About this file
This document is a solicitation for Closed Circuit Television (CCTV) installation and maintenance services under Solicitation Number H9242124Q0013. The U.S. Special Operations Command is seeking a contractor to provide new CCTV cameras, power supplies, switches, surge protectors, and other components, as well as installation and quarterly maintenance services at various locations. The solicitation requires the contractor to meet specific technical specifications for the CCTV equipment. Offers are due by September 6, 2024, and the contract will include a base period and four 1-year option periods. The procurement is set aside for small businesses, and the government will use a lowest-price, technically acceptable evaluation approach to award the contract. Pricing for the base and option periods, as well as emergency and non-emergency service calls, is required. The solicitation also includes standard federal contracting clauses.

ADDENDUM TO FAR 52.212-2
EVALUATION OF COMMERCIAL PRODUCTS & COMMERCIAL SERVICES
(a) Basis for Award - The Government will award a contract based on the lowest price of the offeror proposal that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation.
1.0 BASIS FOR AWARD – LOWEST PRICE TECHNICALLY ACCEPTABLE
1.1 A Lowest Price Technically Acceptable (LPTA) approach will be used; the evaluation criteria are described herein. The Government will award a contract resulting from this solicitation to a responsible Contractor whose quote conforms to the solicitation and will be the most advantageous to the Government.
1.2 The Government’s technical evaluation team will evaluate the quote to determine if it is either Technically Acceptable or Technically Unacceptable (price excluded). In order to be considered Technically Acceptable, the quote for each factor must be determined Acceptable and must demonstrate an understanding of the requirement that meets the needs of the solicitation and PWS. Failure to meet the criteria outlined in the PWS will render the quote technically unacceptable and will not be considered for award.
1.3 The Government will evaluate the quote strictly in accordance with this solicitation and will not assume that performance will include areas not specified in the Contractor’s submission.
1.4 The Government intends to award the contract without discussions. Therefore, the quote should contain the contractor’s best term from Technical Capability and Price Reasonableness standpoint. Additional oral or written information from the contractor may be requested. The Government reserves the right to conduct discussions. If a revised quote is requested, it will be evaluated against the same criteria as was the initial quote.
1.5 Evaluation Criteria: The Government will use the criteria set forth below to evaluate and select the awardee. Evaluation criteria consist of two (2) evaluation factors. The quote will be evaluated under the following evaluation factors:
Factor 1: Technically Acceptable Factor 2: Price
-Assigning Ratings: The Technically Acceptable factors will be assigned one of the ratings below:
Table A-1. Technical Acceptable/Unacceptable Ratings
RATING DESCRIPTION
Acceptable Quote clearly meets the minimum requirements Unacceptable Quote does not clearly meet the minimum requirements
FACTOR 1: TECHNICAL ACEPPTABILITY: To be determined Technically Acceptable, the contractor’s quote must demonstrate their technical approach to meeting all PWS requirements to include a detailed narrative which clearly illustrates how they will provide sufficient and qualified personnel, equipment, supplies, tools, an materials necessary to meet the requirement of the Performance Work Statement.
FACTOR 2: PRICE: The contractor submitted complete pricing for all required sections and line items as instructed and explained in the Instructions to Offerors.
a. As part of price evaluation, the Government will evaluate its option to extend services (see FAR 52.217-8) by adding six (6) months to the Contractor’s total price. Contractor is required only to price the base, and four 1-year option periods. Contractor shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of the option period, utilizing the same rates as the last six months of the last option period.
b. Options: The Government will evaluate offers for award purposes by adding the total price for all options including the total price for the base requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c. Note: Trade-offs between price and non-price factors are not permitted. Unreasonably high, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. The Government will evaluate proposed prices for reasonableness IAW the instructions above.
d. If the contracting officer determines that the lack of balanced pricing poses an unacceptable risk to the
Government, the contracting officer may reject the offeror’s proposal. Unbalanced pricing exists when, despite a acceptable total evaluated price, the price of one or more-line items is significantly over or understated.
