Performance Work Statement (PWS)

Basic Allowance for Housing Data Collection and Analysis Services

1.0 INTRODUCTION

The Defense Travel Management Office requires Contractor services to collect and furnish rental housing cost data for approximately 300 separate housing markets, identified as Military Housing Areas (MHAs) in the United States, including Alaska and Hawaii. MHA boundaries are determined by DPAC and the number of MHAs to be considered during performance could range from 250 to 310 annually (See Appendices 1 and 2). An MHA includes rental markets surrounding military duty stations or metropolitan areas. The principal goal of defining an MHA around a duty station is that service members should receive a Basic Allowance for Housing (BAH) sufficient to permit the typical member to live a reasonable distance from his or her duty station.

2.0 BACKGROUND

2.1 In accordance with United States Code, Title 37, Chapter 7, Section 403, the Secretary of Defense shall establish the BAH rates that are applicable for the various MHAs in the United States. The BAH program measures rental-housing costs in the civilian market rather than measuring how much service members spend on housing. The BAH program was designed to provide more accurate housing allowances based on the market price of rental housing rather than member-reported rents, thereby ensuring a better correlation between allowance payments and rental prices.

2.2 BAH is a U.S. based allowance determined by geographic duty location, pay grade, and dependency status. It provides uniformed service members adequate housing compensation based on housing costs in local civilian housing markets within the United States when government quarters are not provided. The BAH payments made under this program are entitlements that enable service members to offset costs of adequate housing within a reasonable distance of their duty locations. The BAH program results in total annual payments to service members in excess of $20 billion. Due to the high visibility of the BAH Program, it is imperative that the yearly housing allowances be based on a data collection and analysis effort that is thorough, accurate, verifiable and well-documented.

3.0 SCOPE The Contractor shall provide all personnel, management, software, equipment, training, and supplies necessary to collect, monitor, analyze, and provide rental housing cost data to the DPAC that will serve to establish BAH rates annually for each MHA.

4.0 REQUIREMENTS The Contractor shall:

4.1 Collect and analyze rental housing cost data for MHAs. Use standard methodology in collecting, monitoring, and analyzing data to ensure data accuracy and compatibility for housing units available for rent between 16 March and 1 August, while limiting introduction of statistical bias to the data sampling process.

4.1.1 Collect housing costs for rental units, as specified in para 4.5.1, at each location to include separate data covering average utilities (i.e. electricity, gas, oil, other heating fuel, water and sewer).

4.1.2 Collect data representative of specific neighborhoods, as defined by sets of ZIP Codes and Census Tracts approved by the Government. All rental housing data shall be verified and apply to recent rentals only. Recent is typically within 6 weeks of the data collection.

4.1.3 Provide analyzed data and support information, reports, and presentations using the formats specified in paragraph 5.0.

4.2 Transition Plans.

4.2.1 Transition In. The contractor shall provide a final Transition-in Plan within five (5) working days after award.

The final transition plan shall include a detailed list of the transition activities, with start and end dates, to be accomplished by the Contractor in order to ensure a successful and uninterrupted support. The transition plan shall also include its approach or methods, in accordance with government onboarding requirements, to ensure key positions are in place within 14 days, and all contractor personnel are in place within 45 days of contract award.

Key positions are identified as Program Manager and Senior Program Analyst. The government will review and provide comments to contractor within five (5) working days of receipt. The Contractor shall provide a finalized

Transition-in Plan addressing any government comments within ten (10) working days of government comments.

4.2.2 Transition Out. The outgoing Contractor is ultimately responsible for performing full services IAW the contract, during the phase-out period, and shall not defer any requirements for the purpose of avoiding responsibility or of transferring, such responsibility to the succeeding Contractor. The outgoing Contractor shall fully cooperate with the succeeding Contractor and the Government, so as not to interfere with their work or duties.

