About this file
This file is a Questions and Answers document for solicitation H9227726R0001 J7 OCSIC, a federal contract opportunity under FAR Part 13.5 Simplified Acquisition Procedures. The solicitation has been converted from a Request for Proposal (RFP) to a Request for Quote (RFQ) and extended to 06 March 2026. The applicable NAICS code is 541690 (Other Scientific and Technical Consulting Services). The requirement is for three full-time equivalents (FTEs) providing operational command support and intelligence coordination (OCSIC) support to CSOJTF-C or CSOJTF-L at Ali Al Salem Air Base, Kuwait, for a base contract period of one year with two one-year option periods. The contract is firm-fixed price with labor hours established at 3,600 per FTE annually (10,080 total hours). All personnel must obtain and maintain a Secret security clearance and possess a valid driver's license. Personnel require pre-deployment training at Fort Bliss Conus Replacement Center prior to overseas deployment. The Government will provide IT equipment, SOCOM network access, room and board on base, and food through the DEFAC. The contractor is responsible for paying semi-annual leave rotation travel costs, securing work/business visas where DOD CAC and Letter of Authorization are insufficient, and procuring Defender's and Boxers Act (DBA) insurance. No surge staffing is required, no personnel rotation is permitted (one FTE takes leave while other two cover operations), and no key personnel designations apply. The incumbent contractor is currently performing OCSIC support; however, no phase-in or overlap period will be allowed upon contract transition.
Evaluation will be based on past performance confidence ratings and price using best-value tradeoff methodology. Commercial past performance, contingency contracting, SOF logistics, and deployed staff augmentation experience will be considered relevant if the offeror clearly demonstrates comparability in scope and complexity. Subcontractor past performance may be submitted with verifiable evidence (Past Performance Questionnaire) in absence of CPARS records. Past performance narratives are limited to three pages cumulatively across all projects. The Government will consider equitable adjustments for mission-related ODC increases via contract modification. No host-nation business registration is required for on-base performance in Kuwait. Contractors are not expected to perform duties in Iraq, Syria, or Lebanon; the Government anticipates 10 percent annual travel frequency to other CENTCOM locations. Network access provisioning for NIPRNET and SIPRNET systems is anticipated to require 1–2 weeks pending Government availability. The Government does not provide cell phones but will provide courier authorization on a case-by-case basis with justification submitted to the Contracting Officer Representative prior to performance of courier duties.

1. Question: NAICS Code and Size Standard Please confirm the applicable NAICS code and corresponding small business size standard governing this acquisition.
Answer: 541690 Other Scientific and Technical Consulting Services
2. Question: Best-Value Determination Under FAR 13.106-2(b)(4)(ii), how will the Government weigh differences in Past Performance Confidence relative to price where a higher-priced offeror demonstrates a higher confidence rating?
Answer: The Government may award to a higher-priced offeror if the contracting officer determines in a best value tradeoff that the added confidence from a superior past performance record is worth the additional cost.
3. Question: Neutral Past Performance Will offerors receiving a Neutral Confidence rating be considered non-competitive relative to offerors receiving Substantial or Satisfactory Confidence, assuming comparable pricing?
Answer: Assuming comparable pricing, an offeror with a Neutral rating will be considered less competitive because the government will view a proven history of positive past performance as a lower-risk and more valuable option. However, all the quotes received will be considered.
