About this file
This document contains answers to questions from potential offerors on solicitation number H9240521R0001 from the United States Special Operations Command for Undersea Systems Test and Evaluation Support. The USSOCOM Undersea Systems Program Management Office is developing dry submersibles with diver lock-in/lock-out capability for Naval Special Warfare Forces. They have developed a Technology Baseline Vehicle and are fielding a Dry Combat Submersible system, and plan to acquire a Dry Combat Submersible Next with increased capability to meet NSW requirements. They are also developing additional supporting technologies. The questions and answers clarify submission requirements, noting only one electronic copy per volume is needed and certain attachments have been removed. Additionally, offerors can propose an alternative price matrix format to allow more transparent cost presentation.

Undersea Systems Test and Evaluation Support RFP H92405-21-R-0001 Questions & Answers
Item RFP Document Para. Questions/Comments
1 RFP L.0.9 Q: Section L.0.9 requires that 1 original print copy of Volumes 1-4 be submitted. Is this requirement accurate or will the submission be electronic?
A: No printed copies are required. That detail has been stricken from the Section L of the solicitation.
2 RFP L.0.7 Q: Related to Question #1, Section L.0.7 directs submission of proposals via email. Section L.0.9 states that two electronic copies are required per volume. Request clarification on the requirement to submit two electronic copies per volume via email.
A: Only one submission for each volume is required via email.
The instruction is amended in Section L of the solicitation.
3 RFP L.2.1.6 Q: Section L.2.1.6 requires that the “Past Performance Questionnaire (Attachment 5)” be included in Volume 2 Past Performance. For other proposals, we have completed the basic contract information and forwarded the questionnaire to the POC listed on the past performance with a request that they complete the form with their assessment and return it directly to the government by the submission deadline.
Request clarification on how offerors should handle these questionnaires.
A: Section L is amended and Attachment 5 is removed.
4 RFP L.3.3 Q: Section L.3.3 states that the “awardee is expected to have an adequate cost accounting system as determined by the Defense Contract Audit Agency (DCAA). IAW DFARS 252.242-7006(c) Accounting System Administration – System Criteria”. Will my proposal be considered non-compliant if I can’t meet this requirement by the proposal deadline?
A: DCAA is expected to complete either a pre/post award audit.
Contractors will be expected to comply with DFARS 252.242- 7006(c).
5 RFP &
Attachment 4 Price Matrix
L.3.1 Q: Section L.3.1 states “… The offeror shall not lock, re-format, remove, change, or alter the cells in RFP Attachment 4 unless otherwise instructed.” This presents two problems:
1. The spreadsheet appears to have a formula error in COL F that results in a calculation error when information is entered.
2. The spreadsheet is not set up to show the separate burdens on prime labor and subcontractor labor costs.
Would the government consider authorizing a spreadsheet like the attached example to allow for a more transparent cost presentation?