4.3 Complete the below listed Phases in the timeframes indicated.

Phase 1 1 November – 15 April Preparation for Data Collection

Phase 2 1 February – 31 October Data Collection Effort

4.4 Phase 1 - Preparation for Data Collection

4.4.1 Attend yearly kickoff meeting. The Contractor shall meet with the DPAC and review expectations and requirements of the contract for the contract year. At the meeting the Contractor shall provide an Annual Plan that includes a management plan of the anticipated tasks, workflow, milestones and deadlines and an outline of the anticipated data collection plan.

4.4.2 Map MHAs. Provide maps of Military Housing Areas, targeted census tracts, and other associated housing data using ArcGIS, Quantum GIS, or other mutually-agreed-upon formats. Maps shall be produced in a format suitable for interactive display on web pages, as well as in static map forms. Submit final maps to the COR via electronic file.

4.4.2.1 Develop and maintain Effective Market Areas (EMAs) for each MHA, which are sets of contiguous zip codes within MHA boundaries, based on the population center of the MHA, in which 90% of current BAH recipients live.

4.4.2.2 Identify and exclude census tracts with high rates of crime from the rental analysis, according to methods and data sources approved by the Government

4.4.3 Implement, and annually update, the Data Collection Plan which details the tasks, workflow, methods, and milestone schedule for the data collection. Plan updates and sources for data collection shall be coordinated with the

DPAC.

4.4.3.1 Provide a Data Collection Plan. The Data collection plan shall describe how each PWS task/subtask will be accomplished in terms of staff roles and functions. The Data Collection plan shall provide details on the development and access to an extensive database containing housing cost data for several hundred locations in the

United States, and to verify the housing cost data independently, ensuring accurate, reliable, consistent data and deliverables. The data collection plan shall cover the following topics:

4.4.3.2 Description of the issues addressed in research design (e.g., sample size, confidence and margin of error, sample stability, and measures taken to mitigate bias, etc…).

4.4.3.3 Plan for acquiring rental data from local sources such as Military Housing Offices (MHOs), if required by the government.

4.4.3.4 Plan for acquiring all other proposed sources of rental data.

4.4.3.5 Source and method for provision of utility costs.

4.4.3.6 Method of ensuring consistency of approach and measurement across different locations, while collecting data reflective of the unique housing stock available in each location

4.4.3.7 How data collected will be representative of each MHA.

4.4.3.8 Method for collecting data and/or estimating rents in standard MHA environments as well as methods for data collection and/or rent estimation in difficult housing markets (e.g. small, remote locations with limited rental housing stock or vacation rental-saturated rental markets).

4.4.3.9 Automation of data collection and data management when appropriate.

4.4.3.10 Description of indexing or proxy methods, if data for one location will be furnished in lieu of original data for another location, or if data from an alternative source will be furnished in lieu of data collected specifically for the BAH data collection effort.

4.4.4 Conduct Data Collection Training. Conduct training sessions for MHOs at locations within the Continental

United States (CONUS) and/or online at request of the Government. Military Housing Offices may assist in data collection by identifying a portion of the real estate professional contacts and/or properties that are suitable for use in the BAH data collection effort, or additional data to provide local context to the data collection effort. A training summary shall be provided after each training session that memorializes questions and key concerns addressed during the training.

4.4.4.1 Conduct up to four one-day regional data collection training sessions at the request of the Government at locations for MHOs that may participate in the data collection effort. Training sessions shall cover the MHOs role in the process, as determined by the Government, and detail the process of identifying adequate and suitable properties for inclusion in the data collection effort.

4.4.4.2 Conduct up to four half-day data collection training sessions at the request of the Government via live web interface for MHOs that may participate in the data collection effort. Training sessions shall cover the role of

MHOs in the process, as determined by the Government, and detail the process of identifying adequate and suitable properties for inclusion in the data collection effort.

4.4.5 Create an MHO Data Collection Guide. Electronically distribute data collection process guides to MHOs, as requested by the Government, not later than 16 March. The process guide shall provide guidelines for identifying adequate and suitable properties and census tracts for inclusion in the data collection effort, and instructions on how to use the web-based tool to do so.

