About this file
This document contains official questions from industry and government responses regarding a request for proposal for Joint Geospatial Analytic Support Services II (JGASS II). The solicitation seeks geospatial intelligence and imagery intelligence analysts to support worldwide operations. Key details include:
-
The JGASS II contract will provide experienced geospatial intelligence analysts to process, exploit and disseminate traditional and non-traditional intelligence data using advanced geospatial techniques and multiple data sets within the geospatial intelligence architecture.
-
Questions and answers clarify pricing requirements, including that only CONUS transition costs should be included in the pricing matrix and that transition plans must still address all OCONUS personnel.
-
The response confirms training facility requirements, including that the proposed facility must be within 15 miles of Fort Bragg in Fayetteville city limits and include both a conference room and IAEFTC training location.
-
Clarification is provided that offerors are not required to discuss the current IAEFTC program of instruction but should propose how to staff, coordinate and facilitate a similar course to include course objectives.
-

Official Questions from Industry with Government Responses for
JGASS II Request for Proposal H92402-20-R-0003
1. Attachment 7, Price Matrix - We noticed Tab 0006 Transition CLIN does not include the
Transition Manager LCAT, is this intentional?
Government Response: The FTE requirement remains 260, and will not be adjusted for the transition manager who is a temporary asset to the contract for a period of no longer than 90 days. Thus, the Government intentionally did not include a Transition Manager LCAT in the Attachment J-7 Pricing Matrix.
2. L.6.5 CLIN 0006 Transition - “For Price Evaluation Purposes only, the offeror shall not include any OCONUS transition costs in this tab due to variability in the projection of individual FTE movement. The offerors transition plan is still required to address transition of all OCONUS FTEs within the transition period as highlighted elsewhere in Sections L and M of the solicitation.” Does this imply offeror’s solution should not include transitioning the 23 OCONUS personnel within the 90-day transition?
Government Response: That assumption is incorrect. L.6.5 states “The offerors’ transition plan is still required to address transition of all OCONUS FTEs within the transition period as highlighted elsewhere in Sections L and M of the solicitation.” Only the OCONUS transition costs shall not be included in the CLIN 0006 Tab in Attachment J-7 Pricing Matrix; and again, this is for Price Evaluation Purposes Only.
3. Reference Question #27, Part A. Section L, Att. 7 Pricing Matrix L.3.1, Tab 0006 - Current information (GovWin) shows an end date for the current contract (JGASS I) of 24 FEB 2021. The JGASS II Transition period (CLIN 0006) begins on 17 FEB 2021. With only a 7 day overlap, any phased transition plan will disrupt continuity of operations, i.e., all 237 CONUS FTEs would need to be available on day 1 of transition to maintain continuity of operations as the CLIN 0001 start date is 17 MAY 2021. Can the customer confirm the end date for JGASS I? Is there a transition out period for the current contract that would overlap a 90-day transition in period for the incoming JGASS II contractor?
Government Response: The Period of Performance dates listed in the JGASS II solicitation are estimated and will adjust, as needed, to accommodate the ongoing source selection schedule. It is the Government’s intent to maintain performance on the JGASS I contract, as needed, to accommodate the awardee’s transition schedule under JGASS II.
4. Reference Question #27, Part B. Section L, Section M L.6.5, M.7.1 - The incumbent contractor could potentially have very minimal transition costs as compared to any non-incumbent incoming JGASS II contractor, and thus have an unfair price advantage as transition costs are part of the Total Evaluated Price (TEP). Would the customer consider eliminating transition costs as part of the TEP to provide a fair price playing field for all bidders?
Government Response: The Government will not entertain hypothetical evaluation ratings or scenarios. All offerors are required to complete a 90 day transition for the JGASS II requirement. Per L.3.1, all Offerors shall establish milestones at the 30th, 45th, 60th, 75th and 90th day and shall include fill-rate metrics. All offerors' transition plans will be evaluated in accordance with Section M.3. The Government will not remove the Transition, CLIN 0006 from the TEP calculation. The Government will be assessing each offeror’s TEP, as proposed, for reasonableness, realism, and completeness.
5. SOW 11.4 (page 21) - Can the Government confirm that a training facility within a 15 mile radius of Fort Bragg will satisfy the requirement?
Government Response: SOW 11.4 states “The IAEFTC shall be within 15 miles of Ft.
Bragg, NC in the Fayetteville city limits.” Please note that the conference room and IAEFTC training location are required to be in the same facility.
6. Transition L3.1(5) (page 10) - The recent change states: “Separately, offerors shall include recommendations on how to staff, coordinate, and facilitate a course similar to IAEFTC, as described, to include course objectives for their students.” As only the incumbent currently has access to the POI for the IAEFTC, to ensure fair competition and informed proposals, would the Government please provide the POI for the IAEFTC course to all bidders?
Government Response: Per Sections L and M, offerors are not required to discuss any aspects of the current POI. The Government is not evaluating Offerors on their plans or abilities to enhance the current POI. Similar to IAEFTC, as described, means the course requirements described in the SOW, notably 9.4, 9.4.1, 9.4.2, 11.4, and 11.5.
