About this file
This document is an Amendment (#1) to a federal solicitation for Cost-of-Living Data Collection and Analysis services issued by the Defense Human Resources Activity (DHRA). The contract (H9821025R0001) is a re-compete with the incumbent being DecisionPoint Corporation, featuring a five-year ordering period with the first task order covering 12 months from 15 May 2025 to 14 May 2026. The solicitation requires contractors to collect and analyze non-housing price data from both domestic and international locations to determine cost-of-living allowances (COLA) for service members.
Key amendments include updated contract clauses, a revised pricing structure with a not-to-exceed travel amount of $13,000 per year, and clarifications on proposal submission requirements. Offerors are expected to create data collection templates, collect cost-of-living data worldwide, and provide actionable insights using methods like market surveys and predictive modeling. The contract allows for telework, does not require a facilities clearance, and permits first-tier subcontractors to be counted in past performance evaluations. Pricing will be firm-fixed price, with the government providing the current market basket list of goods and services for reference.
