ADDENDUM to FAR 52.212-1 Instructions to Offerors – Commercial Items

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Failure to follow these instructions may result in immediate elimination of an Offeror’s proposal from contract award consideration.

Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Any required items missing from the solicitation, may result in the offer being considered non-responsive and not be considered for award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors should note the following important information regarding proposal submission:

1. SAM: Any Offeror that submits a proposal in response to this solicitation must be registered in the System for Award Management (SAM) in accordance with FAR Clause 52.232-33 and DFARS Clauses 252.201- 7000 and 252.204-7004 Alt A, prior to contract award. Registration information can be found at https://www.sam.gov.

2. Communication: Solicitation information and amendments will be posted to SAM website at https://www.sam.gov. Offerors may email written questions requesting clarification of the RFP to the Contract Specialist, Dr. E. Nichole Wyche-Seawood at; ellen.n.wyche-seawood.civ@mail.mil. No information concerning this RFP or requests for clarification will be provided in response to telephone calls. Questions will be received up to 12:00 PM Eastern Standard Time (EST) on August 4, 2022.

3. Proposal Submissions: All proposal submissions in response to this solicitation must be received no later than 5:00 PM Eastern Standard Time (EST) on September 1, 2022.

Proposal – Offerors shall submit complete proposals separated into the following volumes:

A. VOLUME I Business and Past Performance: Offerors shall email a copy of the proposal to the Contract Specialist and the Contracting Officer. This volume shall include:

i. Offeror Information: Company Name, Address, Point of Contact Information and Phone Number, CAGE code, DUNS Number, Tax Identification Number (TIN), and Business Size.

ii. Completed Representations and Certifications of Offeror (FAR Clause 52.212-3 Alt I).

iii. Past Performance References: Offerors shall submit no more than 3 relevant Past Performance references. All references shall address current projects or those completed within the last five years by the Offeror as a prime contractor.

For each reference being submitted, complete and include a Past Performance Relevancy Questionnaire (PPRQ) found at Enclosure 4. Complete and submit one PPRQ per reference.

The Government will utilize the references submitted to obtain additional performance information on the Offeror. Subcontractors Past Performance will not be reviewed. Should the Offeror possess no relevant past performance, a written statement shall be provided by the Offeror so indicating. In this case, the Offeror will be assigned a rating of Unknown Confidence.

B. VOLUME II Technical: Offerors shall submit ONE electronic copy of Volume II. The total page count for this volume shall not exceed 45 single-sided pages, inclusive of any table of contents, appendices, attachments etc. The Government will only review up to the 45th page of this volume; therefore, any pages beyond 45 will not be evaluated. Margins shall not be less than ½ inch. Font may be Times New Roman or Arial with not less than eleven pitch.

Technical Proposal: This section shall address the Offeror’s technical capability of meeting the requirements the PWS and Evaluation Factors.

C. VOLUME III Price: Offerors shall submit ONE electronic copy of the completed Price Template found at Enclosure 5.

QUESTIONS AND ANSWERS

Solicitation H98210-22-R-0023 Amend 02 Questions and Answers Clarification

Clarification Q1) What is the proposed man-hours/workload per year?

Clarification A1) The historical estimated man-hours per year are 15,000.

Clarification Q2) Does the government have an estimate of the number of FTEs that it expects to be able to complete this requirement?

Clarification A2) Based on an estimated man-year of 2,080 hours, the per year estimated man-hours of 15,000 equal an approximate 7.2 full-time equivalents (FTEs).

Q1) What is the proposed man-hours/workload per year?

A1) The following are historical estimates of the annual man-hours.

Q2) Does the government have an estimate of the number of FTEs that it expects to be able to complete this requirement?

A2) Based on an estimated man-year of 2,080 hours, the historical annual man-hours of 8,880 equal approximately

4.3 full-time equivalents (FTEs).

Q3) CLINs 0001AF, 1001AF, 2001AF, 3001AF, 4001AF – Data Collection Training – have an annual unit cap of five trainings each. PWS sections 4.4.4.1 and 4.4.4.2 request up to four regional on-site trainings and four live web interface trainings, respectively. Can the Government please clarify the apparent discrepancy?

A3) The maximum number of total training sessions is five per contract year. These trainings can be any combination of on-site (meaning in-person) and live web interface (meaning virtual) trainings depending on the Government’s requirement each year. For example, the Government may request four on-site trainings and one virtual training, or four virtual trainings and one on-site training.

Q4) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

A4) This is a follow-on contract to IDIQ H98210-18-D-0001, the incumbent is Robert D. Niehaus, Inc.

Q5) If not brand new, could you please provide the current/previous contract number?
