About this file
This document is a Standard Form 30 (SF 30), Amendment 0002, issued by HQ USSOCOM to extend the response due date for solicitation H9242126QE021 from March 16, 2026 at 12:00 PM to March 19, 2026 at 6:00 PM. The amendment was effective March 17, 2026 and issued due to non-compliance with original instructions to offerors regarding quote submission.

For CLINs 0003, 1003, 2003, 3003, and 4003, the minimum decreased from one course to five students, while the maximum increased from five courses to 100 students. The solicitation will result in a single-award Indefinite Delivery/Indefinite Quantity contract with fixed-price task orders and a guaranteed minimum of two SOFAMT task orders during the base period. The contracting officer is SFC Jeffery S. Modlin of the 905th Contracting Battalion, Fort Bragg, NC, and the contract is being administered by HQ USSOCOM.

Office of Procurement Policy Letter 92-1 (as published in the Federal Register, Volume57, No. 190, page 45096, dated September 30, 1992), entitled Inherently Government Functions.
1. No personal services shall be performed under this contract. No Contractor employee will be directly supervised by the Government. All individual employee assignments and daily work direction shall be given by the applicable employee supervisor. If the Contractor believes any Government action or communication has been given that would create a personal services relationship between the Government and any Contractor employee, the Contractor shall promptly notify the Contracting Officer of this communication or action.
2. The Contractor shall not perform any inherently governmental actions under this contract. No Contractor employee shall hold him or herself out to be a Government employee, agent or representative. No Contractor employee shall state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with third parties in connection with the contract, Contractor employees shall identify themselves as Contractor employees and specify the name of the company for which they work. In all communications with other Government contractors in connection with this contract, the Contractor employee shall state that they have no authority to in any way change the contract, and that if the other contractor believes this communication to be a direction to change their contract, they should notify the Contracting Officer for that contract and not carry out the direction until a clarification has-been issued by the Contracting Officer.
3. The Contractor shall ensure that all of its employees working on this contact are informed of the substance of this clause. Nothing in this clause shall limit the Government's rights in anyway under any other clause or provision of the contract, including those related to the Government's right to inspect and accept the services to be performed under this contract. The substance of this clause shall be included in all subcontracts at any tier.
NON-PERSONALSERVICES
TheGovernment and the Contractor understand and agree that the services to be provided under this contract by the Contractor to the Government arenol-personal services and the parties recognize and agree that no employer employee or master-servant relationships exist, or will exist, under the contract, between the Government and the Contractor and/or between the Government and the Contractor's employees. f. Be used in administration or supervision of Military procurement activities.
2. Employee Relationship:
a. The services to be performed under this contract do not require the Contractor or its employees to exercise personal judgment or direction on behalf of the Government, but rather the Contractor's employees shall act and exercise personal judgment and discretion on behalf of the Contractor.
b.Rules, regulations, direction, and requirements that are issued by command authorities under their responsibility for the good order, administration, and security are applicable to all personnel who enter the installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control which is consistent with anon-personal services contract.
INTERRELATIONSHIPSOF CONTRACTORS

Further, the Government may extend these existing relationships or enter into new relationships. The Contractor may be required to coordinate with such other Contractor(s) through the COR in providing suitable, non-conflicting technical interfaces and in avoidance of duplication of effort. By suitable tasking, such other Contractor(s) may be requested to assist the Government in the technical review of the Contractor's technical efforts.
