring a proposal guaranty equal to 5% of bid value. Price adjustments apply for hot mix asphalt (base price $712.50 per ton), Portland cement ($452.13 per ton), diesel fuel ($3.911 per gallon), gasoline ($3.136 per gallon), and structural and reinforcing steel using the U.S. Department of Labor Bureau of Labor Statistics Producer Price Index (Series ID WPU101702) with a base price index of 370.1. Prevailing wage rates established by the Massachusetts Department of Labor and Workforce Development and the U.S. Department of Labor apply to all workers. The project is subject to Title VI Civil Rights Act compliance, Federal Equal Employment Opportunity Contract Specifications (Executive Order 11246), and requires minority and female participation goals. Federal permits include USACE General Permit 23 (verified July 17, 2025) authorizing fill discharge in streams and wetlands with compensatory mitigation, and MassDEP Order of Conditions (January 30, 2025) establishing environmental protections. Bidders must be pre-qualified by MassDOT in the HIGHWAY-CONSTRUCTION category and must submit electronic bids through www.bidx.com, with electronic submission required and COMMBUYS prohibited for this project.

in an emergency or fault flashing mode.
| The | locator | tone | shall | be | active | during | the | flashing | yellow | and | alternating | flashing | red | intervals | of | a |
| pedestrian | hybrid | beacon | phasing | sequence. |
| Upon | button | press, | the | locator | tone | at | that | pushbutton | shall | be | interrupted | and | a | speech | message | of | “Wait” |
| shall | be | broadcast. |
| The | normal | status | of | the | pilot | light | shall | be | dark. | The | pilot | light | shall | illuminate | upon | button | press | and | stay |
| illuminated | until | the | start | of | the | walk | interval, | when | it | shall | return | to | dark. | If | the | associated | pedestrian | phase | |
| is | set | to | pedestrian | recall, | the | pilot | light | shall | stay | illuminated | for | all | intervals | except | for | the | walk | interval. |

| *For | concurrent | pedestrian | phases, | during | the | walk | interval | the | speech | message | shall | be: | “[STREET | ||
| NAME]. | Walk | sign | is | on | for | [STREET | NAME].” | This | message | shall | be | broadcast | a | single | instance. |
| If | the | signal | is | programmed | to | rest | in | walk, | the | concurrent | pedestrian | speech | message | shall | be |
| repeated | upon | each | subsequent | button | press. |
*Note: See Plans for Street Name information.
The vibrotactile arrow shall vibrate during the walk interval.
| The | Contractor | shall | include | a | fault | relay | that | will | default | to | placing | a | constant | pedestrian | call | from | any |
