About this file

This is a pricing table template for an IDIQ contract supporting cost-of-living data collection and analysis services for the Defense Human Resources Activity. The template covers five ordering periods from May 15, 2025 through May 14, 2030, with each period requiring 5,500 total estimated labor hours across four key labor categories: Program Manager (1,000 hours), Senior Data Analyst (1,500 hours), Economic Research Specialist (1,200 hours), and Junior Data Analyst (1,800 hours).

The file includes detailed labor category descriptions with required skill levels and qualifications, such as a Program Manager requiring Level III skills with BA/BS plus 5-7 years experience or MA/MS plus 1-5 years experience. Offerors must provide fully burdened labor rates for each category and ordering period, which will be evaluated for price reasonableness and used to establish the total contract ceiling when combined with the government's not-to-exceed travel amount under CLIN 0002. The template requires offerors to map their proposed labor categories to the government's specified categories and demonstrate adequate price support documentation.