4.4.6 Analyze local square footage standards/averages in each MHA to develop guidelines used to control the quality and adequacy of data submission.

4.4.7 Modify Data Collection Database. Annually modify/update current database code/processes/methods used in data collection to address desired changes as agreed upon with DPAC and to mitigate security requirements/ vulnerabilities/errors/bugs. All application code and data shall become property of the Government.

4.5 Phase 2 - Data Collection Effort. The Contractor shall:

4.5.1 Collect a rental data sample to include apartments, townhomes/duplexes, and/or single family houses and/or housing expenditure data that reflects both the available housing stock and civilian housing type choices for various income levels for each MHA. All data collection sources and methods must be approved by the Government before the start of data collection.)

4.5.1.1 Receive, collect, log, and store rental and/or housing expenditure data from additional, Government-approved data sources in an interactive web-based tool.

The web-based tool shall:

4.5.1.1.1 Be accessible by end users (data submitters such as MHOs), higher level reviewers (such as BAH and

Installation Service Representatives), and Government, with different permissions levels for each category of user.

4.5.1.1.2 Have the ability to query submitted data by quantity and quality.

4.5.1.1.3 Provide interactive maps for end users to use in identifying MHA boundaries, EMA boundaries, geographic dispersion of rental data submissions, and census tracts identified as eligible for data submission

4.5.1.1.4 Allow Government-approved end users to input rental housing data that may include real estate contact information, rental listing information for individual units, and/or contextual data related to the local market.

4.5.1.1.5 Operate and be integrated in the Government website environment.

4.5.1.1.6 Comply with DoD security policies for information systems IAW Section 8 of this PWS.

4.5.1.2 Collect rental and/or housing expenditure data from commercial and government sources.

4.5.1.2.1 Monitor and provide a summary of the overall MHO data sample by individual data source (e.g., compare unit price, square footage, utility cost by source).

4.5.1.2.2. Maintain a subscription to at least one industry-leading commercial rental market analytics database and integrate local rental listing data from this database into the annual BAH data sample for review and approval nationwide.

4.5.1.3 Collect rental data from a selection of properties used in previous years, if still adequate and available, to facilitate a longitudinal rental analysis, if requested by the Government.

4.5.2 Identify and collect legacy data (current rental data from properties used the previous year) for trend analysis within an MHA.

4.5.3 Map and geocode (pinpoint a location on a map from a zip code, address or longitude/latitude lines) all data submitted from any data source for use in the BAH data collection, where possible.

4.5.4 Collect data pertaining to utility expenditures by housing type and/or income level and locality. Utilities include electricity, heating fuel, water, and sewer. Create a database of collected utility data with the ability to query for specific areas and rates within MHAs.

4.5.5 Create a Total Housing Cost (THC) estimate based on utility costs, plus current year median rents for multiple housing types and/or income levels in each MHA. Provide both raw and edited electronic data files, as well as an editable spreadsheet or database of THC. Housing type or income level groupings are determined by the

Government.

4.5.6 Data Sharing. Incorporate data shared between multiple MHAs, as approved by the Government, for the applicable THCs.

4.5.7 Perform quality control and edit checks for all data collected.

4.5.8 Link final, quality-controlled THC estimates to housing costs in all zip codes outside of MHA boundaries, according to method reviewed and approved by the Government

4.5.8.1 Provide a data crosswalk linking each zip code in the United States to its corresponding MHA or County

Cost Group (CCG) as assigned by the Government. The crosswalk must be up-to-date according to current active

U.S. Postal Service zip codes and adhere to the format requirements defined by the Government.

4.5.8.2 Produce THCs for each CCG (groups of counties outside MHA boundaries with similar housing costs) by linking each group to THCs for MHAs, using a methodology and data source developed or approved by the

Government. All zip codes not included within an MHA boundary must be assigned to a CCG.

4.5.9 Develop a regression model to smooth year-over-year raw THC variability based on historical THC change data for each MHA. Model must meet specifications provided by the Government.

