About this file
This document is a Questions and Answers (Q&A) response file addressing contractor inquiries related to the Special Operations Forces Austere Medical Technician (SOFAMT) training Sources Sought solicitation H92421-26-R-E021. The file clarifies 28 substantive questions spanning Performance Work Statement (PWS) requirements, solicitation instructions, and evaluation factors.
Key clarifications include: EMT-B passing rate requirements (90% within two years) may be met through key personnel or subcontractors; TCCC Tier III certification has been moved from Phase 2 to Phase 3 CULEX, with Phase 2 now limited to 15 days for EMT-B, PHTLS, and AMLS; CULEX training must occur within a 200-mile straight-line radius of Fort Bragg with patient movements spanning up to 25 miles across various facilities and terrain; the Quality Control Plan is due 15 days after contract award; Phase 2 and Phase 3 instructors require SOF backgrounds with specific medical training credentials; CULEX vehicles must be available throughout the entire exercise duration; Refresher Distance Learning occurs 5 times per year; and students receive one federal holiday off during Phase 2, with exceptions made case-by-case. The Government will provide Medical Direction through 1st SFC Command Surgeon, facility Wi-Fi is the contractor's responsibility, and the contractor must be prepared to execute CULEX independently if government cadre are unavailable, though government cadre will typically assist in planning and execution. Tab A (Technical Capability) and Tab B (SF1449 pricing) are submitted as separate documents with a combined 10-page limit, and resumes for all key personnel instructors must be included in Tab A.

Para.
Questions/Comments
PWS
1.6.6
Q: PWS 1.6.6 states the contractor must have a previous EMT-B passing rate of 90% or higher within the last two years. Will the Government accept this requirement being met through the historical pass rates of our Key Personnel, a teaming partner/subcontractor, or through demonstrating equivalent high-level operational medical training success for USSOCOM elements?
A: Yes, any Key Personnel, a teaming partner/subcontractor meeting this requirement will be considered if able to demonstrate past EMT-B performance.
PWS
1.6.6
Q: The PWS requires experience providing SOFACC programs (EMT-B, PHTLS, AMLS, TCCC, PFC) within the last two years. Given the operational tempo of highly qualified firms, will the Government expand this requirement to accept contractors who have provided "similar scale and scope of operational medical training, including PFC and TCCC, to USSOCOM and DoD elements within the last three to five years"?
A: This course requires current and qualified instructors maintaining teaching credentials in EMT-B, PHTLS, AMLS, TCCC certifications, any contractor meeting this requirement outside of two years will be considered, with preference to contractors producing certification inside of the two-year window. The two-year requirement ensures vendors are current on the latest protocols and methodologies. Fields like TCCC and PFC evolve and recent experience is a strong indicator of current competency.
PWS
1.4.4
Q: PWS 1.4.4 requires the CULEX to be executed within 200 miles of Fort Bragg, NC. Can the Government clarify if this 200-mile requirement is measured by a straight-line radius (air miles) or by driving distance? Furthermore, would the Government accept a premier, highly-austere training facility located at 220 driving miles if it provides superior tactical training value?
A: CULEX training must occur with the 200-mile radius of Fort Bragg Main gate. If driving to training facilities is within said 200 range, it would be considered acceptable. (straight line air miles)
PWS
1.4.4
Q: The PWS states the contractor should conduct long-range movements that "span an area of over 25 miles." Does this refer to a contiguous 25-square-mile training facility, or a linear 25-mile movement corridor? If linear, are contractors permitted to utilize a combination of commercial facilities and adjacent public/private lands to achieve the 25-mile movement?
A: The purpose of the 25-mile movement requirement is to replicate a long-range patient movement chain touching various facilities, persons or modes of transportation. The move should be up to a maximum distance of 25 miles and can occur in/at any combination of commercial, private or public land and facilities such as box truck, barns, clinics and hotel rooms. This movement can occur in a linear manner from point to point or in an out and back scenario.
PWS
4.2 & 4.3
Q: NREMT-B and continuing medical education programs typically require oversight by a licensed Medical Director. Will the 1st SFC Command Surgeon provide Medical Direction for the certification portions of this course, or is the contractor required to provide a licensed Medical Director (MD/DO) as part of their Key Personnel?
A: The contractor is responsible for facilitating and providing all requirements necessary for EMT-B, PHTLS, AMLS and TCCC Tier III. This includes certifications, North Carolina Office of Emergency Medical Services approved educational institution and testing facilities. This has been added to the PWS

Instructions to Offerors
Q: Please clarify whether TAB A: Technical Capability and TAB B: Price are two separate documents. Tabs are typically in a single document, but in order for the Technical Capability to “not include an price information,” Price would need to be a separate document.
