About this file

The file is an Excel-based Solicitation Pricing Table for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract opportunity for Cost-of-Living Data Collection and Analysis. The document outlines a five-year ordering period from May 2025 to May 2030, with consistent estimated labor hours across four labor categories: Program Manager (1,000 hours), Senior Data Analyst (1,500 hours), Economic Research Specialist (1,200 hours), and Junior Data Analyst (1,800 hours), totaling 5,500 hours per ordering period.

The pricing table requires offerors to complete fully burdened direct labor rates for each labor category, with specific skill level requirements for each role. Labor categories include a Program Manager (Skill Level III with BA/BS and 5-7 years experience), Senior Data Analyst (Skill Level III with data analysis expertise), Economic Research Specialist (Skill Level II with economic research background), and Junior Data Analyst (Skill Level I with 1-3 years experience). The contract is for the Defense Human Resources Activity and focuses on collecting and analyzing non-housing price data from CONUS and OCONUS locations to determine cost-of-living allowances (COLA) for service members, utilizing market surveys, predictive modeling, and geospatial analysis.