4.5.9.1 Produce raw THC data and post-regression, data-smoothed THCs for each MHA

4.5.9.2 Summarize the effects of the regression-based data-smoothing for each individual MHA, as well as the general effect on the nationwide data sample.

4.5.9.2.1 Provide an Annual Summary Report that details the data collection methodology used, all deliverables, data sources and quality check methods; and provides recommendations and industry best practices for improving data collection processes.

4.6 All Phases:

4.6.1 Provide support to Government data collection efforts to include: responding to questions from DoD and the

Uniformed Services regarding specific locations and their data submission, responding to technical questions by field offices and resolving problems related to the collection of BAH data, providing data analysis of previously collected data, and evaluating potential methodological changes to the analysis.

4.6.2 Perform Site Reviews. Perform site reviews at each ordered MHA location (see Appendix 1 for traditional ordering quantities). Each review will generally last for no more than one day at each MHA location. Obtain photos and compile written observations of median priced rentals for each of the housing profiles in each MHA selected for review. Submit the photos and profile information via electronic file to the COR upon completion of each site review.

4.6.3 Conduct installation site visits. Accompany Government staff on a one-day visit to a military installation and surrounding area. Prior to the visit, prepare and distribute electronic files containing:

4.6.3.1 A synopsis of issues raised by the installation command.

4.6.3.2 Historic BAH data for the MHA/CCG.

4.6.3.3 Maps of data points used in setting the current BAH rates for the MHA.

4.6.3.4 Other MHA-specific information as requested by the Government.

4.6.3.5 At the conclusion of each site visit, create a site visit report that will be used by DoD to provide feedback and any additional analysis to the visited site commands, Service compensation and installation representatives, and other BAH stakeholders.

4.6.4 Perform ad hoc studies as requested by the Government. Typical studies may include researching varying approaches to utility rate-setting methods, developing alternate rental price data collection methods and proxies for use of data in areas with sparse housing stock or low populations, or identifying and quantifying potential sources of data sample bias. Studies will generally consist of approximately eighty hours of research.

4.6.5 Provide support for data requests and audit requests received by DHRA. Review and compare the quality of data submissions from MHOs and/or other data contributors and sources and Develop a process for data reviews to ensure the quality of data submissions from all sources contributing to the BAH sample. Provide recommendations to the Government of preliminary data submission from MHOs or other sources for quality review. Submit reports that describe the results of the completed review, including a summary, a log of meetings with housing professionals, and recommendations for further consideration.

4.6.6 Develop and maintain an annually updated comparison ratio between BAH rates and American Community

Survey (ACS) housing expenditure data (or another widely accepted, publically available alternate data source) for each MHA.

4.6.6.1 Comparison ratio must be both granular and flexible enough to serve as a quality control measure for BAH sample data at the census tract level.

4.6.6.2 Comparison ratio must be available to Government year-round, excluding technical maintenance periods.

4.6.7 After conclusion of the contract base year, evaluate the effectiveness of BAH interpolation and anchor point linkages up to two times for the duration of the contract, if applicable and as requested by the Government

4.7 Participate in a Post-Award Conference.

This meeting shall provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The

Contractor shall provide a written summary of the Post-Award Conference.

5.0 DELIVERABLES

Deliverables shall be submitted electronically to the Contracting Officer’s Representative (COR) via email or secure

DoD file transfer systems as an attachment. All deliverables under this requirement shall be submitted in Microsoft

Office Word version 2016 or greater or Adobe PDF. Deviations from this format must be coordinated and approved by the COR prior to submission.

6.0 CONTRACTOR MANPOWER REPORTING

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Defense Travel Management Office via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://sam.gov, System for Award Management. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.

While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, unless a later date is otherwise authorized by the Office of the Under Secretary of Defense (Personnel and Readiness). 7.0 CONTRACTOR TRAVEL

Contractor costs for Government authorized travel are included in this contract. All travel shall be in accordance with FAR 31.205-46 and applicable travel regulations (JTR). Contractor payment claims shall include applicable documentation to support actual costs incurred (e.g. airfare and hotel/lodging receipts) as well as any receipts valued at or above $75.00. Failure to provide appropriate documentation may result in loss of reimbursement of travel expenses.

