L.4.2 VOLUME 4 KEY PERSONNEL:
L.4.2.1 Key Personnel:
The Offeror shall provide information regarding their proposed key personnel including identification of the key management positions and the corporate commitment of providing proposed candidates to the specified positions. For each proposed candidate the Offeror shall include a resume that includes but not limited to the following information; management experience on similar contracts, educational experience, tenure with current employer, technical competency, specific knowledge and skill interfacing with people at all levels including communication and problem solving, and any skills, ability, experience that will differentiate the key personnel from other Offerors. Offerors shall submit signed letters of intent for each Key Personnel position. Key Personnel are identified in SOFARS 5652.237-9001 and Experience Requirements are delineated in the Statement of Work paragraphs 4.2.11, 4.2.12, and 4.2.13.
Each “effort” entry within the Proposed Key Personnel member’s resume will be evaluated of the scale outlined in L.4.2.2 below to determine similarity. Each “effort” will be reviewed across all five aspects in the matrix and given an overall rating. Performance on efforts deemed “Very Similar” will be weighted higher than performance on “Similar”, Somewhat Similar” and Not Similar” efforts. This cascading effect holds true at each level, i.e. efforts that are deemed “Similar” will be weighted higher than “Somewhat Similar” or “Not Similar”, and so on.

L.5 VOLUME 5 TOTAL COMPENSATION PLAN:
L.5.1. Total Compensation Plan:
Offerors (including each partner, team member and subcontractor) shall agree as a team to the minimum annual base salaries that will actually be paid to the employee as compensation as instructed within Attachment J-5, Pay & Benefits Workbook. Note that the base salaries will be evaluated at the proposed minimum level. In addition, Offerors (including each partner, team member and subcontractor) shall agree as a team to submit one Total Compensation Plan per Provision 52.222-46 including supporting data within the total compensation plan narrative. Not all companies within a team are required to have the same benefits package. Within Volume 5 the offeror shall submit one 11x17 fold-out Master Team Benefits Summary Matrix (two page limit) that lists the Prime and all subcontractors/team members and details each companies’ corresponding benefits package. All Offerors shall state the basis for all salaries and benefits in the Volume 5 narrative. All Offerors shall describe the extent each of the benefits listed below is included in their total compensation package.
Health Benefits (Medical, Dental, Vision, FSA/HRA/HSA) Personal Time Off (including Holidays) Retirement Plan(s) Bonuses
Total employee compensation evaluation will primarily consider the annual base salary amount and the employer’s cost of fringe benefits that directly benefit the employees. All fringe benefits, including bonuses must be captured by the “Hourly Fringe Benefit Cost (including PTO)” listed in the “Pay and Benefits Workbook”, in order for them to be considered.
Offerors shall submit a signed Attachment J-6, “Acknowledgement and Agreement to Pay Minimum Salary and Benefits” for each Prime, Partner and Subcontractor as appendixes to Volume 5.
L.5.2. Labor Rate Floor:
Due to the competitive nature of the labor categories contained within this requirement the Government has determined that setting a labor rate floor by labor category is necessary. The Labor Rate Floor refers to the direct hourly compensation paid to the employee, regardless of Prime or Subcontractor under this effort. A Labor Rate Floor has been established for each labor category except for Key Personnel positions. This labor rate floor does not dictate a minimum benefits package, although benefits packages will be reviewed as part of the Total Compensation Plan, Volume 5.
Within the Attachment J-5 Pay and Benefits Workbook, Column C in each tab sets the direct labor rate minimum for each labor category. Any proposal in which the offeror (or subcontractor) proposes any direct labor rate below the corresponding floor rate, without sufficient justification as to how recruiting and retention risks will be mitigated, will be rejected in accordance with M.1.7.
The FBLRs proposed in the Total Compensation Plan Volume 5 (Attachment J-5 Pay and Benefits Workbook) shall match those proposed in the Pricing Volume 6 (Attachment J-7 Pricing Matrix).
L.6 VOLUME 6 PRICE EVALUATION (FACTOR 5):
L.6.1 Overview:
The Offeror shall submit a total price for each Contract Line Item Number (CLIN) contained within Section B of the SF 33. The Government will evaluate each Offeror’s proposal to determine the Total Evaluated Price (TEP). The TEP will consist of following components: 1) Labor (both CONUS and OCONUS), 2) Travel, and 3) Other Direct Costs (ODCs). Each of these components is discussed further throughout this section.
