About this file
This is a final design plans document for the Hamilton County Highway Department in Indiana, specifically for Bridge 140 rehabilitation project located on Hazel Dell Parkway over Cool Creek in Clay Township. The project involves the preservation and rehabilitation of an existing three-span prestressed concrete box beam bridge constructed in 1997, with spans measuring 54 feet, 58 feet, and 54 feet, featuring a clear roadway width of 27 feet and overall length of 168.5 feet. The bridge serves as a Primary Arterial facility with a design speed of 40 mph, accommodating an Average Annual Daily Traffic of 5,150 vehicles (2020 data) projected to increase to 9,112 vehicles by 2040, with truck traffic comprising 9 percent of the volume. The project includes comprehensive rehabilitation work such as polymeric concrete overlay application (3/8-inch thickness) to the bridge deck, partial-depth bridge deck patching (estimated 700 square feet), reconstruction of Type I-A joints, surface sealing, pavement markings, and approach slab work including mill and resurface operations with asphalt wedge transitions. Temporary improvements include multi-use pathway work, landscaping, and riprap installation with geotextile protection at multiple locations along Cool Creek.
The design plans, prepared by Clark Dietz, Inc. and certified by Professional Engineer Robert D. Chandler II (Registration No. PE10504698) as of October 27, 2025, incorporate erosion control and sediment management across two construction phases with temporary dewatering systems, cofferdams, and filter socks to manage in-stream construction activities. The hydraulic design incorporates existing waterway data including a Q100 design discharge of 5,500 cubic feet per second, design water surface elevation of 737.90 feet, and velocity of 4.38 feet per second. Temporary impacts include approximately 0.052 acres below the ordinary high water mark with expected two-week duration and restoration utilizing vegetated seed mix. The construction standards reference 1996 AASHTO specifications with design stresses for Class A, B, and C concrete ranging from 3,000 to 4,000 psi, and reinforcing steel with yield strength of 60,000 psi. The project incorporates standard Indiana Department of Transportation traffic control and signage requirements for road closure, detour routes, and maintenance of traffic throughout construction operations.