Anticipated travel for this requirement includes multiple trips annually to various locations throughout the U.S. to perform training, site reviews, and other tasks. (See Appendix 1 for traditional ordering quantities of tasks that may require travel.)

8.0 SECURITY

8.1 Access to Sensitive Information

8.1.1 To the extent that the work under this contract requires the Contractor to have access to DoD sensitive information the Contractor shall after receipt thereof, treat such information as confidential and safeguard such information from unauthorized use and disclosure. The Contractor agrees not to appropriate such information for its own use or to disclose such information to third parties unless specifically authorized by the Government in writing.

8.1.2 The Contractor shall allow access only to those employees who need the sensitive information to perform services under this contract and agrees that sensitive information shall be used solely for the purpose of performing services under this contract. The Contractor shall ensure that its employees will not discuss, divulge or disclose any such sensitive information to any person or entity except those persons within the Contractor’s organization directly concerned with the performance of the contract.

8.2 Position of Trust Requirements. All Contractor personnel with access to DHRA systems or data must comply with DOD Personnel Security Program. All persons on this contract will be designated in a Non-Critical Sensitive position (IT-II) as determined by the Government per position responsibilities.

8.2.1 Prior to beginning work on this contract, the contractor will complete all required personnel security requirements as specified by DHRA, Personnel Security Office.

8.3. Complete and submit a Tier 3 (IT-II) vetting application (Standard Form (SF) 86 National Security Questionnaire through e-QIP, fingerprints and proof of US citizenship) that is favorably accepted by the Defense Counterintelligence

Security Agency (DCSA) for all employees under this contract requesting a position of trust determination.

8.3.1 It is the responsibility on the contractor to ensure their employees and sub-contractors (if applicable) comply with DHRA personnel security requirements.

8.4 Controlled/Restricted Areas. The Contractor shall be compliant with local procedures for entry to DHRA controlled/restricted areas where Contractor personnel will work.

8.5 Physical Security. The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each work day, all Government facilities, equipment and materials shall be secured.

8.6 Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

8.6.1 Comply with HSPD-12 Personal Identity Verification (PIV) issuance requirements, known as the Common

Access Card (CAC). Submit a Tier 1 (IT-III) or Tier 3 (IT-II) vetting application via e-QIP, fingerprints, and proof of

US citizenship to the Defense Counterintelligence Security Agency (DCSA) for all employees under this contract.

Personnel requiring access to IT III level information systems, including e-mail, shall have at a minimum a favorable

Tier 1 background investigation. Note: The DMDC network is an IT-II level system. All contractors requiring access to DMDCs network, including email, will require a favorable Tier 3 background investigation.

8.6.1.1 All Contractor personnel must obtain/maintain a favorable FBI National Criminal History Check (fingerprint check).

8.6.1.2 Provide two forms of identification (I-9 document).

8.6.1.3 Personnel must be citizens of the United States.

8.6.1.4 Obtaining CAC or PIV ready status is the responsibility of the contractor. It is the responsibility of the contractor to notify DHRA Security and/or DMDC Cybersecurity Division when complete.

8.7 Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

8.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on all DHRA installations.

8.8.1 HANDLING: Access to CUI material shall be limited to those employees needing the material to perform their duties. The CUI marking is assigned to documents and material created by a DoD User Agency. CUI is not a classification, but requires extra precautions to ensure it is properly safeguarded and disseminated and is not released to the public without government authorization.

8.8.2 MARKING: Mark unclassified documents containing CUI: “CUI" at the top and bottom of each page, include the CUI warning box, and the CUI Designation Indicator Block as required in DoDI 5200.48. In a classified document:

8.8.2.1 Mark individual paragraph containing only CUI, but not classified material by placing “(CUI)" at the beginning of the portion.