L.6.2 Labor Component:
This section will deal with the pricing of Labor for the Joint Geospatial Analysis Support Services contract. The hourly rates will be applied to CLINs X001 CONUS labor and CLINs X002 for OCONUS labor. All fully burdened labor rates shall include all costs for the requirements as stated in the Statement of Work, Attachment J-1. All CONUS (CLINs X001) and OCONUS (CLINs X002) FBLRs (Volume 6, Attachment J-7, Pricing Matrix) shall match by labor category and also must match the corresponding FBLRs identified in the Total Compensation Plan (Volume 5, Attachment J-5 Pay and Benefits Workbook).
L.6.2.1 CONUS Labor (CLINs X001):
The Offeror will propose CONUS Fully Burdened Labor-Hour Rates (FBLR) for each labor category.
The current CONUS labor category requirement is stated in the SOW Addendum Table 3.0 and also indicated by the assigned hours in the Attachment J-7 Pricing Matrix. The annual labor hours for each labor category listed as 1,984 in the Pricing Matrix are based on the current shift work schedule consisting of 84 hours every two weeks. The annual labor hours for each labor category listed as 1,880 in the Pricing Matrix are based on a typical full-time work schedule consisting of 80 hours every two weeks.
L.6.2.2 OCONUS Labor (CLINs X002):
The Offeror will propose OCONUS Fully Burdened Labor- Hour Rates (FBLR) for all labor categories.
All OCONUS FBLRs shall match the proposed CONUS FBLRs for each corresponding labor category as OCONUS positions are filled by CONUS personnel on rotational deployments throughout each year. All labor categories are subject to deployment based on mission needs. The current OCONUS labor category requirement is stated in the SOW Addendum Table 3.1 and also indicated by the assigned hours in the Attachment J-7 Pricing Matrix. The annual labor hours, listed for each labor category are 4,380 per FTE, and are based on filling each OCONUS position for a full year (12 hours/day for 365 days).
L.6.2.3 Labor Rate Floor:
Due to the competitive nature of the labor categories contained within this requirement the Government has determined that setting a labor rate floor by labor category is necessary. The Labor Rate Floor refers to the direct hourly compensation paid to the employee, regardless of Prime or Subcontractor under this effort. A Labor Rate Floor has been established for each labor category except for Key Personnel positions. This labor rate floor does not dictate a minimum benefits package, although benefits packages will be reviewed as part of the Total Compensation Plan, Volume 5.
The labor rate floors for each labor category are set within Attachment J-7 Pricing Matrix on the CONUS Labor tabs (Column H), the OCONUS Labor tabs (column G), the Transition tab (column C), and the 52.217-8 Option tab (column H). Any proposal in which the offeror (or subcontractor) proposes any direct labor rate below the corresponding floor rate, without sufficient justification as to how recruiting and retention risks will be mitigated, will be rejected in accordance with M.1.7.
L.6.3 Travel and Other Direct Costs (ODCs) CLINs X003 and CLINs X004:
For these sections, the Government has provided plug numbers for direct travel costs, per year, and set the deployment location for labor uplift calculations under the ODC CLIN in Attachment J-7 Pricing Matrix.
The Offeror shall be permitted to apply applicable indirect rates on all incurred direct travel costs and ODCs. Fee proposed on travel costs and ODCs is not allowed.
L.6.3.1 Travel (CLINs X003):
The Offeror shall be required to travel (both CONUS and OCONUS) to fulfill the requirements of this contract. Travel costs will be in accordance with FAR 31.205-46, Travel Costs and the contract. Travel Costs will include, but not necessarily be limited to, transportation to staging location, per diem (if paid), and lodging (if paid), and any other travel costs that the Offeror believes they will incur regarding travel.
For proposal evaluation purposes, the annual direct travel costs have been set at $500,000.00 in the Pricing Matrix under CLINs X003.
L.6.3.2 Other Direct Costs (ODCs) (CLINs X004):
The Offeror shall be required to deploy personnel OCONUS which may require Defense Base Act insurance (DBA) and potentially OCONUS labor uplifts. Additionally, the offeror shall capture Professional Development training costs and any other items the offeror feels necessary to complete the scope of work…