A: TAB B is the completed SF1449 with pricing and signed. Pricing and vendor information will be redacted for technical evaluations.
Solicitation
Instructions to Offerors
Q: Does the 10 page limit apply only to TAB A: Technical Capability?
A: Addendum 52.212-1 states the total submission SHALL not exceed 10 pages.
Solicitation
Instructions to Offerors
Q: In which TAB should offerors provide “(3) Signed SF1449 with all pricing completed” and “(4) Acknowledgement of Solicitation Amendments”?
A: TAB B. The SF1449 is the solicitation. Bidders will complete and sign blocks 30a-30c on the solicitation and any SF30 Amendments and submit with required documents in Instructions to Offers.
Solicitation
Instructions to Offerors; Supplies or Services & Prices or Costs
Q: Instructions for “(2) Price Submission” require a “completed CLIN Structure which includes a price for each CLIN, a total price for each contract period, and a total price for all CLINs.” This is a different structure from the CLIN format provided in Supplies or Services & Prices or Costs table, specifically the requirements for “a total price for each contract period, and a total price for all CLINs.” Please confirm whether TAB B: Price is a separate pricing format from the one to be submitted as part of the requirement “(3) Signed SF1449 with all pricing completed.”
A: The solicitation provides pricing blocks for each CLIN. TAB B is the SF1449 completed with pricing and signature.
Solicitation
Evaluation Factors for Award
Q: Past Performance is included as an Evaluation Factor. However, the Instructions to Offerors does not ask for Past Performance. Please confirm whether offerors should provide past performance information.
A: This has been corrected and added to the Instructions to Offerors
Solicitation
Evaluation Factors for Award
Q: The “Best Value” Basis for Award is defined as “most advantageous to the Government.” Technical Evaluation is “Technically Acceptable or Technically Unacceptable.” FACTOR 2(c) states “Trade-offs between price and non-price factors are not permitted.” Therefore, a “Technically Acceptable” and lowest “Total Evaluated Price” may not get the award based on it not being “most advantageous to the Government.” Then, what is the criteria for determining “Best Value” to the Government?
A: Best value will be determined based on relevant past performance, Technical approach and detailed narrative of how the vendor will provide sufficient services IAW the PWS, and price.
PWS
1.2.2, 1.4.3
Q: Based on NREMT, NC Office of EMS (NCOEMS), and NAEMT regulations regarding the number of hours required to achieve NREMT-B, PHTLS, AMLS, and TCCC Tier III (CMC) certification, the 3 weeks allotted to Phase 2 are not sufficient to meet the hands-on skills and clinical rotation requirements. We have determined that 22 days would be required to meet these requirements alone. With the addition of PFC and austere emergency care exercises, an offeror cannot fulfill all the requirements currently slated for Phase 2. Would the Government consider removing the TCCC Tier III CMC requirements from Phase 2? This would reduce the required number of days to address all requirements to 15, which would afford additional time for studying and NREMT-B examination.
A: The Government is willing to move the TCCC certification (63 qualifying hours) from Phase 2 to Phase 3 CULEX. 15 Days (three working weeks) will be allotted for completion of EMT-B, PHTLS, ALMS. This has been updated in the PWS.
PWS
1.4.4.
Q: The PWS states Phase 3 CULEX can be no less than 5 days. What is the maximum length of Phase 3?
A: The maximum length of the CULEX is not to exceed 7 days. This has been added to the PWS.
PWS,
Solicitation 1.4.4, CLIN X003
Q: While CLIN X003 is optional, for pricing purposes, please verify Phase 3 CULEX requires a minimum of 5 days of training, up to 8 hours a day, with an overnight prolonged field care exercise w/i 200 miles of Fort Bragg, moving over an area of at least 25 miles.
A: The requirement would be no less than 5 days of continuous training. To specify, each individual medical scenario should not last more than 8 hours, especially during the first 2 days (craw/walk) However, more than one scenario can and should be linked together to create a demanding and challenging scenario within this culex week towards the latter half. The contractor will be expected to provide adequate work/rest cycles for students and cadre, with the goal of operating day into night and vice versa. Confirming that the CULEX requires a minimum of 5 days of training, with scenarios occurring day and night within 200miles of Fort Bragg with patient movements UP to 25 miles.
