About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation for solicitation H9242126QE021, issued by HQ USSOCOM (United States Special Operations Command) on March 11, 2026. The amendment modifies the original solicitation dated March 3, 2026, to reflect questions and answers provided and updates to the Performance Work Statement (PWS).

The amendment increases estimated quantities for five line items (0003, 1003, 2003, 3003, and 4003) from four to five units each. The solicitation seeks Special Operations Forces Austere Medical Technician (SOFAMT) training services. Contractors must submit electronic quotes by March 16, 2026, at 12:00 EST (not extended) including technical capability (Microsoft Word format, maximum 15 pages), completed SF1449 pricing for all Contract Line Item Numbers (CLINs), signed acknowledgment of amendments, and resumes. The Government will evaluate proposals using three factors: Technical Acceptability, Price, and Past Performance (focusing on relevance, recency within three years, and quality). Award is based on Best Value without discussions anticipated. Contractors must maintain specified insurance coverage (Workers' Compensation per state requirements, Employer's Liability $100,000, Comprehensive General Liability $500,000, Comprehensive Automobile Liability $200,000 per person/$500,000 per occurrence) and attend a post-award conference. The Contracting Officer is SFC Jeffrey Modlin (jeffery.s.modlin.mil@socom.mil), with Contract Specialist SFC Alan Farr (alan.farr.mil@socom.mil). Quote validity must be at least 60 days, and all offers must clearly demonstrate technical approach and qualified personnel to meet PWS requirements.

Evaluation Factors for Award

Header Miscellaneous Text (Modified):

Evaluation Factors for Award

ADDENDUM TO FAR 52.212-2

EVALUATION OF COMMERCIAL PRODUCTS & COMMERCIAL SERVICES

(a) Basis for Award - The Government will award a contract based on the Best Value of the offeror proposal that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation.

1.0 BASIS FOR AWARD - Best Value

1.1 A Best Value approach will be used; the evaluation criteria are described herein. The Government will award a contract resulting from this solicitation to a responsible Contractor whose quote conforms to the solicitation and will be the most advantageous to the Government.

1.2 The Government's technical evaluation team will evaluate the quote to determine if it is either Technically Acceptable or Technically Unacceptable (price excluded). In order to be considered Technically Acceptable, the quote for each factor must be determined Acceptable and must demonstrate an understanding of the requirement that meets the needs of the solicitation and PWS. Failure to meet the criteria outlined in the PWS will render the quote technically unacceptable and will not be considered for award.

1.3 The Government will evaluate the quote strictly in accordance with this solicitation and will not assume that performance will include areas not specified in the Contractor's submission.

1.4 The Government intends to award the contract without discussions. Therefore, the quote should contain the contractor's best term from Technical Capability and Price Reasonableness standpoint. Additional oral or written information from the contractor may be requested. The Government reserves the right to conduct discussions. Ifa revised quote is requested, it will be evaluated against the same criteria as was the initial quote.

1.5 Evaluation Criteria: The Government will use the criteria set forth below to evaluate and select the awardee. Evaluation criteria consist of three (3) evaluation factors. The quote will be evaluated under the following evaluation factors:

Factor 1: Technical Acceptability Factor 2: Price Factor 3: Past Performance

-Assigning Ratings: The Technically Acceptable factors will be assigned one of the ratings below:

Table A-1. Technical Acceptable/Unacceptable Ratings

RATING DESCRIPTION

Acceptable Quote clearly meets the minimum requirements Unacceptable Quote does not clearly meet the minimum requirements

FACTOR 1: TECHNICAL ACCEPTABILITY: To be determined Technically Acceptable, the contractor's quote must demonstrate the technical approach to meeting all PWS requirements to include a detailed narrative which clearly illustrates how they will provide sufficient and qualified personnel, equipment, supplies, tools, any materials necessary to meet the requirement of the Performance Work Statement.

FACTOR 2: PRICE: The contractor submitted complete pricing for all required sections and line items as instructed and explained in the Instructions to Offerors.

a. As part of price evaluation, the Government will evaluate its option to extend services (see FAR 52.217-8) by adding six (6) months to the Contractor's total price. Contractor is required only to price the base, and four 1-year option periods. Contractor shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of the option period, utilizing the same rates as the last six months of the last option period.

b. Options: The Government will evaluate offers for award purposes by adding the total price for all options including the total price for the base requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

c. Note: Trade-offs between price and non-price factors are not permitted. Unreasonably high, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. The Government will evaluate proposed prices for reasonableness IAW the instructions above.

d. If the contracting officer determines that the lack of balanced pricing poses an unacceptable risk to the Government, the contracting officer may reject the offeror's proposal. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more-line items is significantly over or understated.

FACTOR 3: PAST PERFORMANCE: Past Performance shall consist of the following:

a. Relevance: How closely past performance contracts align with the current solicitation requirements.

b. Recency: The timeframe of past performance, with a focus on contracts completed within the last 3 years.

c. Quality of performance: This includes assessments of the contractor's ability to meet deadlines, adhere to specifications, and maintain quality standards.
